Senator Dick Klemm will be in attendance at the December 29, 1999 City Council meeting
and will be presented with Resolution 99-031 honoring him for his support in securing
funding for the City of McHenry.
Attached is a copy of the Resolution that will be presented to Senator Klemm.

RE: Route 31/McCullom Lake Road Project
Under the Mayor’s report at the December 1, 1999 meeting, the City Council disucssed the
Route 31/McCullom Lake Road project and funding of Phase I engineering (Mayor’s report
enclosed). As a result of the discussion, the City Council asked Staff to resubmit the
concept drawing along with an estimate of the cost for this fiscal year, should the City
Council decide to proceed with the project.
After speaking with Gary Rozwadowski at Smith Engineering, he advised me that
approximately 50% of the engineering cost for Phase I would be billed before April 30,
2000, if work began in January 2000. As you will recall, Phase I engineering cost is
$85,569, of which $42,784.50 would be attributable to the current budget. If approved,
funding for the Phase I engineering could come from the savings from the Shamrock Lane
traffic signal project. As you will recall, the City Council decided to include the public
benefit portion of the project cost in the bond issue. This resulted in net savings of
approximately $190,000. To date, the City Council has only approved spending $29,000 of
these savings on the Anne Street drainage study performed by Baxter & Woodman. The
balance of these funds is $161,000. Assuming a 50% completion in the project this fiscal
year, the Shamrock Lane money would be reduced to approximately $118,215.
At this time the engineer’s estimate on the project is $815,000. This figure is very
preliminary, as the exact scope of the project will not be fully developed until the Phase I
engineering is completed. Funding of the project through the Council of Mayors is 80%
($520,000) federal funds, 20% ($295,000) City funds. All engineering cost is the
responsibility of the City. To date, engineering cost is $3,925.00.
If the City Council elects to proceed, the City Council must authorized the Mayor to execute
the Engineering Agreement with Smith Engineering.
