RE: Improvements to Target Detention Pond
RECOMMENDATION: To consider the request by Gerstad Builders and approve the City’s
participation up to $21,000.
Gerstad Builders is requesting the City participate in a project to raise the elevation of the
east berm of the Target Detention Basin. The cost of the improvement is estimated by
Gerstad Builders to be approximately $27,000. They are asking the City to assist in this
project by paying 75% of the cost or approximately $20,000. In 1992, the City accepted
maintenance responsibilities of this detention pond for a cash contribution of $40,000. These
monies have grown to approximately $52,000 due to interest earnings.
These improvements are being necessitated as a result of the June 13, 1999 flood. The
residents in this area experienced flooding in part due to the storm water overtopping the
berm of the detention pond. This also caused the City’s sanitary sewer lift station (located on
the east berm) to become submerged in water. This occurred in spite of the fact that the
detention pond was built to the City’s engineering standard at the time.
Since June 13, Gerstad Builders has made revisions to drainage areas downstream of the
detention pond to alleviate lower level flooding at private property. In conjunction with this,
Gerstad Builders has been working with City Staff and Baxter & Woodman to design a
retaining wall to prevent our lift station from flooding and to provide additional security to
the residents. To date, these costs have been paid by Gerstad Builders.
If the City Council approves the cost sharing, the Staff requested, and Roger Gerstad agreed,
to seek three quotes for the work. Gerstad Builders would provide all work elements except
the concrete retaining wall.
This project will benefit downstream property owners, as overtopping of the detention basin
will be less frequent. The City lift station on the east berm will also be protected to a greater
degree due to these improvements. Baxter & Woodman has approved the project. The Staff
and Gerstad Builders would like to complete this project as soon as possible in order to be
ready for the spring’s rainy season and snowmelt.

RE: Route 31/McCullom Lake Road Project
As the City Council will recall, we authorized Smith Engineering to submit an
application to the McHenry County Council of Mayors for funding of the McCullom
Lake/Route 31 project. It was expected that we would be placed at the end of the five-
year program. Instead, this project was ranked high and has been scheduled for
fiscal year 2000.
With this earlier than expected funding, there is the potential that this project could
receive advanced funding should other scheduled projects in fiscal year 2000 and
2001 not be ready. If this happens, Gary Rozwadowski of Smith Engineering correctly
points out in his letter that the City would need to move quickly to meet this time line
by authorizing Smith Engineering to proceed with Phase I engineering.
No funds have been budgeted this fiscal year for the Phase I engineering, which is
estimated to be $85,569.
The City Council should discuss amending the budget and proceeding with the Phase
I engineering, or plan to budget next fiscal year for Phase I engineering and final
engineering to meet the construction year 2002.
