PRESENTATION

RE: Proclamation –National Red Ribbon Week
At the August 30, 2000 City Council meeting, a request made by Family Services &
Community Mental Health Center of McHenry County to support their annual “Red
Ribbon Week” was approved.
As you may recall, this worldwide campaign is designed to raise awareness to the
dangers of drugs and promote a drug-free youth.
Attached is a Proclamation for your consideration declaring October 23 through
October 28 National Red Ribbon Week.

AGENDA SUPPLEMENT

RE: Sidewalk, Maples Avenue to Leonard Avenue
RECOMMENDATION: To proceed with the design engineering this fiscal year and
budget funds necessary to construct the sidewalk in fiscal year 2001/2002.
Bernie Matchen, who resides at 3808 Maple Avenue, has requested the City to
consider the installation of a public sidewalk. The sidewalk would extend from Maple
Avenue (map enclosed) to Leonard Avenue. For years, since the development of Mill
Creek Subdivision, Mr. Matchen and his rear yard neighbor on Leonard Avenue have
experienced high volume of pedestrian traffic through their property. There is
literally a dirt path through their property from walkers and bicyclists.
The property where the sidewalk would be placed is along side Boone Creek. Due to
the terrain, the City would need to hire an outside engineer to design the pedestrian
walkway. Preliminary discussions indicate that a retaining wall would need to be
constructed along portions of the creek to support the walkway.
As this project is not budgeted in the current fiscal year, it would require action by
the City Council to proceed with the project. In order to provide the City Council with
a better idea of the cost of the project, Staff requested an engineering proposal. The
engineering proposal is in an amount not to exceed $11,560, which includes design
engineering through bid opening. The estimated cost of the project would be
determined at the time of final engineering.
Finally, both property owners have verbally agreed to provide an easement for the
construction of the walkway. This area seems to be a convenient spot for pedestrians
to cross between neighborhoods due to the natural barrier of Boone Creek.
Installation of a fence by the private owners I believe would have little effect on
deterring the pedestrian traffic. Therefore, it is recommended that the City Council
proceed with the design work and budget the appropriate funds in fiscal year
2001/2002 to construct the walkway.

RE: Personnel Policies and Procedures Manual
Attached please find the revised ‘final” draft of the Personnel Policies and Procedures
Manual. The Finance and Personnel Committee completed a thorough review of the
document at meetings held September 30, 1999, November 23, 1999, January 8,
2000, and June 28, 2000. Changes suggested by the Committee were researched and
incorporated into the final draft where feasible. Minutes from the Finance/Personnel
Committee meetings have been included for your convenience.
Copies of the draft were forwarded to representatives of Teamsters Local No. 301 and
the Fraternal Order of Police on October 3, 2000. To date, no comments have been
received from either party.
In addition to the personnel manual, the Committee asked to change the
organizational chart to reflect the structural change in Administration with the
addition of the Assistant City Administrator position. These charts are included in the
back pages of the packet. From a management standpoint, most of these changes
have already been implemented over the past year. The adoption of the personnel
manual will formalize this change.
The last item is a correction from the draft distributed to the City Council on
September 29, 2000. In section 1.3, you will note two strikeouts. Upon closer
examination, the language being struck was not consistent with the past personnel
manual. The Deputy Clerk has always been subject to the same disciplinary action as
all other non-sworn personnel.
