RE: Christmas Decorations
The Mayor has asked that the Christmas decorations along Route 120 on
approximately 40-telephone poles be replaced. These decorations were originally
purchased prior to 1989 and are showing their age. Most of them are in a state of
disrepair. The new holiday decorations will match the wreaths displayed on Green
Street and Riverside Drive. These decorations were purchased by the business
owners in past several years. The cost of the wreaths is $10,520.

RE: Waiver of Bimonthly Sewer Fee, McHenry Baseball Association

Alderman Baird received a request from Mr. Victor Freund, President of the McHenry
Baseball Association, to waive the City’s bimonthly sewer bill during baseball’s off-
season.
Presently, the McHenry Baseball Association receives a bill for sewer service for the
concession building and bathroom facilities at the ball fields behind the VFW. The
Association is requesting the City to waive the sewer bill from September through
April (8-months). The Association is billed at the flat rate of $32.78 bimonthly; the
eight-month total is $262.24.
Should the City Council elect to waive the sewer bill for the Association, Staff will
make the necessary arrangements to bill them only for the four-months of use
annually.

Route 31 & McCullom Lake Road.
Recommendation: Authorize the Mayor’s execution of Addendum No. 1 to the
Engineering Agreement dated 10/28/99.

At the December 29, 1999 City Council meeting, the City Council authorized the
Mayor’s execution of an Engineering Agreement with Smith Engineering
Consultants, Inc. for the purpose of Phase I engineering for the intersection
improvements at Route 31 and McCullom Lake Road. This agreement was a not to
exceed amount of $85,569. The construction cost of the project was estimated at
$815,000 of which 80% of this cost is being funded through the McHenry County
Council of Mayors.
As reported to the City Council in a memorandum from the City Administrator dated
August 25, 2000, it was expected that the engineering cost would increase due to the
new commercial development. As expected, enclosed is Addendum No. 1 to the
original agreement with Smith Engineering in an amount no to exceed $48,789. The
specific changes to the agreement are detailed in the enclosed addendum. Generally,
the increase in engineering cost is due to (1) IDOT’s request to widen Route 31 to five
lanes to handle the increased traffic flow; and, (2) the extension of improvements to
meet Rubloff's development to the north on Route 31 and west on McCullom Lake
Road. The estimated project cost is now $2.2-million.
The increased amount will not effect this fiscal year budget, as this pay out for the
addition work is not anticipated to be billed until after May 1, 2001. Therefore, the
additional monies would be expensed through next year’s budget.
For the City Council’s convenience, I have enclosed a copy of the original agreement
with Smith Engineering for your review.

RE: North Central Interceptor Sewer Engineering Agreement
RECOMMENDATION: Approve the proposal dated September 20, 2000 from Baxter &
Woodman, Inc, and authorize the Mayor to execute an Engineering Agreement
based on the Scope of Services in the proposal and fee amount.

In conjunction with the roadway improvements at the intersection of Illinois Route 31
and McCullom Lake Road, it is necessary to install an interceptor sewer as depicted
on the attached map. This improvement was anticipated in the City’s Sanitary Sewer
Master Plan. The new sanitary sewer will service the north part of the City to the
newly established boundary line between Johnsburg and McHenry. The specific area
is shaded yellow on the map.
The project cost is estimated at $2.2-million. As was discussed at the Capital
Improvement Plan meeting, the money necessary to complete this project and the
roadway improvements will be received through the issuance of alternate General
Obligation Bonds. Debt service would be paid from expected increased sales tax
revenues from the new commercial development.
This project was not anticipated during the budget discussion this past year, and
consequently, is unbudgeted. An amendment to the Appropriation Ordinance will be
necessary prior to the end of the fiscal year on April 30, 2001. In addition, there has
been no revenue source identified to pay for the engineering services associated with
this project. It is recommended that money from the annexation fund be used. The
annexation fund balance is approximately $700,000. It is appropriate for these funds
to be used for projects that will economically benefit the City.

RE: Water Tower Logos
In considering the appropriate identification for McHenry that should be placed on
the new water tower, I thought it would be best to solicit the input and creativity of
the community. As I am sure you are aware, I have asked for suggestions from the
community via the City of McHenry Newsletter. Many interesting suggestions were
received of which I published in the last newsletter. Residents were asked to send
their Aldermen their vote for their favorite logo.
At the conclusion of the voting, and with input from Staff, I have narrowed the
choices to the following three:
1. “You’re Home Now”
2. “McHenry H0”
2
3. “McHenry, Heart of the Fox”
At the City Council meeting, I will be asking the Aldermen to choose a logo from
these three selections. If you would like to speak to be prior to Wednesday’s
