RE: Investigators Stipend
Pursuant to Article XV, Section 15.5 of the MCPOA Unit 1 Contract, employees
assigned as full time investigators shall be paid an annual stipend of $750, payable
semi-annually, May 1 and November 1 of each year. Stipends are prorated based on
the officer’s date of assignment. Attached is correspondence from Chief Kostecki
requesting stipends for qualifying officers.

PROCLAMATION

RE: Ninth Annual “Snug Hugs for Kids” Charity Clothing Drive
RECOMMENDATION: To approve the attached Proclamation declaring November 1,
2000 through December 14, 2000 Official “Snug Hugs for Kids Days.”
Kathy Quinn of ProQuest Communications along with Russ Hoebbel, manger of Merlin
Muffler & Brake Shop in McHenry, will be in attendance to invite the City of McHenry to
participate in their Ninth Annual Snug Hugs for Kids Charity Clothing Drive. The City
Council is invited to bring a donation of winter clothing to the meeting.

RE: Stops Signs at Creekside Trail and Greenbrier Drive
At the September 20, 2000 City Council meeting, Council directed Staff to draft an
ordinance that would cause stop signs to be installed on Creekside Trail at Greenbrier
Drive. The Public Works Committee unanimously recommended to install the stop signs.
The City Council minutes and excerpt from the Public Works Committee minutes are
included for your convenience.

RE: Engineering Proposal, Sidewalk, Maple Avenue to Leonard Avenue
At the October 18, 2000 City Council meeting, Council authorized Staff to proceed
with the design work and budget the appropriate funds in fiscal year 2001/2002 to
construct the walkway on Maple Avenue to Leonard Avenue.
Attached is an engineering proposal from Smith Engineering Consultants, Inc. in an
amount not to exceed $11,560, which includes design engineering through bid
opening, for the walkway.

RE: Lease Agreement between Union Pacific Railroad Company and the
City of McHenry
Recommendation: Authorize the Mayor’s execution of the attached lease agreement
between Union Pacific and the City of McHenry subject to review and approval by
the Corporate Attorney.
Pursuant to City Council action at the October 11, 2000 City Council meeting, a copy of the
lease agreement between Union Pacific Railroad Company and the City of McHenry is
attached. This lease agreement is the same as the past agreements with the exception of
the maintenance on the building which is now the responsibility of the City, and the term of
the lease is 20-years with a 90-day notice to terminate clause for either party.

RE: Lease Agreement between the City of McHenry and Trey & Tom Corp.
Recommendation: Authorize the Mayor to execute the attached lease between
the City of McHenry and Trey & Tom Corp. subject to review and approval by the
Corporate Attorney.
The attached lease between the City of McHenry and Trey & Tom Corp. has been
amended to reflect the changes prescribed by the City Council at the October 11, 2000 City
Council meeting. The term of the lease is consistent with the term of the lease between
Union Pacific Railroad Company and the City. In addition, the monthly lease payments are
set forth on Exhibit “A” as approved by the City Council. The lease payments are subject to
review after five years. Maintenance on the building structure up to $2,500 for any single
repair is the responsibility of the tenant. Lastly, the lease agreement shall not be assigned
to another party without the written consent of the City.

RE: Senior Citizen Transportation Program
The City of McHenry received $20,000 through the State Member Initiative Grant. These
monies are intended to fund a program designed to assist senior citizens in transportation.
The grant will be used to underwrite the PACE bus fare charged to seniors.
Alderman Glab has worked closely with Staff to develop this program. After reviewing a
similar program in Richmond, where seniors are transported by school bus, PACE was
contacted and agreed to participate in the program.
The attached sheet was originally presented to the City Council under new business and
outlines the parameters of the program. Eligible participants will be McHenry residents 55-
years of age and older.
