Lobaito, City Administrator Date: January 10, 2022 For: May 3, 2000 Regular City Council Meeting Subject: Traffic Signal Installation Pursuant to City Council discussions regarding a traffic signal at Bull Valley and Ridgeview Roads, the Director of Public Works received a letter from Smith Engineering outlining the requirements for warrants to install traffic signals. If the City Council wishes to pursue this matter, the City should hire an engineer to perform the warrant study. A copy of the letter from Smith Engineering is attached for your review. mmg E X E C U T I V E S E S S I O N TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: May 3, 2000 Regular City Council Meeting RE: Update: Karlsen v. City of McHenry Enclosed is a letter from City Attorney David McArdle’s office regarding the status of the Karlsen case. This will be discussed during Executive Session at the May 3, 2000 City Council meeting. As stated in the attached correspondence, Judge Caldwell denied the City’s motion to dismiss, ruling that although the City may be correct in the future, he was denying the motion to dismiss at this time and allowing discovery to progress. Written discovery and depositions are underway. City Attorney David McArdle will be in attendance to elaborate on the specific aspects of the case. mmg A G E N D A S U P P L E M E N T TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: May 3, 2000 Regular City Council Meeting RE: Intersection of Burning Tree Drive and Ridge Road A petition from the residents of Deerwood and Burning Tree Subdivisions requesting modification to the Ridge Road and Burning Tree Drive intersection is attached. This was originally delivered to the Council via the April 14 Friday Report. Due to the recent accident at this intersection, they have asked for the following:  The trimming of trees and bushes in the right-of-way  Reduction in speed limit  Posting of warning signs To date, the trees have been trimmed and the bushes have been removed from the adjacent property creating a better sight line for traffic. The speed limit on Ridge Road is set by McHenry County and is currently 45-mph. The petition requests that there be a reduction to 40-mph. Upon speaking with the County Highway Engineer, a reduction in the speed limit would only be done if a speed study was performed and the results justified a reduction. You may recall the Council faced this very issue before with the County. Most recently, the County denied the City’s request to reduce the speed limit on Bull Valley Road. A speed study was performed at that time, which resulted in no justification for a reduction. The criteria used by the County to set speed limits are modeled after IDOT’s regulations. The philosophy used by IDOT is concisely stated in a recent letter (attached) from John Kos, District Engineer of IDOT regarding the posted speed limit on Route 120 at Valley View School. Based on this information, it is not likely a reduction in the speed limit would be warranted, nor would a reduction in the speed limit improve the safety of the intersection. Pursuant to the investigation of the accident, the rate of speed of the vehicle was not the cause of the accident. I also spoke with the County regarding the installation of “warning” signs. There is presently one sign for northbound traffic notifying motorists of the intersection and one sign for southbound traffic (sign pictures attached). I was also advised that the County has discontinued the installation of “warning” signs advising motorists of potentially hazardous intersection. It is recommended the City Council discuss this issue in order to bring this matter to a close. mmg Attach. A G E N D A S U P P L E M E N T TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: May 3, 2000 Regular City Council Meeting RE: Petersen Park Beach Project Urban Innovations, LLP (Marquette University students working on the Petersen Park Beach Project), along with Scott Smith of Smith Engineering Consultants, will be present at the meeting to submit the final design for the park improvement. This design incorporates suggestions and comments given by the Council to the students at the March 15, 2000 City Council meeting. They will also be present to hear any further comments or suggestions Council may have. Cuda For: May 3, 2000 Regular City Council Meeting Re: Appointment - Director of the City of McHenry Band As you are aware, William Toalson retired his position as Director of the City of McHenry Band. Bill was a dedicated and enthusiastic leader and will be greatly missed. I intend to appoint Michael John Bazan as the newest Director of the City of McHenry Band. A copy of Michael’s resume and newspaper articles from various publications are attached for your information. Michael has several ideas to improve attendance at the City Band Concerts this summer. He has prepared a list, which is also attached for you your review. If you have any comments or objections, please contact me prior to the meeting.
