RE: Human Relations Commission Request for Resolution
A letter was received from Patricia Buhrman, Chair of the Human Relations
Commission requesting the Mayor and City Council to approve a Resolution in
support of a “Town Meetings 2000“ program sponsored by the Governor’s
Commission on Discrimination and Hate Crimes, and the Joint Human Relations
Groups of McHenry County.
The following items of information are attached:

RE: Elevated Water Storage Tank Project
RECOMMENDATION: To approve the attached Resolution authorizing the
execution of Grant Documents for the Elevated Water Storage Tank Project.
As you are aware, the City requested a reallocation of the $500,000 state grant for the
CWWTP to the Elevated Water Storage Tank Project.
Friday, March 17, 2000, the City received notification from the IEPA that we were
successful in our bid to reallocate the $500,000. Staff will be completing the
paperwork to receive the grant as soon as possible.
The attached Resolution must be passed as part of the application designating authority to
sign the grant documents.

RE: Route 120 Improvements
RECOMMENDATION: To discuss the improvements to Route 120 and formulate a
response to IDOT.
Enclosed is a copy of the letter sent to Mayor Steven J. Cuda regarding
improvements to Route 120. The project scope is from Route 31 (Front Street) to
Route 47. This letter details the general scope of the work and the cost participation
for the improvements.
IDOT is asking the City to advise them of the extent to which the City will participate
in the cost of these improvements. Below is a summary of McHenry’s cost in the
project should we elect to participate.
1. New Sidewalk: $ 23,978
This includes areas where there is currently no
sidewalk. 50% cost share with State, the State will
replace existing sidewalk at 100% their cost.
2. Roadway Lighting: $802,700
100% City of McHenry
3. Utility Relocation: $404,000
Relocation of “permitted” utilities through IDOT
(water mains, sewer mains, storm sewers), will be
100% State cost. Any utilities in conflict with the
project will be 100% City cost. New utilities
requested by the City is 100% City cost. At this time,
Staff has only contemplated 4,800-feet of 12-inch
water main. This improvement is listed in the
master plan of the City. From a planning
standpoint, these improvements should be done
with this project; however, the City may not have
the financial resources at the time this project is let.

4. Traffic Signal Modernization: $ 50,983
The City has a responsibility of maintaining and
upgrading traffic signals where City streets intersect
with State routes. The specific percentage of
responsibility is detailed in the enclosed letter on
Page 3. In addition to these costs, Fire Chief Wayne
Amore has requested that preemption equipment be
installed at the Ringwood Road/Route 120 and Ridge
Road/Route 120 intersections. These are the only
two remaining traffic signals without this
equipment. This cost would be 100% the McHenry
Township Fire Protection District’s cost.
5. Parking: $ 20,470
If the City elects to retain the parking spaces along
the project (14 total spaces), the City must pay 100%
of the cost to resurface. McHenry must decide to
have the parking reinstated or removed during this
project.
The decisions made by the City Council will be used by IDOT to prepare the final
engineering documents. As reported to the City Council in February, I sought and
received approval from IDOT for a postponement of the City’s response to the
letter until April 14, 2000. Originally, there was a 30-day time period.
Included in this packet is a copy of a letter I sent to IDOT requesting that they
purchase the southwest corner of Route 120 and Crystal Lake Road. This property
is for sale and would improve the alignment of Crystal Lake Road at Route 120. To
date, there has not been a response.
Lastly, the most recent information from IDOT is the project is targeted to start
June 2002.
