Lobaito, City Administrator FOR: February 16, 2000 Regular City Council Meeting RE: EDC Riverwalk Committee RECOMMENDATION: To approve the attached Resolution establishing the McHenry Economic Development Commission Riverwalk Committee At the December 1, 1999 City Council meeting, Staff was directed to draft a resolution to formally recognize the McHenry Economic Development Commission Riverwalk Committee. The attached resolution also establishes the Committee’s operating guidelines and authorizes the expenditure of monies within the FY 2000/2001 budget to be used for the Riverwalk Project. mmg MEMORANDUM To: Peter J. Merkel, Director, Parks & Recreation From: Tom Schmidt, Superintendent, Parks Maintenance Date: January 7, 2022 Subject: Six-month Review of Goals 1. Althoff Park Grand Opening: All work necessary to prepare for the opening of W.H. Althoff Park was completed in time for the grand opening event. 2. Preparation of Additional Land at Fox Ridge Park for Practice Facility: This is the park area west of the creek on Dartmoor Road. This area is being prepared as a practice facility at the City Council’s request. Beginning in the fall of 1999, the site was put into the mowing rotation. The turf was extremely overgrown and special attention was given to the areas to prevent accumulation of dead material. The site received two mowings at a height of five inches and a final mowing in November of four inches. When the mowing season begins this spring, this area will receive its first two mowings at four inches. Subsequent mowing will be at a height of three inches. The park area west of the creek will be rolled in the spring of 2000 and will be ready for soccer or baseball practice in May 2000. Additionally, a burn permit was obtained for the northern section of this park. After burning off the excess material in this area. It will be added to the regular mowoing rotation. 3. Veteran’s Park Gazebo: The entire upper portion of the gazebo was painted including the ceiling, fascia, soffit, support post, and cupola. This had not been done since the gazebo was constructed in 1986. All railings were repaired and repainted during the winter of 1999. All that remains to be done is the repair and painting of the lower lattice work. 4. Petersen Park Beach Garage: The beach garage was in need of some minor repair and painting. The building was power washed to remove all the dirt and algae, then the entire building was re-stained. All broken and missing trim was replaced and painted. 5. Storage Building at Petersen Park: worked with the McHenry baseball Association on securing a contractor to finish the carpentry work. The city provided the painting of the building. All exterior wood received a primer coat of paint and then two coats of final paint. The press box window and final trim work around this area was also completed. 6. Fall Tree Planting Program: Thirty-two trees wee planted in various parks of the City. 7. Urban Forestry: The City has submitted an application for re-certification of our Tree City USA status and is currently developing a management plan for a demonstration area. This area would be bounded by Elm Street on the south, Washington Street on the north, Richmond Road on the west, and Riverside Drive on the east. The management plan will consist of a removal program for dead, diseased and dangerous trees. In addition, pruning maintenance for trees that will be remaining in the area and a planting scheme for replacement trees in this area is included in the plan. 8. Turf Maintenance: By March 2000, the department will have four new turf operators. All current employees are registered for the State of Illinois commercial pesticide training and certification program. The department has also purchased a new 50-gallon Broyhill turf sprayer for applications of weed control on our smaller park areas. In the upcoming budget, fertilizer and herbicide costs will be included for applications in the 2000 season. 9. New Employee Training: All employees have obtained CDL licenses except one. Re-examination for this employee is scheduled for February 18, 2000. All employees are registered for the examination on March 15,2000 to obtain their operators license for pesticide application for public area. The new employees have been receiving training from the experienced Public Works Drivers in snow removal operations. -2-
