Lobaito, City Administrator FOR: October 15, 2001 City Council Workshop Meeting RE: Recreation Center At their July 10, 2001 meeting, the Parks & Recreation Committee discussed the proposed Recreation Center. Specific discussion centered on reducing the size of the facility and funding sources to pay for the construction. As a measure to reduce the cost of the facility, a consensus was reached to postpone the construction of the indoor pool. No consensus was reached regarding the funding mechanism. Instead, staff was directed to explore all funding options. The available funding options to the city remain unchanged from options previously presented. The attached memorandum from the Assistant City Administrator outlines the funding options and potential effect each option may have on the city. The City of McHenry finds itself at a crossroad in planning for the future recreational needs of the community. The city’s ability to keep pace with its desire to be a recreational community is being impeded in part by insufficient facilities to conduct programs. Although it has been a stated policy of the City Council for no net gain in recreational programs, the challenge has been to find space to operate the existing programs. If no decisions are made on the recreational facility, it is possible that the City Council will be discussing the need to reduce the number of programs sometime in the future due to lack of available space. It is recommended that the City Council determine the feasibility of constructing a recreational center in McHenry and determine what funding mechanism(s) will be used to pay for the facility so that the city can effectively plan for future recreational needs. mmg MEMORANDUM To: Mayor and City Council From: John A.
