RE: Update – PACE/Dial-a-Ride
PACE Board of Directors member, Mayor Aaron Shepley will be present to discuss
the general status of PACE and the recently approved fare increase that takes effect
on April 1, 2001.
Attached is a letter to the Mayor dated February 9, 2001 (sent to the City Council on
February 16, 2001) from Chairman John J. Case notifying the city of a possible fare
increase. In addition, a copy of the PACE newsletter for March 2001 is attached
announcing their unanimous approval of the fare increase.
This fare increase is specific to the fixed bus routes by PACE not the Dial-a-Ride
program. However, after a recent discussion with PACE, I anticipate notification from
PACE of a rate increase for this program as well.

RE: Shamrock Baseball Association - Donation
Len Herriges of the Shamrock Baseball Association will be in attendance to present
the final check in the amount of $715 for the portable pitchers mound. This mound is
kept by the Parks & Recreation Department for use by all organizations in the
McHenry Area.

RE: Adams Commercial Centre Recapture Agreement
Recommendation: Authorize the Mayor’s Execution of the Recapture Agreement
As part of the annexation agreement between Richard and Rita Adams and the City of
McHenry (08/12/98), the owners were allowed reimbursement of expanded or oversized
utilities they installed in connection with their development. Installation of water and sewer
mains constructed offsite of the property is eligible for 100% reimbursement. Improvements
made onsite are eligible for a proportionate reimbursement based on a per acre basis.
Additionally, the owners may apply an interest rate from the date the utilities are accepted
by the City for a period of 20-years or upon reimbursement by the benefited property
owners.
The agreement further provides for an interest rate 1% higher than the five-year Treasury
bill rate calculated annually. Currently, the applied interest rate would be 7.25%. Under
terms of the agreement, the City Engineer is charged with determining the service area
benefited by the improvements and the proportionate cost to the properties. The figures
and benefited area included in the agreement have been approved by the City Engineer.
The attached recapture agreement was prepared by the City Attorney and is consistent
with the terms of the annexation agreement.
