RE: Class A Liquor License – 1237 N. Green Street
RECOMMENDATION: To approve the request for a Class A Liquor License from
Armadillo Enterprises, Inc. d/b/a No Way Jose`, 1237 N. Green Street; and to pass an
Ordinance increasing the number of Class A Liquor License form 24 to 25.
A Class A liquor license application was received from Mr. & Mrs. Joe Nanez of
Armadillo Enterprises, Inc. d/b/a No Way Jose`, 1237 North Green Street. This is the
former location of Tello’s Mexican Restaurant.
Mr. & Mrs. Nanez have submitted all the necessary paperwork, paid the $1,400
annual license fee and have been fingerprinted. A copy of the application is attached
for your information.
After a meeting with Mayor Althoff, it was agreed that the owners including all
employees of No Way Jose` will attend the next available BASSETT training class. In
addition, an English-speaking employee will always be present in the restaurant.
As Liquor Control Commissioner for the City of McHenry, Mayor Althoff is
recommending the City Council to approve the application for a Class A Liquor
License from Armadillo Enterprises, Inc. d/b/a No Way Jose`, subject to the receipt of
satisfactory fingerprint results; and, approve the attached Ordinance increasing the
number of Class A liquor license form 24 to 25.

RE: Oath of Office – New Police Officers
Chairman Tim Wirfs of the Police Commission will be in present at the meeting to deliver
the oath of office to four new Police Officers. These candidates, who will be attending the
State Police Academy on July 8, 2001, are listed below.

RE: Building Permit Review Services
With the increase in building activity, the Community Development Department has been
experiencing long delays in the building permit plan review process. In the last few months,
it is not unusual for the issuance of a building permit for a new house to take six-weeks.
Previously, this same permit was issued in two-weeks. Minor permits such as decks, sheds
and pools are experiencing similar delays. What use to take five days is now taking ten to
fifteen days.
To maintain the same level of service as in the past, it is recommended the city utilize the
services of a consultant for plan review for the next 60-days until the new building inspector
is hired.
Salary savings through vacancies of the inspector and city planner positions would be used
to pay for this service. To date, the current salary savings is approximately $11,000. It is
estimated, based on projected workload, that the plan review services would cost
approximately $10,000 over the next 60-days.
It is recommended that the City Council authorize the expenditure of an amount not to
exceed $10,000 for plan review services.
