RE: Riverwalk Presentation
The City of McHenry is utilizing several tools to redevelop its downtown area. The
intent of this presentation is to provide an update on these tools including the
Riverwalk Downtown TIF Plan and potential development.
In addition to staff, the Riverwalk Foundation and representatives from Trkla,
Pettigrew, Allen & Payne, Inc. the city’s consultant, will provide an update to the City
Council. Please reference the attached memorandum from Cliff DiLorenzo of Trkla,
Pettigrew, Allen & Payne, Inc.

LeFew will be in attendance to present to the City Council historical information that
has been in the county’s possession.

RE: YMCA of McHenry County Project Feasibility Study Recommendations
Committee Recommendation: Continue supporting the YMCA of McHenry County project
and to move forward with the Feasibility Study Recommendations and to convene a joint
meeting with the Parks & Recreation and Finance/Personnel Committees to discuss the
city’s participation including a financial commitment.

Background
Since November 2001, the City of McHenry has been working with the YMCA of McHenry County in
investigating the feasibility of a joint venture recreational facility on the Municipal Center grounds. At
its March 11, 2002 meeting, the City Council agreed to assist with the funding of a financial
feasibility study to determine the fundraising potential within the McHenry area for development of a
joint recreational facility. Campaign Consultants of America, Inc. conducted the study.
The YMCA of McHenry Feasibility Study and recommendations are complete. The Parks and
Recreation Committee reviewed these items at their August 22, 2002 meeting.
The recommendations include Project Development, Public Relations, Campaign Planning
Committee, Calendar, and Consultation. The attached Executive Summary describes these
recommendations in detail. In addition, Bob Klein President/CEO of the YMCA of McHenry County
will be in attendance at the City Council meeting.
Both BFS Property Management and Wm. Tonyan & Sons, Inc. are providing cost projections on
the construction of a facility. Both entities are familiar with constructing YMCA facilities. The
estimates will be useful in future discussions of the project.
Next Step
The next step is to convene a joint meeting with the Parks & Recreation and Finance/Personnel
Committees to discuss the city’s participation including a financial commitment. Subsequently, a
recommendation will be brought to the City Council for consideration.
Recommendation
It is the recommendation of the Parks & Recreation Committee to continue supporting the YMCA of
McHenry project and to move forward with the Feasibility Study Recommendations and to convene
a joint meeting with the Parks & Recreation and Finance/Personnel Committees to discuss the city’s
participation including a financial commitment.

RE: McHenry Elementary School District 15 Referendum
Superintendent D. William Dodds and Cherie Rickert, Human Resource Director for
District 15 will be in attendance to provide the City Council with a brief presentation
on the upcoming McHenry Elementary School District 15 Referendum.
For the City Council’s information, attached is an information booklet on the
referendum that was provided by District 15.
