Lockerby, Assistant City Administrator FOR: September 4, 2002 Regular City Council Meeting RE: Hiring Recommendation for Telecommunication Officer A vacancy was created in the Police Department when Telecommunication Officer Margaret Zook accepted the position of Department Records Clerk. Approximately 45-applications were reviewed to fill the vacancy; oral interviews were conducted with 14 of the applicants resulting in a communications eligibility list of 10 individuals ranked in order of qualifications. The most recent Telecommunication Officer hired from this list was Erin Montressor on July 1, 2002. It is staff’s consensus to hire Ms. Carmen Rivera as Telecommunication Officer. Ms. Rivera has nearly three years of experience as a dispatcher with Norcomm/Fox Lake Police. A copy of her application is attached for your review. It is recommended that the City Council authorize the hiring of Ms. Carmen Rivera as Telecommunication Officer at Step 1 with an annual salary of $32,100 pursuant to the Police Bargaining Union Contract and subject to the successful completion of a pre- employment physical. mmg AGENDA SUPPLEMENT TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: September 4, 2002 Regular City Council Meeting RE: Request from the Illinois Department of Transportation to Purchase required right-of-way for the Illinois Route 120 Improvement Project Attachments: 1. Property Appraisal 2. Quit Claim Deed 3. Property in Question Map RECOMMENDATION: to accept the Illinois Department of Transportation’s offer to purchase 871-square feet of property at the appraised value of $11,000 and to authorize the Mayor’s execution of the Quit Claim Deed allowing for the acquisition of the said property subject to approval by the City Attorney. As the City Council is aware, as part of the State Route 120 Improvement Project, the Illinois Department of Transportation (IDOT) is acquiring land from several property owners along State Route 120. IDOT is requesting that the City of McHenry authorize the sale of 871-square feet of city property on the north side of State Route 120 west of the Zion Lutheran Church. The acquisition of this land is necessary to the Route 120 Improvement Project. IDOT must extend the box culvert located underneath the state highway and subsequently, the bike path must be relocated; all costs associated with this are paid by the State of Illinois. Attached for City Council review is a copy of the appraisal obtained by IDOT assessing the value of the property at $11,000. It is recommended that the City Council accept IDOT’s offer to purchase the 871-square feet of property at the appraised value of $11,000; and, to authorize the Mayor’s execution of the attached Quit Claim Deed allowing for the acquisition of the property depicted on the attached map subject to approval by the City Attorney. mmg Attach.
