Ordinance granting a conditional use permit for sand and gravel operation on the
subject property.

RE: McHenry Township Fire Protection District Referendum
Fire Chief Wayne Amore will be in attendance to present information to the City
Council on the McHenry Township Fire Protection District referendum that will
appear on the November 5, 2002 ballot.
A brochure explaining the referendum questions and “fast facts” about the need for
this referendum is attached for your review.

RE: Police Pension Fund Actuarial Study
Attachment: Letter of Engagement for Police Pension Fund Actuarial Services
Attached you will find an engagement letter from the firm of Gabriel, Roeder, Smith
& Company (GRS) for actuarial and consulting services for the May 1, 2001 Police
Pension Fund Actuarial Study. The fee for this service is $6,500. GRS recently
acquired Watson Wyatt Company, which performed the last actuarial study for May
1, 2000.
An actuary study is needed to determine the city’s minimum annual contribution
requirement to the pension fund. This is in addition to the required employee
contribution made by the police.
It is recommended to hire Gabriel, Roeder, Smith & Company to perform the May 1,
2001 Actuarial Study for the Police Pension Fund.

CONSENT AGENDA

FOR: October 14, 2002 Regular City Council Meeting
RE: Finance Director Position
RECOMMENDATION: To authorize the hiring of John Fishbein as Finance Director
As the City Council is aware, interviews were conducted for the Finance Director
position. In total, 27-applications were received, six candidates were selected for first
round interviews, and three were selected for the final round.
Upon review of the qualifications and background experience of the candidates, it is
recommended to hire John Fishbein as Finance Director for the City of McHenry at
Grade 24 with an annual salary of $83,000. Mr. Fishbein will be eligible for three-
weeks vacation to be calculated pro rata for year 2002 (2.5 days).
Currently, Mr. Fishbein is the Principal Manager of Budget & Finance for the Regional
Transportation Authority (RTA). His professional background in Finance will be a
tremendous asset to the City of McHenry.
It is therefore recommended that the City Council authorize the hiring of John
Fishbein as the Finance Director at Grade 24, with an annual salary of $83,000 subject
to the successful completion of a pre-employment physical.
