Lockerby, Acting City Administrator FOR: November 4, 2002 Regular City Council Meeting RE: Request for Variance to Special Event Liquor License from Plum Garden Restaurant Recommendation: To approve the request from Plum Garden Restaurant, 3917 W. Main Street and grant a variance to Chapter 4, Section 4-6(7) Special Event Liquor Licenses to allow the sale of packaged wine for a Wine-Tasting Sale. Attachments: 1. Ordinance 2. Letter of Request 3. Municipal Code Section 4-6(7) 4. Special Event Liquor License Application The City of McHenry is in receipt of an application from Plum Garden Restaurant located at 3917 W. Main Street, for a Special Event Liquor License. The restaurant is hosting a wine- tasting sale during McHenry’s Annual Christmas Walk on November 10, 2002. As part of this event, bottles of the restaurant’s house wine will be offered for sale. Municipal Code Chapter 4, Section 4-6(7) relating to Special Event Liquor Licenses, does not provide for the sale of packaged alcoholic beverages. A copy of this section is attached. To accommodate this request, and in an effort to assist the downtown business community during the Christmas Walk, the city attorney was asked to draft the attached ordinance granting a Special Event Liquor License with an exception for a wine-tasting event permitting the sale of packaged liquor for one-day only, to Plum Garden Restaurant. Please note this variance is valid only for one-day. The city is in receipt of the required $25.00 application fee. A copy of the letter from Plum Garden and the Special Event application is also attached for your information. Maxine Cwiak, manager of Plum Garden Restaurant will be present at the meeting. It is recommended that the variance to the Special Event Liquor License allowing for the sale of packaged alcoholic beverages only during the Annual Christmas Walk on November 10, 2002, from Plum Garden Restaurant located at 3917 W.
