RE: City of McHenry Dispatch Services Agreements
Recommendation: To authorize the Mayor’s execution of the attached Year 2002
Dispatch Services Agreements with:
1. Village of McCullom Lake
2. Village of Johnsburg
3. McHenry Township Fire Protection District
At its February 4, 2002 meeting, the City Council approved an increase of 8.6% to the
fee charged to the Village of McCullom Lake, Village of Johnsburg, and McHenry
Township Fire Protection District for dispatch services. A copy of the agreements and
minutes from the February 4, 2002 meeting are attached.
It is recommended that the City Council authorize the Mayor’s execution of the
attached Dispatch Services Agreements.

RE: Year 2002 Mosquito Management Program
Recommendation: 1. Authorize the Mayor to execute an Agreement with McHenry
Township for Mosquito Management not to exceed $6,088.50.
2. Authorize the Mayor to execute an Agreement with Clarke
Environmental Mosquito Management, Inc. not to exceed $2,750.
3. As authorized by the Mayor, additional treatment services as
needed, as outlined in Phase IV of the program, for a total of both
programs not to exceed $15,000.
Each year, the City of McHenry administers a program for mosquito abatement. Historically
McHenry and three other municipalities have joined with McHenry Township to benefit from
the economics of a large-scale mosquito abatement program. Annually, McHenry Township
solicits bids for a contract to provide this service. This year, the township accepted the bid
from Clarke Environmental Mosquito Management, Inc. A cost breakdown for all
communities is attached; McHenry’s proportionate share by contract shall not exceed
$6,088.50.
To provide the same service throughout the entire community, traditionally the city enters
into an agreement with the contractor selected by McHenry Township to treat the remaining
area of the city not within McHenry Township. A copy of the mosquito management program
is attached for the City Council’s review.
The base price to treat the remaining area of the city is $2,750, which includes Phase I, II, and
III of the program detailed in the attached outline. Phase IV provides for additional services
that the city can elect to have done at an additional cost. Additional services may be needed
throughout the summer for special events such as Fiesta Days, City Band Concerts, and the
weekend McHenry hosts the Twin Cities Aids Ride.
The base cost to the city for both programs is $8,758.50. Past experience indicates that
additional services are always requested. The park areas receive additional treatment once
or twice throughout the summer and a community-wide treatment is performed at least
once.
Based on this information, it is recommended that the City Council authorize the Mayor’s
execution of both attached agreements, and to authorize a not to exceed expenditure of
$15,000 (budgeted amount) total for both programs. In addition, upon the Mayor’s
authorization, additional treatment services as outlined in Phase IV of the program. As a
point of information, last year $5,817.50 was spent on additional treatment services for a
grand total of $12,767.50 for mosquito management.
