RE: Reduction in Class A Liquor Licenses
Recommendation: To approve the attached Ordinance reducing the number of
Class A Liquor Licenses from Twenty-four to Twenty-three.
A Class A-5 liquor license is currently issued to San Sun Lee Chu, owner of China
Buffet Restaurant at 4621 W. Elm Street. This property has been sold and a building
permit was issued for the demolition of the building on this site. As you may be
aware, demolition of the building has already begun.
Pursuant to Chapter 4, Section 4.7 of the McHenry Municipal Code, whenever there is
clear evidence of intent that a license holder is abandoning the premises, the liquor
license is deemed void and shall cease to exist. In this case, the business is closed
and the building is demolished.
The Mayor has notified Ms. Chu on the disposition of the Class A-5 license.
Mayor Althoff is recommending the approval of the attached ordinance reducing the
number of Class A liquor licenses from twenty-four to twenty-three.

RE: Police Department Vehicle Order – Fiscal Year 2002/2003
Annually, replacement vehicles for the Police Department are ordered through the
State of Illinois Joint Purchasing Contract Program. Each year, the Illinois
Department of Central Management Services accepts formal bids for a variety of
items. These items are then made available to all communities statewide for
purchasing. This year, the vehicle contract was awarded to Landmark Automotive
Group, Springfield, Illinois for the Ford Taurus and Ford Crown Victoria Patrol
Vehicles.
In 1999, the City Council established a policy to replace vehicles on a predetermined
scheduled. Following a replacement schedule serves two purposes:
1. Prevents Spikes in City Budget. Replacing the same number of vehicles
each year prevents unnecessary peaks and valleys in the city’s annual
budget. This type of budgeting practice assists the staff in predicting future
department expenses.
2. Reduced Maintenance Costs. In the case of Patrol vehicles, the useful life
is 80,000 miles. An analysis in 1999 showed vehicle repairs after 80,000
miles increase significantly; thus making it more prudent to replace the
vehicle prior to this milestone. Typically, Patrol vehicles reach 80,000 miles
in three-years. Administrative/Investigative vehicles accumulate fewer
miles annually and therefore, are replaced approximately every six-years.
In the past, local dealers have been able to “piggyback” on the state contract for a nominal
fee. This allowed the city to purchase these vehicles through a local dealer.
As of this writing, Buss Ford is unable to determine if they can “piggyback” on the state
contract. In the past, the City Council has expressed an interest in purchasing vehicles
from a local dealership when possible. There is a nominal increase (approximately $200
per vehicle) in the purchase price, which is partially offset by the elimination of delivery
charges from the state contract vendor. I expect an answer from Buss Ford prior to the
meeting. If Buss Ford is able to provide the vehicles, I will have the new costs available at
that time.
To take advantage of the state contract pricing, the order must be placed prior to
January 25, 2002. These vehicles will be ordered prior to the state deadline, but the
delivery date will be after the 2002/2003 budget has been passed. The Patrol vehicles
are expected to be delivered in the fall of 2002 and the Administrative vehicle should
arrive in late spring 2002.

RE: Committee of the whole Meeting – Meyer Material Company
Annexation
On January 4, 2002, the City Council was notified that the city received a petition
form Meyer Material Company for annexation of approximately 157-acres north of
Route 120 across from the existing gravel mine. The applicant is requesting a zoning
amendment to the RS-1, Single Family Residential Zoning District with an A-M,
Agricultural and Mining Overlay.
The process for annexation is detailed on the attachment. This process was
formalized by the City Council in January 2000. The petitioner is scheduled before
the Plan Commission on February 7, 2002. The next step in the process is to
schedule a Committee of the Whole meeting to discuss the proposal.
Please be prepared to schedule a meeting date. In addition, Mayor Althoff spoke with
Tom Rhyan (outdoor theater property) and would like to set a meeting date to discuss
this project as well.
