The Consent Agenda for the January 14, 2002 City Council meeting consists of the

RE: Semi-Annual Distribution of Developer Donations to Taxing Entities
RECOMMENDATION: To approve the Semi-Annual Distribution of Developer
Donation Fees to McHenry School Districts 15; McHenry School District 156;
McHenry Public Library District; and McHenry Township Fire Protection District and
direct the City Clerk to distribute these funds.
Attached is a chart depicting the developer donation fees collected from July 2001
through December 2001. As outlined in the City of McHenry Subdivision Control
Ordinance, the City Council must direct the City Clerk to distribute these funds to the
appropriate taxing entities. The amount of distribution to each is:
McHenry School District 15 $176,174.70
McHenry School District 156 $94,863.30
McHenry Public Library District $24,023.00
McHenry Township Fire Protection District $24,023.00
In the past, each entity was invited to a City Council meeting in January and July
where they would receive their checks. Last July 2001, Mayor Althoff established that
all affected taxing districts would be asked to appear at the July meetings only. Upon
City Council approval of the distribution fee, each January checks will be mailed to
the taxing entities.
For City Council information, the amount of developer donation fees collected for the
Parks & Recreation Department is $339,495.00. Total fees collected for all taxing
entities is $658,579.00

RE: Redevelopment Project Area for the Tax Increment Financing District

This public meeting is conducted to advise the public; taxing districts that have real
property in the proposed redevelopment project area; taxpayers who own property in
the proposed redevelopment area; and residents residing within the project area as
to the possible intent of the city to prepare a redevelopment plan. It is also the
intention of the meeting to advise the affected parties of the proposed redevelopment
project area and receive comment on the project. Preceding the meeting, a public
notice was mailed to the affected groups described previously. Approximately 250
notices were mailed.
Kathy Orr, Esq. will be in attendance to provide an overview for the audience along
with a representative from Trkla, Pettigrew, Allen & Payne, Inc. to explain in more
technical detail, the redevelopment project. In addition, the audience will be
provided a handout at the door, a copy of which is attached to this supplement. This
handout was developed early in the process to help answer some basic questions
about Tax Increment Finance Districts.
There is no statutorily prescribed agenda for this meeting. The intent of this meeting
is to make the public aware of the City of McHenry’s proposed plans and to provide
an opportunity for the public to comment.
During and after the presentation by the city’s representatives, there will be an
opportunity for the audience to ask questions. The Mayor will moderate during this
time, and will answer the questions herself or call on someone to answer the
questions. Replies to the questions will be factual in nature and not an opinion about
the project.
