RE: CALEA - Law Enforcement Accreditation –
Proposed Police General Order Revisions
The attached General Order Revision is part of the CALEA Law Enforcement
Accreditation process. Upon approval, this order will be signed and put into effect on
December 3, 2002.
Department regulations have always been a cornerstone of police policies. This
section is very specific as to what is expected in the area of on and off duty conduct
of McHenry Police Officers and department members. Orders of this type have been
in effect since February 1, 1992. The attached revision is merely a modernization of
those standards based on the recommendations of the International Association of
Chiefs of Police National Law Enforcement Police Center model and CALEA required
standards.

RE: Reduction in Class A Liquor Licenses
Recommendation: To approve the attached Ordinance reducing the number of
Class A Liquor Licenses from Twenty-five to Twenty-four.
A Class A-8 liquor license is currently issued to Armadillo Enterprises, Inc. d/b/a No
Way Jose’ located at 1237 North Green Street. In October of this year, the restaurant
closed.
Pursuant to Chapter 4, Section 4.7 of the McHenry Municipal Code, when there is
clear evidence of intent that a license holder is abandoning the premises, the liquor
license is deemed void and shall cease to exist.
On October 17, 2002, Mayor Althoff sent a letter to Mr. & Mrs. Nanez notifying them
of the city’s intention to void the liquor license. No response was received and a letter
was sent on November 19, 2002 notifying the owners that the Class A-8 license at
1237 North Green Street is no longer in effect.
Therefore, the Municipal Code Chapter 4, Sec 4-6(2) should be revised to reflect the
decrease in the number of Class A liquor licenses from twenty-five to twenty-four as stated
in the attached ordinance.

RE: Renewal of PACE/Dial-A-Ride Local Share Agreement
Recommendation: To consider renewing the attached Local Share Agreement
with PACE for the term of January 1, 2003 through December 31, 2003.
Since 1987, the City of McHenry has entered into an annual Local Share Agreement with
PACE offering a curb-to-curb, Dial-A-Ride program. The program is funded through a
mixture of user fees, PACE subsidies, and a local share portion. For Year 2003, the
funding mix for the estimated $210,486 program is as follows:

The cost of the city’s portion of the service, service hours, and a listing of holidays on which
service is not provided is detailed in Exhibit A of the attached agreement along with
ridership statistics through the month of September.
Rides are arranged through a service provider under contract with PACE. The fare
charged to riders is listed below; fares have remained the same since Year 2000. Reduced
fare rates are provided to senior citizens, persons with disabilities, students and children
age seven through 11 years.

It is the recommendation of staff to consider renewal of the Local Share Agreement with
PACE for the 2003 calendar year in an amount not to exceed $64,950.
