Maxeiner, City Administrator FOR: May 12, 2008 Regular City Council Meeting RE: Intergovernmental Agreement with McHenry Public Library District Recommendation: To renew the attached Intergovernmental Agreement between the City of McHenry and the McHenry Public Library District for use of a storage shed on district property for one-year expiring on June 2, 2009 or less. _____________________________________________________________________ In 1995, the city entered into an Intergovernmental Agreement with the McHenry Public Library District, and each year after, for use of a storage shed on district property located at 809 North Front Street. The current extension expires on June 2, 2008. The shed is used by the Police Department to store equipment and other miscellaneous items. In exchange, the city maintains the shed and provides the library with street sweeping and snowplowing services for their parking lot. The Library District is in favor of extending the agreement for another year. Each party agrees to maintain their own liability insurance and to hold each other harmless from all liability. In addition, there is a provision in the original agreement that allows the city or the district to terminate the lease with 90 days prior notice. The Library District is aware that upon occupancy of the new Public Works facility, the need for this intergovernmental agreement will end. O’Meara FOR: May 15, 2008 City Council meeting SUBJECT: Northern Illinois Police Crime Lab Membership The Northern Illinois Police Crime Lab is a multi-jurisdictional laboratory available to member departments for crime scene and evidence processing. The decision was made to return to the NIPCL after several years of using the Illinois State Police lab. NIPCL has the ability to return results from evidence much sooner than the ISP lab and is equipped to handle all major investigations for its members. This year’s membership amount of $27,906.00 is the city of McHenry Police Department’s share of the crime lab’s annual budget. As in the past three years, the department is also requesting to pay the fourth of five installments of $3,000.00 that was agreed to, signifying a five year commitment to the crime lab. Recommendation is made to pay the membership fee, $27,906.00, and installment of the intergovernmental agreement, $3,000.00, and remain a member of the Northern Illinois Police Crime Lab.
