RE: Facilities Planning Area (FPA) Submittal Fee
To Chicago Metropolitan Agency for Planning (CMAP)
Background. At the October 17, 2005 City Council Meeting, it was the consensus
of the City Council to consolidate the city’s wastewater needs at the south
wastewater treatment plant. One of the initial steps in the process is to amend the
facilities plan area. An engineering service agreement with SEC was approved for
this work in November of 2005.
Near the beginning of 2007, SEC presented a draft FPA Report to CMAP staff. At
that time the CMAP staff and the consultants strongly advised that the
Environmental Interest Groups (EIG’s) be consulted prior to the submission of the
final FPA Report. An engineering service agreement with SEC to meet with the
EIG’s was approved at the February 2007 City Council meeting. SEC has met with
the groups, has addressed their concerns, and is ready to submit the final FPA to
CMAP.
Analysis. As part of the FPA submittal to CMAP, a check in the amount of
$14,082.60 must be submitted. This amount represents a $10/acre on the 1,407.26
acres the City of McHenry is looking to add to its FPA. The additional acreage is
located in non-FPA rural McHenry County or has been identified in
intergovernmental agreements with surrounding villages. These additional lands
include the Meyer Material property on the north and south sides of Route 120, part
of the Adams Farm property on Bull Valley Road, and the outdoor theater property
at Chapel Hill Road and Lincoln.
Recommendation. Staff requests authorization to submit a check in the amount of
$14,082.60 with the Facilities Plan Amendment to the Chicago Metropolitan Agency
for Planning. Funding for the application will come from the Utility Improvements
Funds.
