CONSENT AGENDA
The Consent Agenda for the December 3, 2007 City Council meeting consists of
the following items:

RE: Request for Class G1 Liquor License
RECOMMENDATION: To consider a request from Toluca III, Inc. d/b/a Toluca’s III,
921 North Front Street for a Class G1 Liquor License pursuant to the conditions
listed below and approval of the attached ordinance increasing the number of Class
G1 liquor licenses from two to three.
The Mayor received a request for a Class G1 liquor license from Armando Ortiz
Lagunas, President of Toluca’s III Inc., for a restaurant with a formal dining area at
921 North Front Street.
Mr. Lagunas currently owns a percentage of two restaurants in Waukegan, Illinois
that serve alcohol and is conversant with the State of Illinois Liquor Control
regulations. He is also familiar with city regulations associated with a Class G1 liquor
license. Mr. Lagunas has been fingerprinted, submitted all application requirements,
and met with the Mayor and City Administrator.
The City Council is being asked to consider this request based on two conditions; 1)
an English-speaking employee is present at the restaurant during business hours to
facilitate enforcement of the city’s regulations regarding the sale of alcoholic
beverages to minors; and, 2) employees for Toluca’s III involved in the sale and/or
service of alcohol attend a BASSET training class offered through the McHenry Police
Department.
