FOR: March 21, 2005 Regular City Council Meeting
RE: Request for Class A Liquor License from China Light, Inc. d/b/a as China
Light Restaurant, 1266 North Green Street.
Recommendation: To approve the request for a Class A Liquor License from China
Light, Inc. d/b/a China Light Restaurant, 1266 North Green Street and an ordinance
increasing the number of Class A liquor licenses from 24 to 25.
A liquor application was submitted by Paul Zeitler, property owner and President of
China Light, Inc. requesting a Class A liquor license at 1266 N. Green Street. Mr.
Zeitler intends to reopen the China Light Restaurant. The City Council may recall that
the restaurant was closed in 2003 due to a fire on the second floor of the building. If
approved, Mr. Zeitler is respectfully requesting that the liquor license not be in effect
until May 1, 2005 for the 2005/2006-renewal year, as renovations to the restaurant
building will not be completed until spring 2005.
Mr. Zeitler has hired Hugo Quan former owner and manager of the China Light
Restaurant, as manager.
Mr. Zeitler and Mr. Quan have been fingerprinted, met with Mayor Low, submitted all
required information, and all required fees have been paid. In addition, the staff at
China Light Restaurant will be required to receive BASSETT training.
It is the recommendation of the Mayor/Liquor Control Commissioner to approve the
request for a Class A Liquor License from China Light, Inc. d/b/a China Light
Restaurant at 1266 North Green Street effective May 1, 2005 and the attached
ordinance increasing the number of Class A liquor licenses from 24 to 25.

RE: Appointment to the Landmark Commission
City resident Michelle (Shelly) Trost has applied for membership to the McHenry
Landmark Commission. Currently, there are two vacancies on the commission due to
resignations received from Dawn Johnson and Susan Hendrickson.
As a result of my discussion with the Chairman of the Landmark Commission, I
intend to appoint Ms. Trost as the newest member to the commission, assuming the
term vacated by Susan Hendrickson. For your review, attached is a copy of her
application.
If you have any comments or objections to the appointment, please contact me prior
to the meeting, thank you.
