City Attorney McArdle will be present to discuss allegations recently made regarding
the validity of the City of McHenry Municipal Code Chapter 19 Solicitors and Peddlers
specifically relating to door-to-door soliciting.
A revised agenda that includes the addition of Item 18 Executive Session, and a copy
of Chapter 19 is attached. Please contact the City Administrator if you have any

CONSENT AGENDA
TO: Mayor and City Council

RE: Year 2005 Mosquito Management Program
Recommendation:
1. Authorize the Mayor to execute an Agreement with McHenry
Township for Mosquito Management for a not to exceed amount of
$11,500.
2. Authorize the Mayor to execute an Agreement with Clarke
Environmental Mosquito Management, Inc. for a not to exceed
amount of $6,300.
3. Authorize the Mayor to request up to two additional treatments as
needed for a not to exceed cost of $6,219.00 per treatment.
Typically, the city enters into a contract with Nunda and McHenry Townships to provide its
residents with mosquito abatement. Attached are two agreements with Clarke
Environmental Mosquito Management, Inc. for mosquito abatement. The McHenry
Township agreement includes four other municipalities to benefit from a large-scale
program. As depicted on the attached breakdown, McHenry’s proportionate share of the
contract is $11,500.
To provide the same service for McHenry residents in Nunda Township, the city enters into
an agreement with the contractor selected by McHenry Township to treat the Nunda portion
of the city. The base price to treat the remaining area of the city for the 2005 season is
$6,300, which includes Phase I, II, and III of the program as detailed in the attached
management program outline.
Phase IV of the management program provides for additional treatments in select portions of
the city that the City Council can elect to authorize for an additional cost of $6,219 per
treatment. Typically, additional treatments have been requested for special events such as
Fiesta Days (Petersen Park) and City Band Concerts (Veterans Memorial Park). Last season,
two additional treatments were utilized.
It is recommended that the City Council: 1) Authorize the Mayor to execute an Agreement
with McHenry Township for Mosquito Management not to exceed $11,500; 2) Authorize the
Mayor to execute an Agreement with Clarke Environmental Mosquito Management, Inc. for
an amount not to exceed $6,300 for mosquito management in the Nunda Township portion
of the city; and, 3) authorize no more than two additional treatments as needed, for an
amount not to exceed $6,219 per treatment as outlined in Phase IV of the contract. Total
authorization requested from the City Council for the 2005 mosquito abatement program,
assuming that two additional “as needed” applications are used, is $30,238.
