Maxeiner, City Administrator FOR: April 25, 2005 Annual City Council Meeting RE: Year 2005/2006 Annual Liquor License Renewals RECOMMENDATION: Approve the 2005/2006 liquor license renewals for the establishments on the attached list subject to satisfactory fingerprint results and Ordinance reducing the number of Class A liquor licenses from 25 to 24. Pursuant to Chapter 4 of the City of McHenry Municipal Code, the owners of all establishments serving and/or selling alcoholic beverages located in the city limits must renew liquor licenses annually by the end of the fiscal year. Attached for your review is a list of the establishments requesting renewals for the 2005/2006 fiscal year, conditioned upon receipt of satisfactory fingerprint results. Please note two liquor licenses were previously approved by the City Council for China Light Restaurant (March 21, 2005) and Toolland & Liquors (April 18, 2005) effective May 1, 2005. Sloppy T’s, Inc. did not obtain an extension for the building lease at 4820 West Elm and, the Class A-19 license expires April 30, 2005. Consequently, Municipal Code Chapter 4 Section 4-6(1) must be amended to decrease the number of Class A liquor licenses in force at one time from 25 to 24. An ordinance is attached. Recommendation. As Liquor Commissioner, Mayor Low recommends the renewal of all liquor licenses on the attached list subject to satisfactory fingerprint results and approval of the attached Ordinance amending Municipal Code Chapter 4 Section 4-6(1) decreasing the number of Class A licenses in force at one time from 25 to 24. mmg MAYOR’S REPORT TO: McHenry City Council FROM: Mayor Susan E. The appropriation ordinance provides the legal authority to allocate funds to specific spending activities and establishes the city’s legal spending limit for the fiscal year. Throughout the year, the need for budget amendments becomes necessary. As a result, a supplemental appropriation ordinance must be passed prior to the conclusion of the fiscal year to amend the appropriation ordinance and the legal spending limit for the fiscal year. ANALYSIS: The supplemental appropriation ordinance for the 2003-2004 fiscal year is attached. Changes can be classified as either transfers from one fund to another, omissions from the original appropriation ordinance, or increases in the appropriations due to spending requirements or new programs implemented during the year. The total increase in the appropriation is $823,829. In reality, the supplemental appropriation ordinance is an accounting adjustment that brings city spending into compliance with state law. The City’s internal spending control remains the budget document. RECOMMENDATION: Staff recommends consideration and approval of the attached supplemental appropriation ordinance for fiscal year 2003-2004. ORDINANCE NO. ______________________________ Be it Ordained by the City Council of the City of McHenry, Illinois as follows: SECTION 1: That it be deemed necessary in order to defray the necessary expenses and liabilities of said City for the fiscal year beginning May 1, 2003 and ending April 30, 2004; that there be and there is hereby appropriated to provided for the general tax levy and other revenue for the said fiscal year, the aggregate sum of Fifty Six Million, Six Hundred, Thirty Thousand, Four Hundred, Seventy Nine Dollars ($56,630,479) the object and purpose for which said appropriation is made and the amounts appropriated for the same are as follows, to wit:
