RE: Request for Transfer of Class F2-11 Liquor License
Recommendation: To approve a request to transfer Class F2-11 Liquor License from
Route 120 Liquors, Inc. d/b/a Toolland & Liquors located at 2350 West Route 120.
Toolland located at 2350 West Route 120 has been sold to Route 120 Liquors, Inc. The
new owners submitted a request to transfer the F2-11 liquor license.
Corporation President Jagdish Shah met with the Mayor and has been fingerprinted by the
McHenry Police Department. Cheryl Heneise will remain as manger of Toolland and has
also been fingerprinted. All city requirements for the transfer have been met.
It is the Mayor’s recommendation to approve the transfer of Class F2-11 liquor license to
Route 120 Liquors, Inc. d/b/a Toolland & Liquors subject to satisfactory fingerprint results
and all employees involved in the sale of alcohol at Toolland will attend BASSETT training.

Installation of Two Additional Civil Defense Warning Sirens

STAFF RECOMMENDATION: 1) To waive bidding requirements for the purchase of two warning sirens
and, 2) To authorize expenditures not to exceed $34,961 for the installation of two additional warning sirens
to be located in the Draper Road right-of-way and on the Petersen Historic Farm.
Background. The City of McHenry’s existing warning siren system is managed by the Police
Department and consists of six warning sirens at various locations: Sunnyside Dodge; Center Street;
Crystal Lake Rd. and Malibu Ct.; Albany and Belden Roads; Martin Rd.; and, Hilltop School (map
attached). The two sirens at Martin Rd. and Hilltop School were installed a few years ago after
conducting an extensive research process on the preferred technology to use as the standard for the
future. These two sirens are powered via solar charged batteries and controlled via a Federal digital
control unit located in the emergency 9-1-1 Center. The other four units utilize older technology and
are controlled by a Zetron paging unit also located in the 9-1-1 Center. All units are currently
functional and are tested regularly.
Newer areas of the City are not effectively served by warning sirens at this time as demonstrated
during recent severe weather events. After considerable analysis, a plan has been developed for the
location of two new sirens to serve these newer areas with plans for additional improvements in the
future.
Analysis. The Police and Community Development Departments have been working for the past
several months to locate two additional warning sirens in the City in compliance with the plan. As
called for in the Shamrock Farms annexation agreement, staff has been working with the developer
of the subdivision to locate one of the new sirens within the subdivision. The other siren will be
installed on City owned property behind the Petersen Historic Farm. Future improvements call for
the replacement of older sirens with new technology meeting the new city standards. Two of the
existing sirens will also need to be relocated to provide better coverage through the city. With the
installation of the two new sirens, emergency siren coverage will be vastly improved. With the
future relocation and replacement of additional sirens, coverage for the entire city will be complete.
For ease of operation and maintenance, staff would like to continue standardizing equipment to one
make and model of siren throughout the City. This will simplify and expedite activation during
emergencies by eliminating multiple activation procedures and systems. As such, staff would like to
ask for a waiver of the bid process in order to purchase two new Federal Signal Corporation sirens
through Braniff Communications Incorporated, the authorized dealer serving this territory. The
Federal Signal brand is a proprietary product and can be acquired only through authorized
representatives of the company.
The cost for the acquisition and installation of the two new units is $34,961. The 2004-05 budget
includes $35,000 in the Civil Defense Fund for the purchase of sirens. As the City Council is aware,
a Civil Defense line item on the annual property tax levy generates approximately $5,000 annually
and is used for the purchase and maintenance of sirens.
Recommendation. Staff requests authorization to 1) waive the bid process for the acquisition of
two new emergency warning sirens and, 2) purchase two new Federal Warning Systems emergency
warning sirens from Braniff Communications Incorporated for an amount not to exceed $34,961.
