Proposed Police General Order Revisions
Police Chief O’Meara has requested the attached CALEA General Order Revisions.

The listed policies are segments of the Organization and Administration section of
the accreditation portion of the seven-accreditation standards. The policies are
modeled after recommendations of the International Association of Chiefs of Police
National law Enforcement Police Center and CALEA required standards.
Pursuant to approval by the City Council, these orders will be signed and put into
effect on September 16, 2003.

RE: Request for Special Event Liquor License, and waiver of all associated
fees from The Church of Holy Apostles for its International Fall Festival
and wavier of all associated fees.
The Church of Holy Apostles is hosting its Annual International Fall Festival on
Saturday, September 21, and Sunday, September 22, 2003 on church property
located at 5211 West Bull Valley Road. The church is requesting a Special Event
Liquor License for the sale of beer and wine between the hours of 5:00 PM
through11:00 PM on Saturday and 12:00 PM through 3:00 PM on Sunday and waiver
of all associated fees.
It is the Mayor’s recommendation to approve the request for a Special Event License
and waiver of all associated fees.

AGENDA SUPPLEMENT

RE: Request for Class H Liquor License – 4305 West Elm Street
RECOMMENDATION: To approve the request for a Class H Liquor License from Burritoville
of McHenry, Inc., d/b/a Burritoville Restaurant, 4305 West Elm Street; and to approve the
attached Ordinance increasing the number of Class H Liquor License from four to five.
A request for a Class H liquor license was received from Pedro Barajas of Burritoville of McHenry,
Inc. in conjunction with the operation of Burritoville Restaurant at 4305 West Elm Street. Mr.
Barajas has submitted all the necessary paperwork, paid the $700 annual license fee and has been
fingerprinted. A copy of the application is attached for your information.
Mayor Low met with Mr. Barajas and it was agreed that all employees involved in the serving
of alcohol including the owner of Burritoville Restaurant, would attend the next available
BASSETT training class. In addition, an English-speaking employee must be present in the
restaurant during hours of operation.
A conditional use permit to serve alcoholic beverages in conjunction with the operation of a
restaurant was approved by the City Council on August 18, 2003. The approval was subject
to the following conditions: 1) no alcohol consumption shall be allowed outside of the
building; and 2) no carryout alcohol sales shall be permitted.
As Liquor Control Commissioner for the City of McHenry, Mayor Low is recommending to
the City Council the approval of the application for a Class H Liquor License from Burritoville
of McHenry, Inc. d/b/a Burritoville Restaurant subject to the receipt of satisfactory fingerprint
results; an English speaking employee must be present in the restaurant during hours of
operation; and the owner and all employees must attend BASSETT training. In addition, the
Mayor recommends approval of the attached Ordinance increasing the number of Class H
liquor license from four to five.

EXECUTIVE SESSION

RE: Hiring Recommendation for the Community Projects Coordinator
Position
As previously reported, the City received over 140 resumes for the Community
Projects Coordinator position. After an extensive review of the candidates following
the hiring process adopted by the City Council, it is the consensus of the Mayor and
City Administrator to recommend Bill Hobson for the position. A copy of his resume
is attached.
Mr. Hobson has requested a salary of $42,147, Grade 11, Step 3 and three weeks of
vacation. Mr. Hobson has worked for the City of McHenry for over two years in
addition to his time spent with the City of Fort Worth, Texas. Bill has a Bachelor of
Science degree in Physical Education and graduated from McHenry Community High
School.
It is recommended that the City Council authorize the hiring of Bill Hobson as the
Community Projects Coordinator. To accommodate the Parks and Recreation
Department’s request the start date if accepted by the City Council, will be October
20, 2003.
