RE: 11 Annual International Hispanic/Mental Health Week
The city received a request from the Latino Family Institute to issue the attached

proclamation in support of the 11 Annual International Hispanic/Latino Mental
Health Week, October 6, through October 10, 2003. The campaign is a grassroots
endeavor aimed at providing education, increasing awareness, and the prevention of
mental illness in the Hispanic/Latino communities.
Mayor Low recommends support of the attached Proclamation.

CONSENT AGENDA

RE: CALEA - Law Enforcement Accreditation –
Proposed Police General Order Revisions
Police Chief O’Meara has requested the following CALEA General Order Revisions.
17.1 Allocation and Distribution of Personnel
17.2 Specialized Assignments
17.3 Recruitment and Equal Employment Opportunity
17.4 Recruitment – Job Announcement and Publicity
17.5 Selection – Professional and Effective Legal Requirements
17.6 Selection – Administrative Practices and Procedures
17.7 Training – Organization and Administration
The five policies are segments of the Organization and Administration section of the
accreditation portion of the seven-accreditation standards. The policies are modeled
after recommendations of the International Association of Chiefs of Police National
law Enforcement Police Center and CALEA required standards.
Pursuant to approval by the City Council, these orders will be signed and put into
effect on September 4, 2003.

RE: Class A Liquor License –2314 North Route 120
RECOMMENDATION: To approve the request for a Class A Liquor License from
Khayat Enterprise d/b/a Fatman Tavern McHenry, 2314 West Route 120 subject to
satisfactory fingerprint results; and, to pass an Ordinance increasing the number of
Class A Liquor License from 24 to 25.
A Class A liquor license application was received from Christian Khayat, President of
Khayat Enterprise for the operation of a bar/restaurant with live entertainment at 2314 West
Route 120, formerly the site of Lenny the Legends. A conditional use permit to allow a bar
with live entertainment currently exists for the location.
Christian Khayat is the owner/operator of five bar/restaurants in Gurnee, Lake Bluff
and Vernon Hills, and is experienced with operating restaurants serving alcohol.
Mr. Khayat has submitted all the necessary paperwork, paid the $1,400 annual license fee
and he and his manager have been fingerprinted. In addition, the staff at Fatman Tavern
McHenry will be required to attend BASSETT training classes. A copy of the application is
attached for your information.
As Liquor Control Commissioner for the City of McHenry, Mayor Low is
recommending the approval of the request for a Class A Liquor License from Khayat
Enterprise d/b/a Fatman Tavern McHenry subject to receipt of satisfactory fingerprint
results; and, to approve the attached Ordinance increasing the number of Class A
liquor license from 25 to 24.

RE: Request for Special Event Liquor License and waiver of all associated
fees from St. Paul’s Episcopal Church for its Ninth Annual Fund Raising
Auction
St. Paul Episcopal Church is hosting its Ninth Annual Fund Raising Auction on
Saturday, September 11, 2004 on church property located at 3706 St. Paul Avenue
and is requesting a Special Event Liquor License for the sale of beer and wine.
Attached is a letter from Event Chair William Robel and copy of the Special Event
Liquor License application. The City Council is also being asked to waive all
associated fees relating to the special event liquor license and temporary use/sign
permits.
Recommendation: It is the Mayor’s recommendation to approve the request for a
Special Event License for the sale of beer and wine, and wavier of all associated fees
for St. Paul’s Church Ninth Annual Fund Raising Auction on September 11, 2004,
between the hours of 7:00 PM and 10:00 PM.
