STAFF RECOMMENDATION: To conduct a public hearing and solicit comments from public on the
proposed establishment of a Special Service Area to provide sanitary sewer service to the residents of
Lakewood Subdivision.
Background
This item was originally scheduled for the April 21, 2003 meeting. Due to a notification error, however, the

public hearing was rescheduled for the May 5 City Council meeting.
At the February 10, 2003 City Council meeting, staff was directed to: 1) draft an agreement between the City
and the Lakewood Road Homeowners Association; 2) approve the extension of the sanitary sewer to 25
homes; 3) initiate proceedings to establish the Special Service Area (SSA), for a period of 20 years to be
levied on the 25 properties in the Lakewood Road Homeowners Association, for the purpose of recovering
75% of the costs of extending the sanitary sewer service, in addition to adding the required capital
development fees; and, 4) approve the engineering proposal from Baxter and Woodman for the design of the
sanitary sewer improvements, in an amount not to exceed $22,600. The City would pay 25% or $87,800 of
the total cost of the sewer extension. The total cost is estimated at $351,200.
The purpose of this public hearing is to solicit public input on the establishment of the proposed SSA. Upon
adjournment of the public hearing, there is a mandatory 60 day waiting period in which affected owners and
electors in the SSA can file a petition to block the establishment of the SSA. Notice of the hearing was
published in the newspaper 15 days prior the meeting and written notice, via certified mail, was provided to
the last known taxpayer within the proposed SSA 10 days prior to the hearing. Within 60 days after the
conclusion of the public hearing, the City can adopt the SSA, which would become effective after another 60-
day waiting period. The City can activate the SSA at any time after this date.
As Staff, the City Council and residents of Lakewood Subdivision have been working diligently to provide
sanitary sewer service to this area, Staff has no concerns with the establishment of this SSA and would
recommend that the Public Hearing be held and closed.

RE: Request for No Parking Wiltshire Drive

RECOMMENDATION: To approve the attached ordinance restricting parking on Wiltshire
Drive between the hours of 7:00 AM and 7:00 PM, Weekdays from its easternmost
intersection with Oakwood Drive extending to 912 Wiltshire Drive on the north side of the
street and 913 Wiltshire Drive on the south side of the street.
Background
Per Alderman Glab’s request, Public Works is bringing before the Council the proposed ordinance
amendment for No Parking between the hours of 7:00 AM and 7:00 PM, Monday through Fridays
on Wiltshire Drive from Oakwood Drive and extending to the first single family home at 912 Wiltshire
Drive on the north side of the street and 913 Wiltshire Drive on the south side of the street.
Due to the proximity to the McHenry West High School, students are parking along Wiltshire Drive
and traversing through private property to get to the school. The numbers of students climbing
fences and trespassing on private property impact the residents that live in the neighborhoods
adjacent to the high school campus. During evening hours, sporting event spectators that are
parking on Wiltshire lead to similar complaints of trespassing.
This issue has been addressed with the approval and enforcement of a No Parking zone on
Oakwood Drive. Motorists looking for parking in close proximity to the athletic fields are now
parking on Wiltshire Drive. The No Parking on Wiltshire Drive between the hours of 7:00 AM and
7:00 PM, Monday through Friday will further assist in alleviating parking problems in the West
Campus area.
The neighborhoods around the McHenry East High School area have experienced the same kinds
of troubles as those experienced at West Campus. The proposed conditional no parking zone on
Wiltshire Drive is the same approach used by the City throughout the neighborhoods around East
Campus.
Recommendation
Staff recommends consideration of the ordinance restricting parking on Wiltshire Drive between the
hours of 7:00 AM and 7:00 PM, Weekdays from its easternmost intersection with Oakwood Drive
extending to 912 Wiltshire Drive on the north side of the street and 913 Wiltshire Drive on the south
side of the street.
ORDINANCE NO. MC-03-
AN ORDINANCE AMENDING CERTAIN SECTIONS
OF CHAPTER 13, TRAFFIC AND MOTOR VEHICLES,
OF THE CITY OF McHENRY MUNICIPAL CODE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF McHENRY,
McHENRY COUNTY, ILLINOIS, as follows:
SECTION 1: That Section 13-609(a) NO PARKING 7:00 A.M. TO 7:00 P.M.
ON WEEKDAYS in the City of McHenry Municipal Code shall be amended by adding
the following:
2. WILTSHIRE DRIVE on the north and/or east side from the easternmost point of
912 Wiltshire Drive east/south 879 feet to the easternmost intersection of Wiltshire
Drive and Oakwood Drive.
3. WILTSHIRE DRIVE on the south and/or west side from the easternmost point of 913
Wiltshire Drive east/south 740 feet to the easternmost intersection of Wiltshire Drive and
Oakwood Drive.
SECTION 2: Any person, firm or corporation violating any provision of
this ordinance shall be fined not less than Twenty Five Dollars ($25.00) nor more than
Seven Hundred Fifty Dollars ($750.00) for each offense committed on each day
during, or on which, a violation occurs or continues.
SECTION 3: All ordinances, or parts thereof, in conflict with the terms
and provisions hereof, be and the same are hereby repealed to the extent of such
conflict.
SECTION 4: This ordinance shall be published in pamphlet form by and
under the authority of the corporate authorities of the City of McHenry, Illinois.
SECTION 5: This ordinance shall be in full force and effect from and after
its passage, approval and publication, as provided by law.

RECOMMENDATION: It is recommended to the Mayor and City Council to award a construction
contract for the Crystal Lake Road and Winding Creek Drive Road Improvements and Traffic Signal
Installation to D.L. Franzen Construction in an amount not to exceed $323,378.70.
Background
At the March 17, 2003 Regular City Council Meeting the City Council approved the request to proceed with
the roadway improvements and traffic installation for the intersection of Crystal Lake Road and Winding Creek
Drive. Smith Engineering Consultants Inc. advertised for a Tuesday, April 22, 2003 bid opening, which
yielded six bidders for the project.
Analysis
The approved engineers estimate for this project was $411,804.15. The bids from each contractor have been
tabulated and checked to assure the accuracy of the final bid prices. The follow is a list of contractors who
submitted sealed bids:

D.L.Franzen Construction Ringwood, Illinois $323,378.70
Payne & Dolan, Inc. Antioch, Illinois $348,154.44
Berger Excavating Wauconda, Illinois $349,431.00
Landmark Contractors, Inc. Huntley, Illinois $342,873.29
Alliance Contractors Inc. Woodstock, Illinois $355,541.02
D.L.Franzen Construction submitted the lowest bid, which is $88,425.45 less than the Engineer’s Opinion of
Probable Cost. Smith Engineering Consultants Inc. has recommended to the City to award the construction
contract to D.L.Franzen Construction.
The City included $500,000 in the recently approved budget for the project. As the City Council will recall, an
engineering services agreement with Smith Engineering Consultants Inc. was approved for a not-to-exceed
amount of $40,750. In total, construction and engineering total $364,129, $135,871 under the budgeted
amount.
Recommendation
Staff recommends awarding the bid for the Crystal Lake Road and Winding Creek Drive Road Improvements
and Traffic Signal Installation to D.L. Franzen Construction in an amount not to exceed $323,378.70.
