Maxeiner, City Administrator FOR: March 31, 2003 Regular City Council Meeting RE: McHenry County Civil War Round Table Request for Donation th Committee Recommendation: To donate $500 for the restoration of three 95 Infantry Civil War Flags to the McHenry County Civil War Round Table. At its February 3, 2003 meeting, the City Council considered a request by the McHenry County Civil War Round Table for monetary assistance towards the th restoration of three 95 Infantry Civil War Flags. At the meeting the City Council stated its support of the project and directed the request to the Finance/Personnel Committee. It was the unanimous decision of the Finance/Personnel Committee to recommend to the City Council a donation of $500 to the McHenry County Civil War Round Table for th restoration of three 95 Infantry Civil War Flags. A copy of the Finance/Personnel Committee minutes from its February 17, 2003 meeting is attached. mmg EXECUTIVE SESSION TO: Mayor and City Council FROM: Douglas K. Maxeiner, City Administrator FOR: March 31, 2003 Regular City Council Meeting RE: Discussion on City of McHenry Purchase Rights for approximately 54- acres on the east side of Curran Road in the Shamrock Farms Development. Attachment: 1) Page 12, Paragraph 31 of the Shamrock Farms Development Annexation Agreement 2) Letter from Attorney for Shamrock Farms Development 3) Property-in-question map As the City Council may recall, the annexation agreement between the City of McHenry and Shamrock Farms Development included a provision that allows the city to have the first and exclusive option to purchase approximately 54-acres on the east side of Curran Road or Neighborhood #1. The provision is effective for three years following the date of execution of the annexation agreement, which was in July 2001. The provision was included in the annexation agreement in an effort to alleviate the potential impact this development could have on the environment. The McHenry County Conservation District was offered an opportunity to purchase the 54-acres but declined. On February 1, 2003 the attached letter was sent to the Mayor from the attorney for Shamrock Farms informing the city that an offer was received from Kimball Hill Homes to purchase the land in question for $3,976,000. As of this writing, a copy of the purchase agreement has not been provided to the city. Once a copy of the purchase offer is received, the city has 60-days to match the purchase offer. Staff is looking for direction from the City Council as to its interest in purchasing this land. mmg CONSENT AGENDA TO: Mayor and City Council FROM: Douglas K. Maxeiner, City Administrator FOR: March 31, 2003 Regular City Council Meeting RE: Request for Special Event Liquor License from the McHenry Area th Chamber of Commerce for the 55 Annual Fiesta Days Event. The McHenry Area Chamber of Commerce is requesting a Special Event Liquor th License and waiver of all associated fees to serve beer and wine at the 55 Annual Fiesta Days Event at Petersen Park and Veterans Memorial Park. This event is scheduled from Thursday, July 10,2003 through Sunday, July 20, 2003. Following are the dates and location when beer and wine will be offered: Friday, July 11, 2003 Petersen Park 6:00 PM – 11:00 PM Saturday, July 12, 2003 Petersen Park 2:00 PM – 11:00 PM Sunday, July 13, 2003 Petersen Park 12:00 PM – 10:00 PM Thursday, July 17, 2003 Veterans Memorial Park 6:00PM – 9:30 PM The McHenry Area Chamber of Commerce has completed and submitted the required information and obtained liquor liability insurance. As in the past, every effort will be made by the Chamber to assure that underage visitors cannot receive alcoholic beverages and will again implement I.D. Wrist-banding. Recommendation: To grant a Special Event Liquor License to the McHenry Area th Chamber of Commerce for its 55 Annual Fiesta Days Events on the above dates and to waive all associated fees. mmg CONSENT AGENDA TO: Mayor and City Council FROM: Douglas K. Maxeiner, City Administrator FOR: March 31, 2003 Regular City Council Meeting RE: Request from Riverwood School to post signs advertising the th 5 Annual Craft Fair. Attached is a letter and location map from the Riverwood School PTO requesting th permission to post signs at the locations listed below to advertise its 5 Annual Spring Fling Craft Fair. The fair will be held on Saturday, April 5, 2003 at Riverwood School. The signs, wooden tulips on stakes, will be removed no later than Sunday, April 6, 2003. This item was inadvertently omitted from the March 17, 2003 City Council Agenda. With the City Council’s history of approving this request, and to support the schools, the Mayor authorized placement of the signs with the understanding that if the City Council does not approve the request, the signs will be removed.
