Lockerby, Assistant City Administrator FOR: July 7, 2003 Regular City Council Meeting RE: Riverwalk Due Diligence Recommendation: To authorize Gentile & Associates, Inc. to perform additional survey work for the Riverwalk and Downtown Area for an amount not to exceed $18,280. Additional survey work is needed to prepare for the McHenry Riverwalk project and pedestrian locations in the downtown area. This work is required to identify the necessary easements for construction, maintenance, and grading; and to acquire information on each parcel along the path of the Riverwalk such as title policies, legal descriptions and surveys. Survey work is needed for an additional section of the Riverwalk along Boone Lagoon and pedestrian areas in downtown. However, this will not be completed immediately. Scope of Services Specifically, the scope of services includes: Research the properties affected by the Riverwalk to obtain the existing legal descriptions and preparation of legal descriptions for temporary construction and permanent easements required for the project ($6,080). Extend the survey work previously completed on the south side of Boone Lagoon to the east an additional 200 to 250-feet at the location where the lagoon meets the Fox River ($2,400). Survey 25-feet behind the curb along Green Street, Route 120, Court Street, and Park Street, (please reference the attached map). The work will involve gathering topography, locating improvements and utilities from the existing curb to a point 25- feet behind the curb or up to the face of the existing buildings ($7,700). Once the work is underway it may be determined that the right-of-way lines may need to be established ($2,100). Recommendation Gentile & Associates, Inc. completed the initial Riverwalk survey work in summer 2002. Staff recommends authorizing Gentile & Associates, Inc. to compelte the survey work for the Riverwalk and Downtown Area for an amount not to exceed $18,280. CONSENT AGENDA To: Mayor and City Council From: Pete Merkel, Director of Parks & Recreation For: July 7, 2003 Regular City Council Meeting Committee Recommendation: To implement the Urban Forestry Demonstration Project in for FY 2003-04 for an amount not to exceed $25,000. BACKGROUND The FY 2003-04 budget included a proposed Urban Forestry Demonstration project for a small portion of the community. This pilot program will show what a comprehensive community forestry program will accomplish in a selected area of McHenry. Funding for this program will come from the $84,600 in fees paid for in the Meyer Material Annexation for tree replacement and forestry initiatives. Tom Schmidt, Superintendent of Park Maintenance/City Forester, has prepared a program that will include tree removal, tree planting and pruning. Public education of this program is also an important component of this project. This program was presented at the May 15, 2003 Parks and Recreation Committee meeting and a recommendation was made to forward this project to the City Council for approval. We believe this demonstration project would be an excellent use of these funds to reinvest in the communities Forestry Program. The implementation of this project will coincide with the City’s efforts for downtown improvements and the Riverwalk Development (TIF District). Lockerby, Assistant City Administrator FOR: July 7, 2003 Regular City Council Meeting RE: 2003/2004 MCMRMA Renewal Recommendation: To approve payment to the McHenry County Municipal Risk Management Agency in the amount of $557,251 divided into two payments of $278,626 due July 1 and October 1, 2003 for Year 2003/2004 Insurance Renewal Year. The City of McHenry has been a member of the McHenry County Municipal Risk Management Agency (MCMRMA) insurance pool since its inception in 1988. MCMRMA consists of eight public entities and provides risk-financing mechanisms for funding of workers compensation claims, property loss, general liability, and public officials insurance in addition to providing loss prevention and claims administration services. The pool is administered by Nugent Risk Management Services and Gallagher Bassett Services, Inc. provides loss prevention support. Since September 11, 2001 insurance rates have been dramatically increasing as the insurance market tries to recover from the catastrophic losses incurred. However, McHenry’s portion of the 2003/2004 renewal is increasing a modest $10,104 or 1.9% from last year. This is due in part to the conservative management philosophy of the pool and the improved efforts of the members in the area of loss control. Risk management is funded through internal premium charges to each department in the 2003/2004 fiscal year budget for a total of $602,000. Staff recommends payment of $557,251 to the McHenry County Risk Management Agency for the Year 2003/2004 Insurance Renewal Year to be divided into two payments of $278,626 due July 1 and October 1, 2003. mmg
