Adjournment Posted and Mailed: January 3, 2003 C O N S E N T A G E N D A The Consent Agenda for the December 31, 2002 City Council meeting consists of the following items:  Public Works Committee Recommendation to enter into an agreement with Smith Engineering Consultants, Inc. to perform a Facility Needs Analysis and Concept Plan for a new Public Works Garage in an amount not to exceed $5,250.  CALEA Proposed Police General Order Revision. Lockerby, Assistant City Administrator FOR: January 6, 2003 Regular City Council Meeting RE: Kiwanis Club Soap Box Derby Event RECOMMENDATION: Grant Permission to the Kiwanis Club to hold an Official Soap Box Derby Event in 2003 on Waukegan Road and direct staff to work with the Kiwanis Club to provide the necessary assistance. As discussed at the December 2, 2002 City Council Meeting, the McHenry Kiwanis Club is seeking permission to hold an All American Soap Box Derby Event in McHenry on June 28, 2003. After reviewing several locations, the Kiwanis Club has concluded that Waukegan Road from Third Street to East Campus is the preferred location due to the slope of the hill, available parking and public visibility. Please note the original request was to conduct the event on Green Street south of Fairway Drive to the Public Works Garage. James Marinangel will be in attendance at the City Council meeting. The Kiwanis Club will be promoting and staffing the event. Since it is the first time this event is being held, the number of participants is difficult to estimate. Mr. Marinangel suggested that twenty participants would be considered a success. The Kiwanis Club has also agreed to notify the residents in the area of the event. The Kiwanis Club is requesting the following from the City. 1. Street Closing: Permission to close Waukegan Street from Third Street to East Campus from 7:00 AM to 6:00 PM on the day of the event, and a portion of a second day to be determined. The second day is in order to conduct a practice event for participants a few weeks prior to the event. Green Street would be closed intermittently at the Waukegan Road intersection. When races are underway the traffic on Green Street would be stopped and then in between races traffic would be allowed to cross Waukegan. Chief O’Meara supports this site since the intersection is a four-way stop and the police can control the intersection in a manner similar to a parade crossing. Please note this site was used several years ago for a Soap Box Derby event, affects fewer homes than the Green Street location, and provides a high visibility location adjacent to downtown. 2. Police Presence: Two Police Officers are needed for presence during the event and controlling the Waukegan Road/Green Street intersection. 3. Signage and Barricades: Signage and barricades are needed to alert drivers in the area of the closed roads. Cones are also needed to mark the course. 4. Bleachers and hand held radios: Two sets of bleachers are needed to provide spectators a place to enjoy the event. Six hand held radios are needed to assist the volunteers in communicating during the event. -2- C O N S E N T A G E N D A TO: Mayor and City Council FROM: Chief Thomas J. O’Meara FOR: January 6, 2003 Regular City Council Meeting RE: CALEA - Law Enforcement Accreditation – Proposed Police General Order Revisions The attached General Order Revision is part of the CALEA Law Enforcement Accreditation process. Upon approval, this order will be signed and put into effect on January 7, 2003. Corresponding to the City Council’s approval of the Police Department Canine Unit, the attached General Order will govern the operations of the Unit. In addition, attached for the City Council’s information is a “Canine Appraisal and Evaluation Report.” This report will follow regularly assigned formal in-service training as a regular administrative review and evaluation of the animal. mmg AGENDA SUPPLEMENT TO: Mayor and City Council FROM: Douglas K. Maxeiner FOR: January 6, 2003 Regular City Council Meeting RE: McHenry High School District 156 Development Agreement Recommendation: To authorize the Mayor’s execution of the attached agreement. Attached is a copy of the Development Agreement with McHenry High School District 156. This agreement was developed through the cooperative effort of City Staff, District 156 Representatives and the City Attorney. Its main objective is to ensure that all future construction improvements made to District property on Crystal Lake Road complies with the McHenry County Watershed Development Ordinance. Upon execution of the agreement by the City of McHenry, District 156 agrees to obtain prior written approval from the City Engineer for all construction improvements. Certain criteria and specifications are listed in the agreement relating to the drainage release rate from the property and its downstream drainage-way capacity to which stormwater from this property flows. In addition, the City will agree to provide the District with any available information needed to assist them in determining that capacity. It is staff’s recommendation that the City Council authorize the Mayor to execute the attached agreement. mmg
