RE: “Save the Flags” – McHenry County Civil War Round Table
Gloria Mack of the McHenry County Preservation Commission will be at the City
Council meeting to discuss the McHenry County Civil War Round Table’s restoration
th
efforts to preserve the Civil War Flags of the 95 Illinois Infantry Regiment and to
request the city’s monetary support of the project.
Attached is a letter from Ms. Mack providing more details on this project.

RE: Year 2002 Police Pension Fund Actuarial Study
Attachment: Letter of Engagement for Police Pension Fund Actuarial Services
Attached you will find an engagement letter from the firm of Gabriel, Roeder, Smith
& Company (GRS) for actuarial and consulting services for the May 1, 2002 Police
Pension Fund Actuarial Study. The fee for this service is $6,600. GRS recently
performed the last actuarial study for May 1, 2001.
An actuary study is needed to determine the city’s minimum annual contribution
requirement to the pension fund. This is in addition to the required employee
contribution made by the police.
It is recommended to hire Gabriel, Roeder, Smith & Company to perform the May 1,
2002 Actuarial Study for the Police Pension Fund.

RE: US. Department of Agriculture Direct and Counter-Cyclical Program
Recommendation: To authorize the Mayor’s signature of the U.S. Department of
Agriculture form FSA-211 providing a Power of Attorney to city farm lease
tenants Thomas King and Scott Chambers.
As the City Council is aware, the city leases the former Cunat Property on McCullom
Lake Road and 81-acres of the Petersen Farm property for farming. Both tenants
have approached the city regarding enrollment in the U.S. Department of
Agriculture’s 2002 Direct and Counter-Cyclical Program (DCP). In order to be eligible
to received DCP payments (federal farm subsidy payments) enrollment in this
program is mandatory by April 1, 2003. Each farmer must report the base acres of all
crops grown on the farm and may elect the method by which the base acres of all
covered commodities on the farm are to be calculated.
In the past, the tenant was allowed to enroll in the DCP. However, the law has
changed and the property owner must enroll unless a Power of Attorney is assigned
to the tenant.
Attached is form FSA-211 Power of Attorney, which when signed by the city, simply
allows the tenant to comply with the U.S. Department of Agriculture requirements.
It is the recommendation of staff and the city attorney to authorize the Mayor’s
signature of the attached U.S. Department of Agriculture Power of Attorney Form
FSA-211, checking the box under “B, Transactions for FSA and CCC Program, box
number 3, Election of Bases and Yields, Except Peanut Designation Covered by Item
B4 for tenants Thomas King (former Cunat Property) and Scott Chambers (81-acres of
the Petersen Farm).
