The Consent Agenda for the December 1, 2003 City Council meeting consists
of the following items:

RE: Request for Class B Liquor License
Recommendation: It is the Mayor’s recommendation to grant a Class B Liquor
License to Aldi, Inc. d/b/a Aldi’s, 1742 N. Richmond Road and to approve an
ordinance increasing the number of Class B liquor licenses from two to three.
Mayor Low received a request from Aldi, Inc. for permission to sell at retail beer and
wine in packages only. Aldi, Inc. is in the process of obtaining liquor licenses for all
its stores nationwide. For the City Council’s reference current holders of McHenry
Class B liquor licenses are White Hen Pantry and Jewel Food Stores.
All the required paperwork has been submitted, the local manager was fingerprinted
by the McHenry Police Department, and the District Manager for Aldi, Inc. met with
the Mayor.
It is Mayor Low’s recommendation to grant a Class B Liquor License to Aldi, Inc. and
to approve the attached ordinance increasing the number of Class B liquor licenses
from two to three based upon the following conditions: 1) all employees involved in
the sale of package beer and wine attend BASSETT classes; 2) receipt of a
satisfactory fingerprint report

COMMITTEE RECOMMENDATION. To enter into an Engineering Services Agreement
with Smith Engineering Consultants, Inc. to investigate stop sign warrants on Prairie Avenue
from Oak Drive to Meadow Lane in an amount not to exceed $2,599.00.
Background. The city has received numerous complaints from residents in the Lakeland Park
Subdivision about speeding cars on Prairie Avenue between Oak Drive and Meadow Lane. In an
effort to slowdown traffic on Prairie Avenue, the residents are requesting the installation of stop
signs at the intersection of Prairie Avenue and either Eastern Avenue or Central Avenue. Since the
start of the Route120 Improvements Project, Prairie Avenue has experienced a significant increase in
traffic, used as a bypass to avoid delays caused by the construction.
Smith Engineering Consultants, Inc. was asked to submit the attached Engineering Service
Agreement to determine if the aforesaid intersections meet warrants for a multi-way stop on Prairie
Avenue and if warranted, which of the two intersections would be appropriate. The cost is an
amount not to exceed $2,599.00.
Analysis. Multi-way stop signs should only be used when warranted by an engineering traffic
study. The installation of unwarranted stop signs may cause additional problems such as an increase
in rear end collisions and a greater abuse of compliance where vehicles may not stop completely or
may not stop at all. This creates unsafe conditions for pedestrians, especially for children who
assume that vehicles will stop at all stop signs. A properly completed study provides documentation
for proper traffic control when disputed and provides answers and education for concerned residents.
If initial traffic volumes are not met to meet the stop sign warrants, the associated fee for counting
turning movements and determining delay will be deducted from the total contract fee.
Committee Recommendation. At the November 10, 2003 meeting of the Public Works
Committee, the committee recommended approval of the attached Engineering Service Agreement
with Smith Engineering Consultants, Inc. to investigate stop sign warrants on Prairie Avenue from
Oak Drive to Meadow Lane for an amount, not to exceed $2,599.00.

Background. The events of September 11 heightened our awareness to possible security threats to
the nation’s drinking water supply. On June 12, 2002, President Bush signed into law the Public
Health Security and Bioterrorism Preparedness and Response Act of 2002. This Act requires the
City of McHenry to submit a Vulnerability Assessment on its water infrastructure to the USEPA
(United States Environmental Protection Agency) for approval prior to the mandated deadline of
June 30, 2004.
Analysis. The Vulnerability Assessment will focus on evaluating the city’s existing elevated water
storage tanks, as, well sites and booster pumps to determine the water system’s susceptibility to
potential threats and to identify what actions can be taken to reduce the risk from vandalism or
attack. The ultimate goal of the Vulnerability Assessment is to safeguard public health and safety.
Baxter and Woodman has submitted an Engineering Service Agreement to complete the
Vulnerability Assessment of the water system to determine possible at risk components and identify
security measures that should be considered to protect the system and the customers it serves.
Additionally, Baxter and Woodman will assist the city in submitting the required documentation to
the USEPA for approval.
Committee Recommendation. At its November 10, 2003 meeting, the Public Works Committee
recommended approval of the attached Engineering Service Agreement with Baxter and Woodman,
Inc. to perform a Water System Vulnerability Assessment not to exceed $15,340.00.

COMMITTEE RECOMMENDATION. To enter into an Engineering Services Agreement
with Baxter and Woodman, Inc. to Design and Engineer the Renovation of Water Plant No. 1
in an amount not to exceed $56,100.00.
Background. In 1961, the City of McHenry completed the construction of Water Treatment Plant
No. 1 located on Green Street to treat the water produced from Wells No. 2 and No.3. The Water
Treatment Plant was designed for a filter rate not to exceed 800 GPM (gallons per minute) from the
well pump.
The Water Division has reported a loss in production over the years due to aging pumping
infrastructure that is used to pump raw water from the two wells. To date the pumps at Well’s No. 2
and No. 3 are pumping approximately 65% of their production capacity.
Analysis. Baxter & Woodman, Inc submitted a proposal to design and engineer the renovation of
Water Plant No. 1 at a cost of $56,100. The proposed renovation will improve the performance of
the filtration process and provide the ability to efficiently filter a 1000 GPM capacity system.
Additionally, the agreement will include the rehabilitation of Wells No. 2 and No. 3 by pulling the
pumping equipment to clean and replace worn or damaged parts to meet the wells production
capacity.
As a result of today’s advanced high service pumps the city has the capability of generating 800 to
1000 GPM from Well’s No. 2 and No. 3. The renovation of the water treatment facility will include
a more efficient means of iron and hydrogen sulfide removal that will provide the residents with
higher quality water. The scope of the project also includes a 30’ x 36’ addition on the north side of
the existing well house to accommodate the new aeration and filtering equipment.
Committee Recommendation. To approve the attached Engineering Services Agreement from
Baxter and Woodman, Inc. to design and engineer the Renovation of Water Plant No. 1 for an
amount not to exceed $56,100.00.

RE: Snowplowing Service for Country Club Drive and Feger Subdivisions
Recommendation: To authorize City of McHenry Snowplowing Services for the
Country Club Drive Subdivision at a cost of $1,330.23 and for the Feger Subdivision
at a cost of $1,453.00 for 20-passes each during the 2003/2004 season and a
supplemental payment schedule of $72.69/hour-regular time, and $83.78/hour-
overtime with a one-hour minimum fee.
Background
Each year, the city receives a request from unincorporated Country Club Drive and
Feger Subdivisions for city snowplowing services. For the 2003/2004 season, staff is
recommending a fee of $1,330.23 for the Country Club Drive Subdivision and a fee of
$1,453.80 for the Feger Subdivison, based on $72.69/hour regular time, and
$83.78/hour for overtime, with an average of twenty snowplows per season.
Supplemental payments for snowplowing services in excess of 20-passes will be
billed at the same rate. These amounts reflect the wage increase in the current
collective bargaining agreement.
Representatives from both Country Club Drive and Feger Subdivision have been
notified and were invited to the meeting

RE: Business Retention Loan
Background. At the October 13, 2003 meeting, the City Council approved the Business Retention
Loan Program designed to assist those businesses affected by the Illinois Route 120 reconstruction
project in meeting their day to day operating expenses. To date, the City has received several
inquiries about the program. Three applications have been received but only two are
complete and have submitted the $25 application fee. The Business Retention Loan
Committee did however review all three applications (attached).
Analysis. The two complete applications are from West Elm Laundry and Skyline Foto Fast
established in 1978 and 1990 respectively. The Business Retention Loan Committee
examined the applications for compliance with the intended purpose of the program and
examined the credit worthiness of the applicants. Both applications met the criteria
established for the loan program.
The third loan application, from Elm Street Medical Center, does not meet the intended
purpose of the loan program since the applicant intends to purpose capital equipment with
the loan proceeds. In addition, the applicant did not submit the loan application fee of $25.
Consequently, no credit report was obtained.
Recommendation. The business retention loan committee unanimously recommends
approval of the loan applications from West Elm Laundry and Skyline Foto Fast in the
amount of $7,500 each. The committee recommends denial of the application submitted for
Elm Street Medical Center.
