RE: Installation of Sideline Fencing at Petersen Park Ball Field No. 2
Recommendation: To approve contract for the installation of Sideline Fencing for
Petersen Parks Ball Field No. 2 from Meier & Sons Fencing Mfg, not to exceed
$5,380.00.
On December 2, 2002, the City Council approved the construction of dugouts at
Petersen Park Field No. 2. Construction should be completed this month. Once
completed, new sideline fencing in front of the dugouts is needed for the safety of the
players and spectators. The original fencing, which was installed in 1976, was
removed during construction of the dugouts.
Invitations to quote were sent to four area contractors and only one responded.
Attached is a copy of the scope of work.
Staff is requesting authorization form the City Council to issue the work order for
sideline fencing at Petersen Park Ball Field No. 2 to Meier & Sons Fencing Mfg. for an
amount not to exceed $5,380.00.

RE: Request for Class A Liquor License
Recommendation: To approve the request from Plum Garden Restaurant, Inc. d/b/a
Plum Garden Restaurant at 3917 W. Main Street for a Class A Liquor License and an
Ordinance increasing the number of Class A Liquor Licenses from 25 to 26 and
decreasing the number of Class G Liquor Licenses from 5 to 4 effective May 1, 2003.
A request was received from Perry Moy, owner and operator of Plum Garden
Restaurant to change the classification of the liquor license he currently holds from G
to A. This action will allow him to sell at retail, packaged liquors. Mr. Moy explains
in his attached letter that he intends to begin hosting wine dinners at his restaurant
and would like the ability to sell in packages, his exclusive Plum Wine.
Perry Moy has been a business owner in McHenry for over 30-years and an activist in
McHenry’s Downtown Revitalization efforts. He has submitted all the required
paperwork and has been fingerprinted.
It is the recommendation of the Mayor/Liquor Control Commissioner to grant Mr.
Moy’s request for a Class A liquor license effective May 1, 2003 and to approve the
attached Ordinance increasing the number of Class A liquor licenses from 25 to 26,
and decreasing the number of Class G liquor licenses from 5 to 4.

the McHenry Grounds Shopping Center.

STAFF RECOMMENDATION: To consider the Planning and Zoning Commission’s recommendation
and direct Staff to prepare an Ordinance granting a variance to allow a reduction in the number of
required off-street parking spaces for the McHenry Grounds Shopping Center.
Background
The applicant is requesting approval of a variance to allow a reduction in the number of parking spaces
required to open a carry out/delivery pizzeria in the McHenry Grounds Shopping Center. Based on other
locations, the owner estimates a 70%/30% ratio of deliveries to carryout. No seating is proposed for
consumption of food on premises. The size of the unit utilized for this business is approximately 1,680
square feet.
Sixteen spaces per 1,000 square feet are required or 23 spaces. Due to the fact that this unit was only
allocated six spaces under the parking requirements for shopping centers, a parking space variance would be
required to reduce the number by 17 to operate the carryout business.
Panera Bread, located on the opposite end of the shopping center, received a variance in 2001 to reduce the
required number of off-street parking spaces by 14.
The location of the business within the center, the peak hours of business, the actual parking utilized in the
center, and the mix of uses should serve to lessen parking requirements at this location.
Planning and Zoning Commission Recommendation
The Planning and Zoning Commission unanimously recommended approval of the request for a variance to
reduce the number of required off-street parking spaces with the following conditions:
1. That there be no eat-in seating provided within the restaurant.
2. That delivery drivers be permitted to utilize the alley at the rear of the building as long as there is no
stacking of vehicles and there are no complaints from adjacent residents or businesses due to light
pollution or noise.
The Planning and Zoning Commission also noted that they were concerned with access onto McCullom Lake
Road during the Route 31/McCullom Lake Road Intersection Improvements Project. It was the consensus of
the Commission that the access to Jiffy Lube onto McCullom Lake Road should not be altered from its current
right-in/right-out status.

STAFF RECOMMENDATION: To approve the request as presented.
Background/Request
Robert Shannon, Vice President of Construction for Gerstad Builders, is requesting a reduction in
the amount of masonry required for the townhomes to be constructed in Boone Creek Unit 6.
Section 7-19 of the Municipal Code (attached) requires that 75% of the exterior walls of buildings
located in the RM-1 and RM-2 districts be faced with brick, brick or masonry veneers, natural or
cast stone veneers or other masonry materials. Because of the offsets and cantilevers in the
exterior design of the buildings, Gerstad is having difficulty meeting the 75 % requirement.
Instead, Gerstad is proposing an exterior of 51% face brick and 49% Hardiplank siding. Hardiplank
is a cement and wood fiber composite material that is more durable than normal aluminum or vinyl
siding. It is fire resistant, more impact resistant than aluminum or vinyl siding, resists shrinking and
swelling, and holds paint 3 to 4 times longer than wood.
Analysis
Staff has no concerns with the request. The buildings will have an attractive appearance. Also, the
Hardiplank is considered a more superior product than aluminum or vinyl siding. Having 51% brick
would meet the RA-1 requirements for masonry and is consistent with the townhomes in Kresswood
Trails and the Oaks of McHenry.
