HomeMy WebLinkAboutMinutes - 12/20/2021 - City CouncilCity of McHenry Council Meeting Minutes 12.20.21 1 AGENDA REGULAR CITY COUNCIL MEETING Monday, December 20, 2021, 7:00 p.m. City Council Chambers, 333 S Green St, McHenry, IL 60050 This meeting is in-person. This is not a remote meeting. The meeting will be live streamed with a quorum of the City Council physically present. Public comments may only be heard by members of the public physically present at the meeting. Remote public comments will not be heard. The public can view the meeting from the following link: https://cityofmchenry.zoom.us/j/85191580186 *Clerks Note: Mayor Jett was absent and The Council voted for Alderman Strach to be the temporary Chair to run the meeting. The motion was led by Ryan Harding made the motion and the second was Sue Miller. Motion Carried: Alderman Strach was voted to temporary Chair for this evenings meeting. Roll Call: Roll Call: Alderman Strach called the roll call. Members present: Alderman Santi, Alderman Glab -dialed in , Alderman McClatchey, Alderman Harding, Alderman Strach, Alderman Devine -absent, Alderwoman Miller, and Mayor Jett-absent. Others present: Attorney McArdle, Administrator Morefield-absent, Director of Public Works Strange, Director of Community Development Polerecky, Finance Director Lynch, Director of Parks and Recreation Hobson, Director of Economic Development Martin -absent, Chief of Police Birk, City Planner Sheriff-absent, and City Clerk Ramel. Pledge of Allegiance: Alderman Strach led the pledge. Public Comments: None Public Hearing: Public Hearing for the 2021 Property Tax Levy in the amount of $3,073,069. A motion was made by Alderman Santi and seconded by Alderman McClatchey to go into Public Hearing Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Strach , Alderman Devine- absent, Alderwoman Miller. 0 -nays, 0-abstained. Motion carried. A.Motion to adopt the 2021 Property Tax Levy Ordinance in an amount not to exceed $3,073,069. A motion was made by Alderwoman Miller and seconded by Alderman Harding to approve the Public Hearing Item as present. Roll Call: Vote: 5-ayes: Alderman Santi, City of McHenry Council Meeting Minutes 12.20.21 2 Alderman McClatchey, Alderman Harding, Alderman Strach , Alderman Devine- absent, Alderwoman Miller. 1-nays- Alderman Glab, 0-abstained. Motion carried. Alderman Glab commented regarding the increases stated that with inflation that this could cause some hurt for the public with the way the economy is going . Alderman McClatchy wanted to make clear the pricing for the next year. Alderman Santi stated that we have shown physical responsibility and hoping for better times coming up, willing to move forward. Public Comments: None Consent Agenda : Motion to Approve the f ollowing Consent Agenda Items: A.Approval of Ordinances for the abatement of property taxes levied, as follows: (Finance Director Lynch) a.GO Bonds (Refunding) Series 2020A in the amount of $369,200.00 ; b.GO Bonds (Alternate) Series 2012 in the amount of $207,932.50; c.GO Bonds (Refunding) Series 2013 in the amount of $34,480.00; and, d.GO Bonds (Refunding) Series 2015 in the amount of $579,278.76. B.Approval of Ordinance amending Title 7: Motor Vehicles and Traffic; Chapter 4: Parking Regulations; (Deputy Clerk Johnson) C.Approval of various items related to the City of McHenry Shamrocks the Fox St. Patrick’s Day Festival to be held on Saturday, March 12 th and Sunday, March 13th ; and, an Ordinance amending the FY21/22 Tourism Fund Budget in an amount not to exceed $10,000; (Recreation Director Hobson) D.Award of Contract in the amount of $60,400.00 to Christopher B. Burke Engineering, Ltd for Professional Engineering Services for the South Main Street Parking Lot Reconstruction Project; (Public Works Director Strange) E.Award of Contract in the amount of $21,150.00 to Baxter and Woodman, Inc for Professional Engineering Services for the South Riverside Drive Parking Lot Construction Project; (Public Works Director Strange) F.Approval of a Dual Representation and Waiver of Conflict Agreement between the City of McHenry and Woodstock Fire/Rescue District for legal services related to the Intergovernmental Agreement for Dispatch Services; (Attorney McArdle) G.Authorize the Chief of Police to sign a dispatch center maintenance agreement with Radicom for an additional (5) five years and pay an amount not to exceed $322,000.64 after May 1, 2022 from ETSB Grant Funds H.Authorization to sign and execute Intergovernmental Agreements as follows: a.Authorizing the Mayor to enter into a five year agreement with the Cary Fire Protection District allowing the City to provide emergency City of McHenry Council Meeting Minutes 12.20.21 3 b.Au thorizing the Mayor to enter into a five year agreement with the Fox River Grove Fire Protection District allowing the City to provide emergency dispatch services for a term beginning on May 1, 2022 and ending on April 30, 2027. c.Authorizing the Mayor to enter into a five year agreement with the Nunda Fire Protection District allowing the City to provide emergency dispatch services for a term beginning on May 1, 2022 and ending on April 30, 2027. d.Authorizing the Mayor to enter into a five year agreement with the Woodstock Fire Protection District allow ing the City to provide emergency dispatch services for a term beginning on May 1, 2022 and ending on April 30, 2027. e.Authorizing the Mayor to enter into a five year agreement with the Village of Fox River Grove (Fox River Grove Police Department) allowing the City to provide emergency dispatch services for a term beginning on May 1, 2022 and ending on April 30, 2027 and allow for agreement modifications at the Mayor’s discretion that are not related to dispatch fees. I.December 6, 2021 City Council Meeting Minutes; J.Issuance of Checks in the amount of $292,512.59; K.Issuance of As Needed Checks in the amount of $118,388.51. A motion was made by Alderman Santi and seconded by Alderwoman Miller to approve Consent Agenda Items as presented: Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey- Absent, A lderman Harding, Alderman Strach , Alderman Devine- absent, Alderwoman Miller. 0 -nays, 0-abstained. Motion carried. Alderman Glab had a question for attorney McArdle, if this is something we can authorize with changes from Mayor Jett. Clarified by Chief Birk regarding item E because they are still in the process of the contract but allowing the Mayor to make a minor cha nge that is not related to the rates with the advice of Attorney McArdle. G H A - Monte stated he made the typo he apologized regarding this. Individual Action Item Agenda : A. Motion to authorize the Mayor to sign and send a follow up letter to all gami ng operators in the City abating collection and remittance of the Push Tax through the end of 2021. (Attorney McArdle) A motion was made by Alderman McClatchey and seconded by Alderman Harding to approve Individual Agenda Items as presented: Roll Call: Vote:6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey-absent, Alderman Harding, Alderman Strach, Alderman Devine-absent, Alderwoman Miller. 0-nays, 0-abstained. Motion carried. Discussion Items: City of McHenry Council Meeting Minutes 12.20.21 4 Many council members were wishing everyone happy holidays and to the public. Executive Session : Not needed Staff Reports: Speakers and microphones have been updated per Chief Birk. Mayor’s Report: None City Council Comments : None A motion was made by Alderman Strach and seconded by Alderwoman Miller to adjourn from the Executive Session at 7:17 Roll Call: Vote: 5-ayes Alderman Santi , Alderman Glab, Alderman McClatchey- absent, Alderman Harding , Alderman Strach , Alderman Devine-absent, Alderwoman Miller.
