On February 6t`, the City Council awarded the asbestos abatement contract for the Medical Arts building at 1110 N. Green Street to Holian Industries, Inc, in the amount of $128,753. In addition, the City Council approved a change order on March 2e for lead removal at the building, in the amount of $14,700. On April 5`h, Staff,the City's environmental consultant and the contractor did a final inspection of the building and found it to be successfully abated. Staff is seeking authorization for a final payout to Holian Industries,Inc., for asbestos abatement and lead removal at the Medical Arts Building, in the amount of$143,453. BACKGROUND Communities in the State of Illinois recognize Arbor Day on the last Friday in April each year. As a Tree City Community, the City of McHenry celebrates Arbor Day by passing the attached resolution and hosting a tree planting ceremony. The ceremony will be held at 3:00 pm on Friday, April 28, 2006 at the Municipal Center. Tom Schmidt, City Forester and Ambrose Kittl, Parks Foreman attended the Tree City USA conference and award ceremony on March 28, 2006 at the Morton Arboretum in Lisle. The City of McHenry was recognized as a twelfth year participant in the Tree City USA program sponsored by the Illinois Department of Natural Resources and the National Arbor Day Foundation. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees, and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska, and WHEREAS, Arbor Day is now observed throughout the nation and the world, and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife, and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products, and WHEREAS, trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community, and WHEREAS, trees are a source of joy and spiritual renewal, and WHEREAS, the City of McHenry has been recognized as a Tree City USA by The National Arbor Day Foundation and desires to continue its tree-planting ways, NOW, THEREFORE, BE IT RESOLVED by the Mayor and Aldermen that April 28, 2006 is known as Arbor Day in the City of McHenry. BE IT FURTHER RESOLVES, that a copy of this resolution is incorporated into the minutes of these proceedings, and that all citizens are encouraged to plant trees to gladden the hearts and promote the well being of present and future generations. APPROVED: ATTEST: REGULAR MEETING APRIL 3, 2006 A Regular Meeting of the McHenry City Council was called to order by Mayor Low at 7:30 P.M. on Monday, April 3, 2006 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, Assistant City Administrator Martin, City Attorney McArdle, Chief of Police O'Meara. City Clerk Jones, Director of Community Development Napolitano, Director of Public Works Marcinko, Director of Finance Shields, Director of Parks and Recreation Merkel, and Community Relations Management Assistant Hobson. Absent: None. PROCLAMATION Mayor Low expressed the importance of tissue and organ donations and read into the record a proclamation declaring April 2006 as National Donate Life Month in the City of McHenry. Mayor Low then introduced two recipients of organ donation. Resident Donna Frett thanked Mayor Low and Council for recognizing the importance of tissue and organ donation and supporting the national program. Mayor Low presented the signed proclamation to Ms. Frett. TEN MINUTE PUBLIC INPUT SESSION Ms. Linda Peel of 2003 Bull Ridge expressed gratitude to Mayor Low and Council for support of the McHenry Elementary School District 15 referendum. April 3, 2006 Page 2 REQUEST FOR HONORARY STREET SIGN Mayor Low recognized Dr. and Mrs. Wilt who are requesting the designation of a portion of Waukegan Road with the honorary street name of"Gladstone Way". Assistant Administrator Martin reminded Council an Honorary Street Sign Program was implemented in 2005. Dr. and Mrs. Wilt have submitted an application requesting that a portion of Waukegan Road east of Green Street be designated as "Dr. Lee Gladstone Way" in honor of Dr. Lee Gladstone who was responsible for initiating the establishment of McHenry's first hospital on Green Street. Dr. and Mrs. Wilt are seeking Council approval to honor Dr. Gladstone through the Honorary Street Sign Program. Motion by Santi, seconded by Schaefer, to accept Staffs recommendation to authorize the Mayor and City Clerk's execution of a resolution establishing that portion of Waukegan Road east of Green Street as "Dr. Lee Gladstone Way". REQUEST FOR ZONING MAP AMENDMENT - RANDY LIVELY, 2623 LINCOLN ROAD Mayor Low announced the Request for Zoning Map submitted by Randy Lively for ' his property located at 2623 Lincoln Road was removed from this evening's agenda and will be addressed at a later date. ORDINANCE AMENDING COMPREHENSIVE PLAN TO INCLUDE CRYSTAL LAKE ROAD SUB-AREA PLAN Mayor Low recognized numerous attendees in the audience who expressed concern regarding the ordinance amending the Comprehensive Plan to include the Crystal Lake Road Sub-Area Plan. Mayor Low requested respectful attention while Director of Community Development Napolitano explained the necessity for implementing the proposed amendment to the City's Comprehensive Plan to include the Crystal Lake Road Sub-Area Plan. Director Napolitano summarized the process utilized in the creation of the proposed Crystal Lake Road Sub-Area Plan. He noted the Plan has been reviewed and modified extensively by Staff and the Community Development Committee. The Plan provides a vision for this area. It is not a blueprint, but merely conceptual in nature, and is open to modification and amendment as the area changes and is redeveloped. Director Napolitano stated the Planning and Zoning Commission at a Public Hearing held on March 16, 2006 voted 3-3 and did not recommend the adoption of the proposed Comprehensive Plan amendment. Mayor Low reiterated the Plan is conceptual and the City does not intend to invoke eminent domain to secure property to implement the Plan. There are no immediate plans to initiate the establishment of the Plan. April 3, 2006 Page 3 Alderman Schaefer stated the Plan is conceptual and provides direction to developers who express interest in redeveloping in this area. Alderman Murgatroyd stated having a plan with options provides a starting point for future discussions. He noted not all points of the Plan are feasible, but implementing the Plan offers direction to Staff and developers. Alderman Murgatroyd expressed disappointment in the Planning and Zoning Commission's lack of recommendation regarding the Plan. Alderman Wimmer commended Staff and the Community Development Committee on the Plan. Alderman Peterson stated he likes parts of the Plan but does not care for the proposed cut-thru of neighborhood roads. He noted although the Plan is conceptual, he acknowledged he has difficulty in supporting it. Alderman Condon concurred with Alderman Wimmer. She expressed surprise in the number of attendees at this evening's meeting, particularly as there was little public input during the preparation of the Plan at numerous Community Development Committee meetings. Alderman Condon opined the Crystal Lake Road Sub-Area Plan is a flexible working document, as is the City's Comprehensive Plan. She stated she approves of the vision of having a Plan in place. I Alderman Santi concurred with Aldermen Wimmer and Condon. He expressed a comfort level in having the Plan in place. He noted nothing is set in stone. The City is attempting to be visionary by incorporating the Crystal Lake Road Sub-Area Plan into the Comprehensive Plan. Alderman Glab stated it was his understanding the Crystal Lake Road Sub-Area Plan was being presented to Council for input, not necessarily for ordinance approval. He acknowledged he has reservations regarding traffic in the area. He also has concerns with safety issues. He stated Council should be looking at reduction of traffic on Crystal Lake Road and Royal Drive. Alderman Glab continued stating there are still a number of issues to be addressed. A new plan should be created. Alderman Glab stated it would be an injustice to persons living in the area to approve the ordinance amending the Comprehensive Plan this evening. Alderman Condon declared the decision before Council this evening was recommended by the Community Development Committee for Public Hearing before the Planning and Zoning Commission and ultimately to be presented to full Council for consideration. Alderman Condon stated all committee meetings are posted for informational purposes. The public is provided with an opportunity to participate in discussions at the committee level. Alderman Murgatroyd stated he likes aspects of the Plan, and other portions of it April 3, 2006 Page 4 are not current. Alderman Murgatroyd opined overall there are enough positive aspects of the Plan to move forward with its inclusion in the Comprehensive Plan. He noted actual development and redevelopment in this area would come before the Community Development Committee, Planning and Zoning Commission and Council many times before the area is actually redeveloped. Residents in the area will have ample opportunity to become knowledgeable and express their opinions prior to redevelopment of the area and aspects of the Plan are actually implemented. Motion by Schaefer, seconded by Wimmer, to pass and approve an ordinance providing for an amendment to the City's Comprehensive Plan to include the Crystal Lake Road Sub-Area Plan. Voting Aye: Santi, Schaefer, Murgatroyd, Wimmer, Condon. Voting Nay: Glab, Peterson. Absent: None. Motion carried. REQUEST BY MCHENRY AREA JAYCEES FOR: 1) USE OF PETERSEN PARK FOR ANNUAL JAYCEES DAYS FOURTH OF JULY EVENT; 2) CITY SUPPORT SERVICES: 3) WAIVER OF ALL ASSOCIATED FEES: 4) AWARD OF CONTRACT FOR FIREWORKS PROGRAM TO MELROSE PYROTECHNICS INC. IN AN AMOUNT NOT-TO-EXCEED $20,000 In attendance representing the McHenry Area Jaycees were Kevin Kutz and Naomi Rancak. Alderman Glab departed the meeting at 8:28 p.m. City Administrator Maxeiner stated the Jaycees are seeking Council approval to host their Annual Jaycee Days on Saturday, July 1, 2006 at Petersen Park Beach Area. In conjunction with the event, the Jaycees are requesting City support services from the Police Department, Parks Department and Public Works Department. The Jaycees are requesting waiver of all associated fees. City Administrator Maxeiner also stated the Jaycees are seeking Council approval of a 50/50 contract to provide Fireworks Display at the event with Melrose Pyrotechnics in a total amount not-to-exceed $20,000. Motion by Condon, seconded by Santi, to accept Staffs recommendation to approve the following: 1) Use of Petersen Park for Annual Jaycees days Fourth of July event; 2) City support services; 3) Waiver of all associated fees; 4) Award of a 50/50 contract for fireworks program to Melrose Pyrotechnics Inc, in a total amount not-to-exceed $20,000. ORDINANCE APPROVING FINAL PLAT OF RE-SUBWSION FOR A PORTION OF LOTS 1 9 AND 10 IN MEIJER/HOME DEPOT SUBDIVISION Director Napolitano explained the Final Plat for the Re-Subdivision of a portion of Lots 1, 9 and 10 of Meijer Home Depot Subdivision was approved on August 29, 2005. One of the conditions of approval was the plat being recorded within six months. As the six month time limit has expired, the Plat must once again be submitted to Council for approval. REQUEST FOR QUALIFICATIONS FOR CONSTRUCTION OF RIVERWALK PHASE I Management Assistant for Community Relations Hobson stated Staff is seeking authorization to request qualifications from potential companies for the construction of Riverwalk Phase I. Staff is concerned that potential project bidders be qualified to complete a project of this magnitude which involves competent structural work and results in exemplary aesthetic product completed on time and within the project's budgetary constraints. Staff is suggesting a pre-qualification process be utilized and is seeking Council authorization to advertise to begin this process for potential project contractors. Alderman Glab stated he is withdrawing his support for the Riverwalk. He noted he cannot support the Riverwalk when neighborhoods near the Crystal Lake Road Sub-Area Plan are going to be destroyed. COMMITTEE RECOMMENDATION: AMENDMENT TO MUNICIPAL CODE SECTION 16- 48 RELATING TO PARKS AND RECREATION FACILITY RENTAL FEES Director of Parks and Recreation Merkel stated the Parks and Recreation Committee recently reviewed the facility rental fees contained in Chapter 16 of the Municipal Code. In addition Staff recommended that recreation program and daily admission fees be deleted from the Municipal Code as they change year to year. Director Merkel stated the ordinance before Council for consideration this evening amends Chapter 16 of the Municipal Code as recommended by the Committee. Alderman Murgatroyd stated he could not support the proposed amendments to the Municipal Code. He noted some of the special use fees for park facilities are onerous. Motion by Schaefer, seconded by Santi, to accept the Parks and Recreation Committee recommendation to amend the Municipal Code Chapter 16, Section 16-48 relating to Parks and Recreation facility rental fees. PROPOSED REVISIONS TO NORTHERN ILLINOIS SPECIAL RECREATION ASSOCIATION (NISRA) ARTICLES OF AGREEMENT AND BYLAWS Director Merkel stated several revisions are being proposed to the Northern Illinois Special Recreation Association (NISRA) Articles of Agreement and Bylaws. The result will be the elimination of the Board of Trustees. Staff supports the proposed revisions. Alderman Peterson stated it is redundant to have a Board of Trustees as well as a Board of Directors and supports the proposed revisions. In response to Alderman Glab's inquiry, Director Merkel explained the process by which the Board of Trustees was chosen. Alderman Glab then concurred with Alderman Peterson. FUTURE AGENDA ITEMS Alderman Murgatroyd stated the Pigtail League and Little League have requested the installation of a well at Petersen Park to be used for wetting down ball fields prior to games. He noted the leagues are willing to fund the project. They have researched the cost and would prefer to have this accomplished this spring before this year's league play begins. REQUEST FOR ZONING MAP AMENDMENT- RANDY LIVELY, 2823 LINCOLN ROAD Director of Community Development Napolitano summarized recent Council discussions regarding Mr. Randy Lively's request for a zoning map amendment for his property located at 2823 Lincoln Road. He noted Council directed the applicant to work with Staff to seek alternative means for property access for Mr. Lively's proposed second lot. Director Napolitano stated Staff met with the applicant and developed three possible options for driveway locations: • Option 1: provides for a new driveway serving the new lot. It would be located approximately 90 feet from the Hilltop School driveway; • Option 2: provides for a new driveway entering the site at the middle of the existing home and then 'Tee-ing" to the east and west to serve both lots. This driveway would be located approximately 140 feet from the Hilltop School driveway. The April 10, 2006 Page 5 existing driveway would be closed; • Option 3: utilizes the existing driveway and adds an extension to the east to serve the new lot. This driveway would be located approximately 195 feet from the Hilltop School driveway. Director Napolitano stated Staff is recommending denial of the request and further stated due to the circumstances surrounding this petition, Staff is recommending that any relevant City fees be reimbursed to the applicant. Alderman Peterson requested clarification regarding the easement reversion. City Attorney McArdle explained he spoke with the applicant's attorney Steve Cuda who told him he wrote the language that way in the event the easement was no longer required. Alderman Condon stated she is pleased the applicant is being reimbursed; she cannot support the requested zoning map amendment because of aesthetic concerns. Alderman Santi concurred with Alderman Condon. Mr. Lively addressed Council stating he has a document which states he can have access directly onto Lincoln Road. City Administrator Maxeiner stated the referenced document grants crossing, not access to Lincoln Road. City Attorney McArdle stated the applicant should speak with his attorney regarding his issues. Motion by Wimmer, seconded by Murgatroyd, to accept Staffs recommendation to • deny the requested zoning map amendment from E Estate District to RS-2 Medium Density Single Family Residential District, for 1.3 acres located at 2623 Lincoln Load as submitted by Randy Lively; and • reimburse the applicant for any relevant City fees that he may have incurred as a result of the application review process. Mr. Hayward is requesting a sign variance to allow replacement of the existing free-standing sign face. Director Napolitano noted the existing sign is located 3' 6"from the front property line. The Sign Ordinance requires a 7 foot setback. Staff supports the request. ORDINANCE AMENDING CENTEGRA NORTHERN ILLINOIS MEDICAL CENTER CIRCULATION AND LAND USE PLAN Director Napolitano stated a request has been received from Centegra Northern Illinois Medical Center (NIMC) to modify their circulation and land use plan. Director Napolitano noted this request is considered a major adjustment as it would complete the ring road around the campus, as well as provide for the construction of vehicular connections to Ridgeview Drive and Shamrock Lane. Director Napolitano stated the Zoning Ordinance allows modification to an existing circulation and land use plan; however, two types of adjustments are defined: • Minor Adiustments, which can be made by the Zoning Administrator. 1.alter the location of public streets shown on the Plan by a distance which is 20 feet outside of the parameters shown on the Plan; or 2. change the boundary of the permitted and conditional land use groupings by a distance of less than 50 feet. • Maor Adiustments, require Council approval and may be referred back to Planning and Zoning Commission for review and recommendation: Any alteration not defined as a Minor Adjustment. Director Napolitano noted the request before Council this evening is defined as a Major Adjustment to the Centegra NIMC Circulation and Land Use Plan. City Administrator Maxeiner stated Staff proposes the City participate in the cost of the project in the amount of $950,000. The estimated total cost of the project is $1.5 million. City Administrator Maxeiner stated NIMC has agreed to dedicate the right-of-way on Bull Valley Road and Route 31 to the City for future roadway improvements. Discussion ensued regarding the number of lanes dedicated on the property which would be necessary to accommodate proposed traffic. In response to an inquiry, City Administrator Maxeiner stated funds would be distributed in June 2007. Motion by Murgatroyd, seconded by Condon, to accept Staffs recommendation to • approve an ordinance authorizing a Major Adjustment to the Circulation and Land Use Plan for Centegra Northern Illinois Medical Center; and • authorize Staff to enter into an agreement with Northern Illinois Medical Center and contribute $950,000, to be drawn from the annexation fund, for the Medical Drive Extension, South Drive Extension, and the Shamrock Lane Connection, and, in return, the City would receive approximately 4.7 acres of right-of-way along Bull Valley Road and Route 31; subject to the terms of and mutual execution of said agreement. REQUEST FOR A TEMPORARY USE PERMIT FOR OFF-SITE SALES CENTER- TOWN AND COUNTRY HOMES Director Napolitano stated Town and Country Homes, developer of the Oaks at Irish Prairie Subdivision, has requested a temporary use permit to allow an off:site sales center for their development. The sales center would be situated at the southeast comer of the intersection of Veteran's Parkway and Route 31. Director Napolitano noted no roadways have been constructed on the Town and Country site because final approvals have not yet been granted by the City. Veteran's Parkway has not yet been extended to the boundary of the Morgan Hill Townhome property, so there is currently no paved access to the Town and Country property. Director Napolitano stated Staff recommends approval of the temporary use permit for a period not- to-exceed 364 days. Alderman Schaefer inquired as to the location of the advertising signs for the development. ORDINANCE REVISING CITY OF MCHENRY ZONING ORDINANCE CHAPTER VII LANDSCAPE AND SCREENING Director Napolitano stated the Community Development Committee recommended modifications to the City's Zoning Ordinance with regard to landscape and screening. Following Council consideration of the proposed changes, the suggested revisions were sent to the Planning and Zoning Commission for Public Hearing. The Planning and Zoning Commission unanimously recommended approval of the proposed changes at its Public Hearing held on March 16, 2006. April 10, 2006 Page 8 Director Napolitano noted the proposed changes affect: • Screening Strips; • Parking Island Strips; • Site Landscape; • Landscape Plans; • Landscape Maintenance; • Planting Lists. The applicant currently has a Conditional Use Permit to allow a restaurant serving alcoholic beverages. the Zoning Ordinance states that any expansion,enlargement or structural alteration of a Conditional Use requires that the applicant fast appear before the City Council, which may grant the proposed amendment,or refer the applicant to the Planning and Zoning Commission for a new public hearing. Staff Analysis Staff has no concerns with the proposed patio. The patio would be located over an area designated for future building expansion and would not result in the loss of any parking spaces. The area would be fully enclosed with an attractive fence which will add to the aesthetics of the site. Therefore, Staff would recommend that the amendment to the Conditional Use Permit be approved by the Council without referring the matter back to the Planning and Zoning Commission. (SEC) to conduct a comprehensive transportation study to identify and address current and future traffic concerns. The intention of this document is to provide a strategy for city staff and elected officials when planning and implementing future transportation related improvements and to improve the quality of new development by integrating transportation into land use decisions. The study includes an inventory of current transportation components within the city, as well as traffic counts, conditions at key intersections, and an identification of intersections/roads operating below acceptable levels of service. Based on this inventory and the analysis of existing and projected conditions, SEC has developed a list of recommendations that the city can implement to improve these conditions. A copy of the completed study is attached for your reference. Analysis In October, SEC presented the final draft version of the comprehensive transportation study to the Transportation Commission. At that meeting, discussions took place to prioritize the various improvements that were recommended in the study. It was the consensus of the commission to include the prioritization of the projects and possible funding sources in the final draft. Once this was complete, the commission recommended presenting the transportation study to the City Council for consideration. Recommendation Staff has reviewed the final document and recommends the City Council adopt the City of McHenry Comprehensive Transportation Study. Mr. Wegener noted that according to the ratings not many of the projects are Capital Funded. He also noted that while it is suggested that Nos. 2, 11, 3 and 7 are eliminated from the prioritization of projects they should be left in the Transportation Study for information purposes for future Council, so funds are not again expended for a similar study. Mr. Wegener stated the next step is to add two additional columns delineating Funding Sources and Estimated Start of Construction. It was suggested that the projects funded by the City should include a cost estimate. He suggested that prior to presenting the Study to full Council the additional columns should be included and an attempt should be made to open discussions with Centegra personnel. It was the consensus of the Commission to present the information regarding prioritization of projects and future steps to full Council for consideration. At the March 13,2006 Regular City Council Meeting,the City Council approved the request to advertise for bids for improvements to the central wastewater treatment plant. The proposed improvements are required under IEPA acceptance of the city's August 5, 2005 Compliance Commitment Agreement(CCA). Once the proposed improvements are complete,the requirements outlined in the CCA will be fulfilled. The City received four sealed bids with the lowest responsible bid submitted by Keno &Sons Construction Company of Lake Bluff, Illinois in the amount of$834,000. The engineer's opinion of probable cost for the project was$473,600. Analysis. Due to the large disparity between the low bid and the engineer's opinion of probable cost, the two lowest bidders were contacted to identify the possible reasons. The biggest discrepancy was in the general construction portion of the project. The bidders were concerned with unsuitable soils, existing ground water and the requirement for bypass pumping to keep the plant operational during the construction of the chemical feed building. As a result of these conditions,the bidders included contingency costs for these items. Consequently, SEC contacted the low bidder and through coordinated efforts revised the original design to reflect an overall cost savings of$129,000. The low bid amount would be reduced to $705,000. Therefore, SEC recommends the City of McHenry accept the low bid from Keno &Sons Construction Company for$834,000,with the understanding that a formal change order will be prepared reducing the contract by$129,000 resulting in a revised contract of$705,000. The engineering cost estimate was close to the two (2) low bidders in the areas of electrical, HVAC, mechanical piping, and the raw wastewater motor replacement. The two (2) low bidders costs for the instrumentation and controls was approximately $50,000.00 higher than the engineer's cost estimate. The biggest discrepancy was in the general construction portion of the project. The major items under the general construction portion of the work include the contractor's overhead, the project's general conditions, excavation and backfilling, site work, demolition, sheeting to protect existing structures during construction, site dewatering, unfavorable soil conditions, by-pass pumping, and tight site constraints. The City is/has been one of the fastest growing regions in the Chicagoland area. Population in the region has doubled over the last twenty (20) years. With this growth has come increased traffic congestion and unacceptable levels of service on many local and regional roadways. The City requested Smith Engineering Consultants, Inc. (SEC) conduct a Comprehensive Transportation Study to address and identify current and future traffic concerns. SEC identified the steps necessary to accomplish the City's goal to "create and establish a community transportation system which promotes safe and efficient transportation, while -- providing the flexibility necessary to maintain positive economic vitality and growth." The first step was to establish goals and objectives to be achieved during the planning process and utilize the City's Transportation Committee to monitor the progress of the project and provide recommendations/comments for improvements proposed. Once the objectives and goals were established, the collector and arterial roadways within the City were identified in addition to existing problematic locations to be studied. Existing traffic volumes, accident data, and roadway conditions were collected for the identified areas/roadways to be studied. By utilizing the City's Zoning and Comprehensive Plans in addition to the surrounding communities' comprehensive plans, traffic forecasts were completed to determine Annual Daily Traffic (vehicles/day) for Year 2030. Once the traffic volumes were forecasted and an accident analysis was performed, proposed improvements were identified. The final steps completed and amended to this report are as follows: establishing priorities of the improvements proposed; identifying a preliminary opinion of probable costs for each City funded improvement; identify potential qualified funding options — based upon project specific impact; and developing a five-year (5) as well as a long term transportation improvement program. As described in the AASHTO Manual, A Policy on Geometric Design of Highways and Streets, "arterial roadways serve the major center of activity of urbanized areas, typically the highest traffic volume corridors, and the longest trip desires and carries a high proportion of the total urban area travel even though it constitutes a relatively small percentage of the total roadway network." Collector roadways are described as providing land access service and traffic circulation, distributing vehicles from the arterials through the area to their ultimate destination. Street, McCullom Lake Road, Lincoln Road, Riverside Drive, Pearl Street, Dartmoor Drive, River Road, Prime Parkway, and Ridgeview Road. Illinois Route 31 (Front Street) and Illinois Route 120 (Elm Street) are designated as McHenry's arterial roadways providing high volumes of traffic to neighboring communities and to the major -- centers of activity within the City. Information for typical roadway cross-sections for all collector roadways was collected in addition to pavement ratings for collector roadways under the jurisdiction of the City of McHenry. The pavement widths and number of lanes were measured at mid block, not approaching intersections. This information is presented below in Table 1, Roadway Segments. The average condition rating was based upon a visual inspection, (alligator cracking, lateral cracking, rutting, pot holes, edge deterioration, etc.) The condition rating is from 1 to 5, with 1 corresponding to a poor pavement condition and 5 equivalent to excellent. These pavement ratings are not provided to determine the useful life remaining on the roadways. The data may be useful in determining project priorities. All pavement ratings of typical sections were measured as of April 2004, and presented in Table 2, Pavement Condition Rating on pages 4 and 5. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 5 ANALYSIS To address and identify current and future traffic concerns within the City of McHenry, an analysis was completed which included: • Investigation of areas that experience a high volume of accidents. • Development of future traffic along the collector and arterial roadways to determine if the existing roadway is adequate to carry the additional volume. At the beginning of the project, the City of McHenry and SEC developed a list of 17 specific locations to improve the traffic flow, circulation, and safety within the City of McHenry. These improvements, plus the results of the analysis listed above are discussed in the recommendation section. Accident Analysis An accident analysis was completed for the collector and arterial roadways within the study to identify trends in accident occurrence, and areas considered as high accident locations, so as to develop recommendations that improve safety while maintaining mobility on the roadways. High accident locations are intersections or segments of roadway that have an accident rate higher than the Illinois Department of Transportation (IDOT) Region 1 average accident rate. The average Region 1 accident information is provided by IDOT. The accident rate is dependant upon a number of factors; whether the roadway/intersection is urban or rural, the amount of traffic (ADT) traveling along the roadway/intersection, number of lanes, and the number of accidents within a three (3)- year period. The most current information provided by IDOT is for years 2001 to 2003. '— Refer to Exhibit E-3, High Accident Locations. Accident information was collected from the McHenry County Sheriff's Department and the City of McHenry Police Department. The information included the location and date of the accident. IDOT submitted the high accident locations along Illinois Route 31 and Illinois Route 120. Arterial Roadways: High accident locations identified by IDOT are: a. Location f. An in depth investigation is required to determine the cause of the accidents. at location f. The intersection of Millstream Drive at Illinois Route 120 already has a left turn lane channelization. It is not recommended to close this entrance because it the only direct access for the commercial developments along Illinois Route 120. Closing this access would force more vehicles to travel through the residential developments, which may cause problems that never existed. The accidents may be caused by the backups at Illinois Route 120/I11inois Route 31 (Richmond Road) intersections. A Phase I is currently being conducted for the improvement of the intersection of Illinois Route 120/I11inois Route 31. Once this intersection is improved, accidents at the intersection of Millstream Drive and Illinois Route 120 should be reduced. Location 2. The segment along Riverside Drive from Pearl Street to Broad Street has extremely low traffic volumes, which can skew the results. There were only five (5) accidents in year 2001 and five (5) accidents in 2002 between Elm Street and Pearl Street. There were no accidents recorded in 2003, and south of Elm Street there were only three (3) accidents,which all occurred in 2001. Collector Roadways: The remaining collector roadways within the City of McHenry were analyzed to identify high accident locations. Based upon the data received, there appeared to be no accident concerns along the collector roadways within the study except for those areas discussed below. '— Potential accident locations were identified along Crystal Lake Road from Royal Drive to Illinois Route 120. A total of thirty two (32) accidents have occurred within this location, which are split evenly through three (3) years, which does not exceed the critical high accident rate. Closure of multiple entrances may reduce this accident rate. The intersection of Crystal Lake Road and Bull Valley Road has had a total of thirty- nine (39) accidents, which twenty-two (22) of these accidents have occurred in 2003. The intersection requires reconstruction to provide additional exclusive turning lanes. — The intersection along Illinois Route 31 and Bull Valley Road has had one hundred thirty-seven (137) accidents within the last three (3) years. The intersection has a history of capacity problems with extensive backups occurring. The situation is worsened by the location of the McDonald's entrance along Bull Valley Road. The intersection requires reconstruction to provide additional exclusive turning lanes, additional through lanes, and access consolidation. Development of Future Traffic The first step of the analysis was to determine the proposed development which can be expected within the City of McHenry. Information was provided by the City of McHenry COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 7 for future approved developments to be built, the existing developments that have additional build-out remaining, and suggestions as to the type and size of future development that may be proposed in the future. The City of McHenry's Comprehensive _. Plan was also utilized for future zoning in areas, which are not yet zoned, or no development is proposed at this time. Recent Traffic Impact Studies were used for the size and type of proposed developments, which have not yet been approved by the City of McHenry. A map was developed presenting the proposed land use as of year 2030. Refer to Exhibit E-4. Proposed Land Use Map In reference to the Proposed Land Use Map, colored areas which have diagonal hatching are areas used for the study, which are already zoned within the City of McHenry. These. areas may be existing developments not fully built-out to capacity or developments which were never constructed, etc. The hatched areas, which are not colored, are areas that are not zoned within the City of McHenry. The type and size of developments will and have changed since this investigation was started. Rates for conversion of single family and townhome acreage to number of units was provided by the City of McHenry. Single Family ranged from two (2) units/acre and lower, while townhomes were assumed at five (5) units/acre. There was no information that could be provided for the number of students at the proposed schools since implementation is so far in the future. For the Holy Apostle Catholic School, 115 of the students were assumed from the attendance at the Montini Catholic School. The desire of the church was to keep the school private and small. For McHenry High School, projections were taken for the population growth from the Northeastern Illinois Planning Commission, and a direct relation applied to high school student to population ratio. The total number of students for year 2030 was divided by a third and split between the three (3) schools. From the proposed development, traffic volumes for average daily traffic (ADT) were COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 10 calculated utilizing rates given in the Institute of Transportation Engineers Trip Generation (ITE Manual.) The manual is nationally used as an accepted method of determining traffic volumes for proposed developments. The traffic volumes from the proposed developments were distributed throughout the collector roadways within the City of McHenry. To account for growth in neighboring communities (background growth), which travel through the City of McHenry, the existing traffic volumes were projected to year 2030. It is assumed that the rate of growth surrounding the City of McHenry will fluctuate through the years and eventually begin to recede as available developable land diminishes. For these reasons, the growth along the collector and arterial roadways was not applied for the entire twenty-six (26) years. The existing traffic was increased 0.5% for fifteen (15) years along the major arterials, Illinois Route 120 and Illinois Route 31. The existing traffic along Bull Valley Road, Miller Road, and Chapel Hill Road was increased 0.5% for ten (10) years. The projected traffic was then added to the development traffic for total traffic volumes (Projected 2030 ADT.) The construction of the West McHenry Bypass was included within the study. The McHenry County Division of Transportation (MCDOT) is acquiring right-of-way south of Bull Valley Road for an alignment with Curran Road. For the purpose of this study, it is assumed that the bypass will proceed north along Curran Road to Ringwood Road and eventually tie into Illinois Route 31 at some indiscriminate location. The effect of the bypass will reduce traffic along Illinois Route 31 through the City of McHenry, along Illinois Route 120 west of Illinois Route 31, along Bull Valley Road, and Crystal Lake Road. A portion of traffic along these roadways was redistributed to the West McHenry Bypass. The redistribution of traffic to the Bypass lowered volumes along Illinois Route — 31, Illinois Route 120, Bull Valley Road, and Crystal Lake Road. The total traffic projections for year 2030, with inclusion of the McHenry bypass, are located in Exhibit E-5, Projected Annual Daily Traffic Year 2030. The calculated projected traffic volumes along the collector roadways were compared to the Chicago Area Transportation Study(CATS) 2030 projections. CATS is comprised of R' a Policy Committee and staff that help plan, program, and implement transportation improvements for the northeastern Illinois planning area. CATS' traffic projections are developed using existing traffic volume data results from the most recent CATS Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP) Travel Demand Analysis. The region travel model uses 2030 socioeconomic projections from the Northeastern Illinois Planning Commission and assumes the implementation of the CATS' 2030 Regional Transportation Plan for the Northeastern Illinois area. A major drawback of CATS projections is their forecasts are based upon approved improvements in the 2004 to 2009 TIP only. CATS' projections will not increase past capacity of an existing roadway or if the roadway is currently past capacity. For example, the West McHenry Bypass was included within the projections, however, an additional through lane along Illinois Route 31 was not assumed, and the forecast will not reflect this until the improvements to Illinois Route 31 are included in the TIP. SEC believes this is an improper approach for this particular study since the scope of the report is to determine what roadway improvements are needed to accommodate the potential growth within the area. CATS 2030 projections are included in Exhibit E-6, for reference. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 11 RECOMMENDATIONS With the volume of future traffic calculated, the number of required lanes for the collector roadways could be identified. Criteria set forth by IDOT were utilized in determining the number of lanes required to accommodate the volume of projected traffic. The typical cross-section (two-lane section, four-lane section, etc.) is based upon the amount of traffic the roadway can accommodate with providing a certain Level of Service. The Level of Service is a qualitative measure describing operational conditions within a traffic stream based on service measures such as speed and travel time, freedom to maneuver, traffic interruptions, comfort, and convenience. IDOT's criteria is based upon a Level of Service C, which is able to maintain the posted speed limit with a maximum traffic volume demand of 62% of the capacity of the roadway. However, in the Chicagoland Area and surrounding suburbs it can become difficult to provide this level of service. IDOT Region 1 accepts Level of Service D which maintains slightly lower speed and a maximum traffic volume demand of 82% of the capacity of the roadway due to the substantial growth in communities, the available land to provide the required geometrics, and the cost of such improvements. From the analysis previously described, the following collector roadways require a five (5)-lane section; Bull Valley Road, Miller Road, Chapel Hill Road, and Illinois Route 31. In certain areas along the collector roadways the projected ADT could justify a six (6)- lane section. However, this is not feasible due to the impacts it would have on the surrounding communities and especially the McHenry downtown area, and available ROW to accommodate a six lane section. Therefore, it is critical to provide exclusive turning lanes with adequate storage length along the collector roadways, and at intersections to be able to maintain the most optimal Level of Service as possible, utilizing a five (5)-lane section. Lincoln Road, Riverside Drive, Draper Road, McCullom Lake Road, Ridgeview Road and Ringwood Road (if not part of the West McHenry Bypass) can maintain a two (2)- lane section with inclusion of exclusive left-right turning lanes with adequate storage. Crystal Lake Road volumes could justify a four (4)-lane section. However, since counts. _ were taken during improvements of Illinois Route 120, when traffic was utilizing Crystal Lake Road to bypass construction, the existing counts may be higher than normal conditions. The two (2)-lane section should be sufficient if exclusive turning lanes are maintained and enhanced and condensing of the multiple entrances into business development. To reiterate the recommendations from the accident analysis, it is not recommended to close Millstream Drive at the intersection of Illinois Route 31 for it is the only entrance with an exclusive lane for access into the commercial developments. Other access would force customers to travel through a residential development, which may cause problem which never existed. A more in-depth accident analysis investigating the cause of each crash would be required to determine the exact cause of the accidents. Along Crystal Lake Road from Royal Drive to Illinois Route 120 it is recommended to close the multiple entrances with access to Crystal Lake Road. Finally, for the intersection of COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 12 Illinois Route 31 at Bull Valley Road it is recommended that the intersection is reconstructed to provide additional exclusive turning lanes, additional through lanes, and access consolidation. At the beginning of the project, the City of McHenry and SEC developed a list of specific locations to improve the traffic flow, circulation, and safety within the City of McHenry. These improvements are listed below with a discussion of the feasibility of providing such improvements. The improvements are also shown on aerial exhibits, E-7 Proposed Improvements,with the corresponding numbers. 1. Adams Drive extension up to Lincoln Road (E-7.1) Providing an extension from existing Adams Drive northward to Lincoln Road will provide additional access and use of alternative routes for access into the business park in lieu of Illinois Route 120. It is recommended to provide an extension into Lincoln Road opposing Reagan Blvd. creating a four (4)-legged intersection. 2. Elimination of Hillside Drive to Illinois Route 120 (E-7.1) A connection from Country Lane directly to Adams Drive could provide the elimination of the Hillside Drive intersection from Illinois Route 120. The fewer number of entrances along a main arterial roadway lessens the crash potential and preserves the capacity and flow. This proposal does not appear feasible since the proposed roadway would split the Adam's property in half, separating most of the parking and storage yard to the north of the roadway and the buildings to the south of the roadway extension. In addition, the relocation of a large commercial building and a detention pond would be required. Due to these reasons, an extension to Adams Drive and elimination of Hillside Drive is not recommended. It is recommended that an access be provided at the intersection of Adams Drive and Route 120 for the Roberts property, south of Route 120. 3. Extension of Shore Drive and extension of Oak Drive to Lakewood Road (E-7.2) Providing access from Shore Drive to Lakewood Road will provide a large amount of residential area a more direct access to the north(McCullom Lake Road). An extension of Oak Drive to Peterson Park Road would again provide more of a direct access to McCullom Lake Road. This proposal would require extensive tree removal and relocation of the trail and parking facility. In addition, this would cause an increase in traffic through the park, which is typically not favorable. Lakewood Road is also a private road with minimal traffic. Providing access would increase traffic, which is typically not looked favorably upon those residents along the private road. Finally, the roadway would have to be widened to accommodate the traffic. Based upon the improvements required and the impact to the park, this option may be unfeasible and is not recommended. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 13. 4. Royal Drive/Oak Connection (E-7.2) Currently, Royal Drive is located just east of Oak Drive, which is a signalized intersection at Illinois Route 120. This suggested improvement proposes to realign Royal Drive to Oak Drive providing a four (4)-legged signalized intersection. Providing a realignment at a signalized intersection would provide safer access for northbound traffic onto Illinois Route 120 since currently northbound traffic at Royal Drive desiring to turn left are required to cross three (3)-lanes of traffic at an uncontrolled intersection. One difficulty with this improvement would be the large stream crossing along the realignments south approach. Another concern from the Transportation Committee is the potential for drivers to use Royal Drive as a cut through. There may be a potential for drivers along Crystal Lake Road to use Royal Drive to Oak Drive to access McCullom Lake Road. Currently Oak Drive is used as a cut-through for traffic along Illinois Route 120 to access development along Illinois Route 31.. However, with the improvements along Illinois Route 120 and the current investigation of improvements for the intersection of Illinois Route 31 (Richmond Road) at Illinois Route 120, traffic flow may improve to where utilizing the main arterial routes is more efficient than cutting through Royal Drive and Oak Drive. Additional investigation may be warranted, collecting intersection turning movements along Royal Drive at Illinois Route 120 and Crystal Lake Road and Illinois Route 120 at Crystal Lake Road, to determine the feasibility of this improvement. This is currently being considered a feasible improvement, but additional future detailed studies will be required. 5. Elimination of the barriers on Court Street for through traffic (E-7.2) Elimination of the barriers would provide continuity of the residential neighborhood and provide a more direct access to McCullom Lake Road for the residents to the south and alternative access to the City's downtown area for the residents to the north. The improvement would require minor roadway work for grade adjustment. Currently, Court Street north of the barrier is a private roadway which the City of McHenry is hired to plow during the winter. The roadways along Court Street to the north and within the small residential development were not constructed to the City's standards for the minimal street width. The —' substandard street width deters the City from transferring jurisdiction of the streets since improvements would be costly to widen the streets to City standards. _ Widening could involve utility relocation, storm sewer impacts, etc. The improvement is feasible and recommended if the residential development would agree to provide a connection for continuity or if the City could gain jurisdiction of the roadway without widening to current City standards. 6. Pearl Extension West to Freund Avenue (E-7.2) An extension of Pearl Street westward to Freund Avenue will give the residential area to the west of Illinois Route 31 safer access onto Illinois Route 31 due to the connection into an existing signalized intersection. It will also provide a direct means to a minor collector roadway (Pearl Road) for access to the east in lieu of traveling through the Illinois Route 31/I11inois Route 120 intersection. An COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 14 extension would also provide an opportunity to consolidate the intersections of Broad Street and Grand Avenue off of Illinois Route 31. The single family home. opposing Pearl Street would have to be removed and there may be possible impacts to the rectory of St. Mary's Church. The rectory may be relatively close to the extended roadway. This option is feasible, however, further investigation is recommended to determine the impact to the intersections of Pearl Street at Illinois Route 31 with the additional traffic from Grand Avenue and Broad Street. 7. Dartmoor Drive connection across railroad tracks (E-7.3) An additional railroad crossing was investigated for Dartmoor Drive to connect Crystal Lake Road directly to Illinois Route 31. However, this option is not feasible due to the current restrictions of the railroad. For every new at-grade crossing introduced, two (2) existing at-grade crossings must be eliminated. This improvement appears unfeasible. — 8. Municipal Drive extension to Illinois Route 31 and signalization of the intersection of Dartmoor Drive at Illinois Route 31 (E-7.3) The connection from Municipal Drive to Bank Drive, providing access to Illinois — Route 31 is already under design preparation. Once traffic signals are warranted, the intersection of Dartmoor Drive and Illinois Route 31 should be signalized for access onto Illinois Route 31. This will be critical once the Pacini parcel to the west of Illinois Route 31, and the areas adjacent to City Hall are further developed. In addition, it should be considered to restrict the entrance along Illinois Route 31 to the bank to right-in/right-out movements only. 8A. Dartmoor Drive extension to Ridgeview Drive (E-7.3) The connection of Dartmoor Drive to Ridgeview Drive, providing access to Illinois Route 31 and Bull Valley Road, is already under design preparation. Once traffic signals are warranted, the intersection of Dartmoor Drive and Illinois Route 31 should be signalized for access onto Illinois Route 31. This will be critical once the Pacini parcel to the west of Illinois Route 31 is further developed. 9. Restriction of access along Miller Road (E-7.3 & E-7.4) The entrances from Old Bull Valley Road onto Miller Road will be closed or restricted to limit the amount of access points along Miller Road. The entrances — are labeled (a) through (h) on Exhibits E-7.3 and E-7.4. The full access entrance (a) for McDonalds is proposed to be closed due to the improvements at the intersection of Illinois Route 31 and Bull Valley Road. A proposed right-in/right- out entrance (b) may be maintained for the commercial development which is located further east. Entrance c will be closed which currently provides access to. Old Bull Valley Road, west of Green Street, while entrance (d) will be left as a full entrance to maintain access. Entrance (e) which provides access to Old Bull Valley Road east of Green Street ,^ will be restricted to right-in/right-out only. As discussed below in improvement No.13, an extension of Valley Drive is proposed which will eliminate entrance (f), COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 15 into the townhome development and entrance (g), McHenry Ave. The furthest entrance to the east (h), which provides access to Old Bull Valley Road, will be restricted to right-in/right-out only. 10. Close Lawrence Drive, connect Medical Center into Ridgeview Drive and Consolidate/Restrict Accesses (E-7.3) Closing Lawrence Drive, restricting the entrance to the Medical Office building to a right-in/right-out and consolidating the access to the commercial/industrial area on the north of the Lawrence Drive intersection will reduce the number of entrances along Bull Valley, which lessens the accident potential and preserves the capacity and flow along Bull Valley Road. Medical Drive will be extended to. — connect to Ridgeview Drive, which then provides the hospital use of a signalized intersection at Ridgeview Drive and Bull Valley Road. A connection is proposed between the office building and the detention pond to the south. The detention pond will most likely need to be modified to extend the roadway to the west to connect into any future development, which is currently a vacant parcel used for agricultural purposes. This improvement is feasible and recommended. 11. Shamrock Road extension into Ridgeview Road (E-7.3) This connection would provide alternative access to Bull Valley Road avoiding — the Illinois Route 31/Bull Valley intersection. However, the proposal does not seem feasible due to the negative impact this extension would cause to the existing townhome development. 12. Connect Centegra Drive into Shamrock Lane (E-7.3) A connector roadway from Centegra Drive to Shamrock Lane would provide additional access to the hospital. This will also provide another controlled (signalized) access to the facility. The swath of land for the extension is currently a vacant parcel. There is approximately a 75' distance between two (2) office buildings near Medical Center Drive, which should be adequate for a two (2)-lane roadway. This is a feasible alternate and recommended. A further recommendation would be to reconfigure the existing entrance to Centegra Hospital off of Illinois Route 31 to a right-in/right-out to facilitate capacity along Illinois Route 31 and improve safety. Adequate signage will have to be provided in order to minimize visitor confusion. 13. Valley Drive extension into Miller Road at the intersection of Broadway Road and close off other stubs (E-7.4) The extension of Valley Drive southward will provide direct access to Miller Road. This connection will provide the opportunity to eliminate some of the access points along Miller Road as discussed in improvement No. 9. As the parcel east of Village Green develops, an internal roadway network is proposed, which will connect Village Green and the McHenry Sanitary Treatment Plant and eliminate the two (2) entrances along Miller Road. Providing the extension of Valley Drive to Broadway Road would also enable the City to restrict access to COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 16 the Old Bull Valley Road entrance to the east. This improvement is considered feasible and is recommended. 14. Fairway Road extension to Country Club Road to the east(E-7.4) This connection would enable residents along County Club Road alternative access and more direct access to Green Street. The only difficulty with this improvement is that currently the land is owned by the McHenry County Club, which may not look favorably on a roadway splitting the southern piece of property. Further investigation is required if the City wishes to pursue this improvement. 15. Connection between Mineral Springs Drive and Emerald Drive and consolidation of entrances off of Chapel Hill Road (E-7.4) With the widening of Chapel Hill Road to a five (5)-lane section and the amount of traffic that is forecasted to utilize the roadway in the future, it is imperative to provide access control (limiting the number of entrances.) As stated previously, limiting the number of access points lessens the accident potential and preserves capacity and flow. It is recommended to consolidate the eight access points, which are closely spaced together north of Miller Road, and provide left turn channelization within the proposed barrier median. In addition, connecting Mineral Springs Drive to Emerald Drive will enable the northern subdivision access south to the remaining entrances off of Chapel Hill Road. The connection. will also provide access for the southern subdivision to River Road to the west in lieu of Chapel Hill Road. The greatest barrier for consolidation and connection of — the entrances between Mineral Springs Drive and Emerald Drive is that the drives are privately owned. The City of McHenry would have to gain jurisdiction of the _ roadways since the residents are only likely to agree to consolidation if the City takes jurisdiction since they pay for their roadway which has a limited amount of traffic. Consolidation would increase the traffic on some a portion of the roadways. If the improvement is not possible, a bi-directional center left turn lane will have to be provided within the area in lieu of a barrier median. This improvement is recommended if the City is willing to gain jurisdiction of the roadways. 16. Extension of Hilltop Blvd into State Park Road to the south (E-7.5) This connection will provide a direct route to the future Veterans Parkway for more of a direct access to Illinois Route 31. This improvement may be best done by a developer as the empty parcel is developed. This improvement is feasible and recommended. 17. Curran Road realignment south of Illinois Route 120 (E-7.5) As development continues to grow to the west, Curran Road will become a main collector roadway between Bull Valley Road and Illinois Route 120. It is recommended that the curves along Curran Road be flattened to collector road standards to provide a safer roadway, especially as traffic continues to grow. However, if Curran Road becomes the West McHenry Bypass, the curves should COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 17 be flattened as part of the widening for a five-lane section as part of that improvement. 18. Extension of Kresswood Drive, Relocation and Restriction of Church Access, and Develop a Collector Between Bull Valley Road and Crystal Lake Road (E-7.3) -- In order to consolidate access along Bull Valley Road between Crystal Lake Road and the railroad tracks to the east, it is recommended that the current subdivision entrance at Kresswood Drive be restricted to right-in/right-out movements only. An extension of Kresswood Drive should be constructed westward, intersecting Bull Valley Road at the Gilger Property, and connecting to the collector road currently under design for the Patriot Estates Subdivision. Once traffic signals are warranted, this intersection should be signalized for access onto Bull Valley Road. This will be critical once Patriot Estates and the areas to the north-east of the Bull Valley/Crystal Lake Road intersection are further developed. In addition, it should be considered to restrict the entrance along Bull Valley Road to Holy Apostles Church to right-in/right-out movements only, and provide a frontage road along the south side of Bull Valley Road connecting the church to the collector road. Additional access control is being investigated as part of the Bull Valley Road/Miller Road/Chapel Hill Road Access Study. The study will determine access points and signalized intersection geometrics. Further improvements are proposed along Chapel _ Hill Road north of Illinois Route 120. As part of that study, it is recommended that the existing Chapel Hill Road will become a frontage road for the residential development and a new Chapel Hill Road will be provided to the east of the existing Chapel Hill Road. For further information regarding access control along these roadways, refer to the Access Study. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 18 PEDESTRIAN CONSIDERATIONS Included as Exhibit E-8 is McHenry's 2004 Official Bike Path Plan. From the map, it appears that the proposed bike paths are connecting to parks and schools within the City of McHenry with many connections north into the Village of Johnsburg. It is proposed that additional bike paths be considered as the development grows to additional adjacent municipalities. It is recommended to extend the bike path in the future from Shore Drive to the west within any proposed development which may occur along Illinois Route 120, eventually connecting to Wonder Lake Road. Once operations at the gravel pit end and are overlaid with residential development, there may be an opportunity to provide a bike path from Valley View School to Draper Road, giving alternate means of transportation to the school other than vehicular. It is also recommended to include future paths south of Bull Valley Road connecting to Crystal Lake from Curran Road. This intersection will be signalized as future -" development grows, giving an opportunity for safe access across Bull Valley Road. The bike plan shows a crossing along the north and east approach of Illinois Route 31 at Miller Road to connect into the existing bike path along the south side of Miller Rd. It is suggested that the proposed bike path crossed Bull Valley Road at the intersection of Ridgeview Drive since this intersection will be signalized and there is much less traffic along Ridgeview Drive compared to that of Illinois Route 31. Regardless of the type of development, commercial, industrial/business park, or _ residential, sidewalks should always be provided to avoid pedestrian activity in the roadway. During the drop-off and pick-up times, excessive backups are occurring along Green Street and Kane Avenue. The City requested a study be completed to determine alternatives to improve the traffic problems which are occurring at the school facility. Observation Edgebrook School is located in the southwest quadrant of the intersection of Green Street and Kane Avenue. The facility campus encompasses Edgebrook School, which is comprised of pre-kindergarten through third grade, and Chauncey H. Duker School, which is fourth and fifth grades. During the morning, buses start unloading children at 8:10 a.m. with pick-up starting at 3:10 p.m. Edgebrook has multiple loading and unloading times throughout the day with the pre-kindergarten and kindergarten schedules. The heaviest traffic time is during the 8:00 a.m. and 3:00 p.m. periods. Observations were taken on Monday, April 18, 2005, for afternoon dismissal and Tuesday, April 19, 2005, for morning unloading. Kane Avenue is a two (2)-lane roadway with curb and gutter section. Sidewalk is provided on the south side only. Approximately 260'west of Green Street, Kane Avenue widens by approximately 12'. The parking provisions along Kane Avenue includes a parking restriction of two (2) hours spanning, approximately 100' east of Center Street going eastbound, and no parking provision on the north side of Kane Avenue from 4:00 p.m. to 12:00 a.m. on Fridays only. Handicap spaces are provided along the north side of Kane Avenue across from the most western circle access drive. For the campus layout refer to Exhibit E-Al. Access into the campus is provided at two (2) entrances along Kane Avenue into the circle drive, which provides admittance into the faculty parking area. The drive is one (I)-way with the western access being the entrance and the eastern drive the exit. There is also an entrance off of Center Street to the east, which provides access to a small parking lot and a striped turnaround. The turnaround is meant to provide a location for parents to drop off their children. During drop-off and pick up times, pylons are located west of the turnaround to prevent vehicles from driving through the southern portion of the campus for safety. Parking areas, which are provided for faculty, are labeled on Exhibit E-Al, A through E, with the provided spaces. There are a total of one hundred twenty-eight (128) spaces provided. On the day of observation, twenty-nine (29) of these spaces were empty. In the morning, teachers are permitted to enter the circle drive for access to the parking facility until 8:10 a.m. After. �- that time, no vehicle access is allowed within the circle drive. The circle drive is provided for bus loading and unloading only and is open to traffic once the buses have departed. Faculty will park along Kane Avenue or in the parking lot A or E if they arrive later than 8:10 a.m. However, faculty is encouraged to arrive before this time. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE7030631-9 Page 25 A crossing guard is located at the intersection of Kane Avenue and Green Street to provide safe pedestrian access across the roadways and also to provide priority of bus access from and onto Green Street. Typically, the guard will provide pylons along the north side of Kane Avenue within the narrow portion of the roadway to prohibit parking within this area to maintain adequate width of two (2)-way operation. A traffic barricade is located along the north side of Kane Avenue across from the eastern circle access drive to restrict parking which gives the buses sufficient area to turn. On the day of observation before afternoon dismissal, there were nine (9) vehicles parked along the south side of Kane Avenue between the circle entrance and exit, and two (2) vehicles parked in front of Edgebrook School. It was assumed that these vehicles were faculty since the same vehicles were there after dismissal. On that particular day, the crossing guard was unable to put the pylons on the north side of Kane Avenue near Green Street. This enabled parents to park on both sides of the street, which prohibited the flow of two (2)-way traffic. This situation caused much longer backups on Green Street. The crossing guard was required to clear Kane Avenue of eastbound vehicles before she could let additional buses onto Kane Avenue from Green Street since there was not adequate _ street width. It also provided a dangerous situation for pedestrians with vehicles turning onto Kane Avenue with limited sight distance, and lane width, and parents/children continually crossing at various locations. As told by a parent, the traffic is typically worse. However, that particular day there were after school activities. The parent also stated that she complained about the no parking along the north side of Kane Avenue in front of the school because she is unable to walk far and sometimes has to park as far away as Center Street. It was also observed that certain buses parked along the north side of Kane Avenue in front of Duker School before entering the circle drive. This is probably due to the schedule. However, at one time there were buses parked along Kane Avenue and then another bus parked in the westbound lane waiting to access the circle. The morning drop-off is similar to the unloading in the afternoon. However, the volume of traffic was lighter and appeared to go smoother. There were still no pylons along the north side of Kane Avenue in front of the school, which again provide a dangerous situation since some children were unescorted across the street, again with the limited sight distance and continual flow of traffic. Once drop-off was over, there were a total of eighteen(18) vehicles parked along Kane Avenue, which were assumed to be faculty. COMPREHENSIVE TRANSPORTATION STUDY SEC Job No.MCHE-030631-9 Page 26 w RECOMMENDATIONS It is recommended that "No Parking" signs be posted along the north side of Kane Avenue from Green Street to 260'to the west (narrow portion of Kane Avenue). Parents have been requested not to park in this location if the pylons are not present; however, parking still occurs. Parking along both sides of the street inhibits two (2)-way traffic, and generates additional backups along Green Street, and provides an unsafe situation for pedestrians. For those parents in a situation that necessitates special assistance, it is recommended that those parents access the back parking facility off of Center Street and utilize the turnaround, or park along the north side of Kane Avenue in the handicapped spaces, and have a faculty member m@et the parent at the circle entrance. Faculty who arrive late and are unable to park on campus, should park in Lot A off Center Street, or on the north side of Kane Avenue west of the campus. It should be stressed to the faculty not to park along Kane Avenue, especially on the south side in _ front of the school. This forces parking on the north side and having children crossing Kane Avenue where there are multiple vehicles pulling in and out and a larger amount of bus traffic. If possible, it is recommended to enable buses to park in the circle along the outer two (2)-lanes and loading commences within the lane closer to the school entrance. As buses _ leave the outer buses may pull in and unload. If not, it is recommended having the buses park along the south side of Kane Avenue, further west of the campus until they are ready to load students.
