CONSENT AGENDA TO: Mayor and City Council FROM: Douglas Martin, Deputy City Administrator FOR: June 13, 2011 Regular City Council Meeting RE: Sign Variance for A Day at Petersen Farm The Landmark Commission will be sponsoring "A Day at Petersen Farm" on June 26, 2011 at the Petersen Farm. In order to advertise this event, they are requesting permission to place signs in the right-of-way at the following locations. * Route 31 and Bull Valley Rd. * Front Street and Route 120 * Richmond Road and Elm St. * Richmond Road and McCullom Lake Road * Richmond Road and Blake Boulevard * Route 120 and Chapel Hill Road * Route 120 and Oak Dr. * Crystal Lake Road and Bull Valley Road * Crystal Lake Road and Route 120 * Charles Miller Road and Green Street * Green Street and Waukegan Street * Chapel Hill Road and Lincoln Road The signs will be posted June 14 and removed immediately after the event. CONSENT AGENDA TO: Mayor and City Council FROM: Douglas Martin, Deputy City Administrator FOR: June 13, 2011 Regular City Council Meeting RE: Temporary Use Permit for Nicolino's Trackside ATT: Permit Application Site Plan Nicolino's Trackside, located at 621 Ridgeview Drive, is requesting a temporary use permit to allow a 40' X 40' tent (see attached site plan) at their current restaurant location from June 24 to June 25. The proposed event is on Friday June 24 and is being marketed by Nicolino's, in conjunction with the Charity Golf Outing, to raise funds for the McHenry Firefighters Association Charities. The golf outing is being held at Boone Creek Golf Club and Nicolino's is marketing their location on Ridgeview Drive to attract patrons to their establishment following the conclusion of the golf outing. Recommendation: Staff recommends approval with the following conditions: 1. No parking signs shall be posted on both sides of Ridgeview Drive from Bull Valley Road south of the landscape median and extending 20 feet south of the entrance to the subject property on the eastern and western sides of Ridgeview Drive; 2. No signs, with the exception of the "No Parking" signs required as a condition of approval of this temporary use permit, are to be placed in city right-of-way at any time; 3. All temporary sign/banners used for this event be authorized in accordance with the regular temporary sign permit process; 4. The approved fiscal year 2010-11 budget included $10,000 for the installation of an epoxy floor covering at Water Plant #1 located at 105 Green Street. Epoxy has been used successfully in other water plants and at the South Wastewater Treatment Plant. An epoxy floor covering provides a durable, long lasting floor finish and does not require yearly repainting as latex products currently used. Analysis. The Water Division received the following proposals for installing an epoxy floor covering in Water Plant #1: Furst Concrete Solutions - Bull Valley, Illinois $7,700.00 Busy Beaver, Inc. —Lake Zurich, Illinois $20,167.00 Furst Concrete Solutions previously installed epoxy floor coverings at Water Plant #4 and the water meter testing room in Plant#1. Recommendation. Staff recommends approval of the proposal from Furst Concrete Solutions for the installation of an epoxy floor covering at Water Plant #1 for an amount not to exceed $7,700.00 CONSENT AGENDA TO: Mayor and City Council FROM: Douglas Martin, Deputy City Administrator FOR: June 13, 2011 Regular City Council Meeting RE: Amendments to the Zoning Ordinance and Municipal Code Regarding Residential Chickens COMMITTEE RECOMMENDATION: To seek City Council authorization to present proposed zoning amendments relating to Residential Chickens to the Planning and Zoning Commission. The Community Development Committee recently reviewed proposed amendments to the zoning ordinance and municipal code related to the keeping of residential chickens in the city and has directed staff to forward the proposal to the full City Council for direction to schedule a public hearing before the Planning and Zoning Commission. Traditionally, during the summer and fall months, the Clerk's Office receives numerous requests for permission to hold block parties within the City limits. The requests usually entail blocking off streets at specific locations within a particular subdivision. The Public Works Department provides barricades. The Fire District offers a visit by personnel and/or a fire truck, as well. Inasmuch as City streets are closed for these events, City Council permission must be granted. Following Council approval, the Police Department, Public Works Department, McHenry Township Fire Protection District, and the Applicant are notified in writing of the approval. The McHenry Riverwalk Foundation has been accepting donations since 2001 to aid in the enhancement and completion of the Riverwalk Project. One of the goals of the foundation has been to appropriately recognize these donors with a monument sign on the Riverwalk. Recently the foundation worked with HR Green to develop the concept and acquire bids for installation. Bids were received and presented to the McHenry Riverwalk Foundation on June 1,2011 for foundation approval. The proposed sign would be approximately 5' x 9'. The sign will sit approximately 12' off of the Green Street sidewalk and 2' off the actual Riverwalk. It will include two small water features that will circulate water into small self-contained troughs. A separate monument sign will sit adjacent to the main sign and a large bronze plaque with all the donor names to-date will be axed to it. As additional phases are built, additional 3' donor recognitions signs would be added. In addition to the donor sign, the foundation is working to recognize the site of McHenry's first hospital and the contributions of the Gladstone Family in those efforts. This is proposed to be accomplished by removing the "hot rock" and building a new 5' x 6' x 3' stone encasement around plumbing fixtures where the plaques would be affixed. Analysis. City staff has been involved in a large part of the design process to ensure location, size, and design all fit with the current standards of the Riverwalk project. This sign will recognize persons who helped make the initial phase of this project a reality. The character of the sign will help bring notoriety to the Riverwalk and will be an excellent addition to the project. The McHenry Riverwalk Foundation will be paying for this project in its entirety. Recommendation. To approve the McHenry Riverwalk Foundation's request to install a donor recognition monument sign and a stone encasement for recognition of the site of McHenry's first hospital adjacent to the McHenry Riverwalk in the Green Street. The Legend Lakes Homeowners Association has requested use of Shamrock Farms Park for two community events that they would like to host on June 18, 2011, and July 16, 2011. The event on June 18t'is a family movie night and ice cream social that will begin at 6:00 PM, with all participants out of the park by 10:30 PM. Organizers estimate approximately 300 attendees. The event is open to the public free of charge. The event proposed for July 16t' is a family picnic from 11:00 AM to 5:00 PM. The picnic would include a petting zoo, pony rides, a Baggo tournament and various youth activities and games such as a potato sack race. For this event, the HOA is also requesting a beer and wine permit that would allow families to bring their own alcohol into the park for the event. This event is also free to all attendees with an estimated attendance of 450. The HOA is requesting a fee waiver for use of the park for each event as they are open to residents at no charge. Analysis. Staff has no issues with the proposed events. Shamrock Farms Park is large and with "--- e events being centrally located utilizing the pavilion, there will be a sufficient buffer between the event and neighboring residents. Low City of McHenry Planning and Zoning Commission Minutes June 2,2011 Public Hearing: O'Reilly Automotive File No. Z-767 4611 West Elm Street Variances Chairman Schepler noted the Public Hearing regarding the O'Reilly Automotive application for variances was convened on May 19, 2011 and recessed to today's date. He called the recessed Public Hearing to order at 7:31 p.m. regarding File No Z-767 an application submitted by O'Reilly Automotive for the following variances for the property located at 4611 West Elm Street: l. To reduce the 10' foundation base landscape strip by 5' on the north side of the proposed building; 2. To reduce the 30' rear yard building setback by 6.2' to 23.8% 3. To allow driveway lanes exceeding 12' width/lane and driveways to exceed 36' in total width; 4. Any additional variances required for the applicant's development of the subject property in substantial conformance with the site, landscape and lighting plans submitted with the application. Chairman Schepler stated Notice of the Public Hearing was published in the Northwest Herald on May 6, 2011. Notices were mailed to all abutting property owners of record as required by ordinance. The subject property was posted. A Certificate of Publication and Affidavit of Compliance with notice requirements are on file in the City Clerk's Office. In attendance was Miles Gatlin representing the applicant who was sworn in by Chairman Schepler. Mr. Gatlin provided a summary of the request before the Commission at this Hearing. He noted O'Reilly Automotive intends to demolish the existing building on the site and redevelop the property with a new building which would resemble the 3,800 O'Reilly Automotive prototype structures across the country. Due to the narrow depth of the site, the building would have to be downsized to accommodate the property. Mr. Gatlin noted variances would be required to redevelop the site including: l. To reduce the 10' foundation base landscape strip by 5' on the north side of the proposed building; 2. To reduce the 30' rear yard building setback by 6.2' to 23.8% 3. To allow driveway lanes exceeding 12' width/lane and driveways to exceed 36' in total width Mr. Gatlin noted the redevelopment of the property would be accomplished by using local services/contractors and suppliers. Deputy City Administrator Martin provided the Commission with the Staff Report regarding this matter. He pointed out the surrounding zoning and uses of adjacent properties. He acknowledged the proposed redevelopment would be a great improvement to the property and to the area in general. The variances are necessary largely due to the narrow depth of the site. Staff recommends approval subject to the existing fencing being repaired, removed or replaced, replacement of any dead parkway trees, and that the site be developed in substantial conformance to the plans submitted as part of the application. Chairman Schepler invited questions and comments from the commissioners. In response to an inquiry, Mr. Gatlin stated deliveries would be made by semi tricks at a 6' by 8' rolling door. Dealer to dealer pickups would be made at a door located on the west side of the building. This door would be utilized by local car dealers who would be picking up parts and not required to go through the general retail portion of the store. Deputy Administrator Martin noted the lighting of the site would have a 1 foot candle minimum throughout as required by ordinance. Lighting of the rear portion of the site adjacent to residential properties is not required, however. Noting the existing pole sign on the site, question was raised by the Commission if the applicant intended to utilize the sign standard. Mr. Gatlin noted the pole sign would be removed. The applicant intends to install a freestanding sign in conformance with the sign ordinance at the northwest portion of the property. He noted no sign variances are being requested. Deputy Administrator Martin noted the applicant would be permitted a freestanding sign with a maximum area of 120 square feet and 15 feet in height. Two wall signs would also be permitted. Question was raised if the building would be similar to the O'Reilly Automotive building located in Crystal Lake. Mr. Gatlin noted the Crystal Lake building is a 75' by 75' prototype building as the site is much larger than the proposed McHenry location. Responding to further inquiry,he noted the McHenry structure would be a metal panel building. Deputy Administrator Martin stated no detention facility is being proposed for the property. The site is currently developed with impervious surfaces and the new structure would not add any impervious surfaces to the site plan. If at all possible the applicant would be required to connect to storm water manholes in the area; however, that may not be possible if there is not a manhole in close proximity. Commissioners inquired when the applicant intends to begin redevelopment of the site. Mr. Gatlin responded construction permit applications would be submitted immediately following Council approval of the requested variances. Responding to further inquiry, Mr. Gatlin stated the proposed site was deemed the best location for an O'Reilly Automotive store in McHenry. In response to Chairman Schepler's inquiry, there were no questions or comments from the audience regarding this matter. Further discussion occurred regarding the possibility of the applicant tying into IDOT's storm water system. Deputy Administrator Martin noted if the applicant seeking connection to IDOT's system, it would require submittal and approval by IDOT before that could occur. Zoning This site is zoned C-5, Highway Commercial District, which allows for use as a retail auto parts business. The adjoining properties on the east and west, as well as the properties to the north (across Elm Street) are zoned C-5, Highway Commercial District. The adjoining properties to the South (across the 20' unimproved alley) are zoned RS-2. Landscaping/Foundation Base Landscape Variance The proposed landscaping will meet or exceed that required by City Ordinance and will comply with the 15' rear landscape buffer on the south side, the 10' landscape buffer on the east side, the 10' front landscape buffer on the north side of the Property, and the 5' foundation base landscape area required on the west side of the building. Paragraph B(4)(a) (Foundation Base) and Table 15 (MC-08-960) of Section Vill (Landscaping & Screening) of the Zoning Ordinance of the City of McHenry require a 10-foot landscaped strip (foundation base) on the front (north side) of the building. Building Setback Variance Table 6 (Commercial District Requirements) of Section V (Commercial Districts) of the Zoning Ordinance of the City of McHenry requires a minimum rear yard setback adjacent to a residential district of 30' plus 2' for each foot of building height over 35 feet. The proposed building on this property will be less than 35' in height, so the minimum rear yard setback is 30'. The south adjacent properties are zoned RS-2 and are utilized as residential property. There is an unimproved alley that appears to be approximately 20' wide between the O'Reilly Property and the south adjacent properties. There is also an existing wooden fence along the southem property line of the O'Reilly Property, which appears to be in good condition. If this fence is acceptable, O'Reilly plans to leave in place. If it is not acceptable, O'Reilly is willing to build a new 6' high wood fence along the entire southem property line of the Property. The O'Reilly Site Plan also includes a landscape buffer consisting of understory trees behind the rear of the building. This will also shield the adjoining residential properties from the building and parking as developed by O'Reilly. The O'Reilly Site Plan includes curb cuts for two (2) driveways on Elm Street. The driveways are both less than the thirty-six (36) feet maximum in the ordinance. However, since the driveways are designed with two (2) lanes, in order to develop this property, O'Reilly would require a variance to allow lanes greater than twelve (12) feet each. Closing This property is in an area of commercial development on Elm Street (Route 120) west of Route 31. The City of McHenry's Comprehensive Plan notes the existence of several deteriorating structures and vacant storefronts that detract from the overall attractiveness of this shopping area. McDonald's Corporation is proposing to construct a new 3,900 square foot store at the southeast corner of Park Place and Front Street (Illinois Route 31) on approximately 1.18 acres of vacant land zoned C-5 Highway Commercial District. Due to the impending road improvements at the intersection of Front Street and Charles Miller Road they are relocating their existing store at the northeast corner of that intersection to the proposed site north of McHenry Savings Bank. Analysis. Staff reviewed the drive-thru in accordance with the drive-in establishment guidelines and found the design in substantial compliance with all of the provisions. Additionally, the applicant is seeking a variance to the driveway width requirements to increase the maximum width permitted for the inbound lane of traffic adjacent to Park Place from 12' to 14'. The city's zoning ordinance requires non-residential driveways to be no more than 12' per lane of traffic up to a maximum of 36'. The two outbound lanes are 12' each however the inbound lane is wider due to the site design, which is dictated by topography and location of the proposed access off Park Place. To facilitate all types of vehicles, a larger turning radius and lane width is required for the inbound lane. There is 15' of fall on the site, from south to north, and the design of the access to the site is directly related to the location of proposed development to adjacent roadways and impacted by elevation changes. Staff is of the opinion the proposed design is the most safe and efficient to facilitate traffic flow into and throughout the site. McDonald's is seeking a variance to the foundation base landscaping requirement to allow a reduction from 10' to 4' on the west side of the proposed building. Staff believes due to the topography and existing grade separation between the site and adjacent roadways, and the fact the west side of the building serves as the primary customer entrance, it would be difficult to meet the required width. Staff does not have any problems recommending this variance. Recommendation. Staff recommends approval of the following requests, which were approved by the Planning and Zoning Commission, to allow a drive-in establishment on the subject property in accordance with the attached site and landscaping plans subject to the following conditions: • Conditional use permit shall be revoked and become null and void if the use is not established, a required building permit is not obtained and, construction is not started within one year of the date of ordinance approval by City Council or if the use ceases operation for more than one year. • The applicant shall investigate the feasibility of an interconnection with the vacant property to the east, as well as the possibility of creating a more direct sidewalk connection from the east property line leading to the restaurant entrance for pedestrians and bicyclists, similar to the connection/striping from Illinois Route 31. • Address the issue of safety on the south property line in terms of the elevation difference between the top of the proposed retaining wall and the parking lot with some type of barrier or fence potentially on top of the retaining wall. • Investigate the possibility of relocating the transformer on the south side of the building closer to the building and also screening the transformer from public view. • Investigate how on-site snow removal will be handled in terms of snow placement after the lot is cleared so vision clearance and safety are not issues. • Insert a sidewalk along Park Place lot frontage in accordance with the city ordinances. • Insert concrete pad and sidewalk connection from employee-only service door on the south side of the building to the trash corral. • Delineating the three parking spaces closest to the drive-thru lanes on the west side of the building as employee-only parking with signage so there are no conflicts with vehicles backing-out of those spaces and hitting pedestrians or a stationary vehicle lined-up to utilize the drive-thru. 2) Approval of a variance to the zoning ordinance provisions regarding driveway width requirements for non-residential uses to increase the maximum width permitted for the inbound lane of traffic adjacent to Park Place from 12' to 14' with the condition the site is designed in substantial accordance with the site plan prepared by Watermark Engineering Resources, Ltd. 3) Approval of a variance from the zoning ordinance provisions regarding foundation base landscaping to allow a minimum width of four feet of foundation base landscaping along the western side of the building with the condition the site is designed in accordance with the landscape plan prepared by Watermark Engineering. Conditional Use permit to allow the construction and operation of a restaurant with a drive-in facility; 2. Variance from the foundation base landscaping requirement from 10' to 4' on the west side of the building; 3. Variance from the maximum allowable driveway width to allow a 14' entry lane onto the site from Park Place; 4. Any additional variances required to allow construction of the restaurant on the subject premises. Chairman Schepler stated Notice of the Public Hearing was published in the Northwest Herald on May 4, 2011. Notices were mailed to all abutting property owners of record as required by ordinance. The subject property was posted. An affidavit of compliance with all notification requirements and a certificate of publication are on file in the City's Clerk's office. In attendance were the following representing the applicant: 1. Attorney Henry Stillwell; 2. Landscape architect Dan Olsen; 3. Construction manager Rick Dolan; 4. McDonald's area supervisor Ed Kraus; 5. McDonald's operations manager Joe Gott; 6. McDonald's real estate manager Elizabeth Stack. All were sworn in by Chairman Schepler. Mr. Stillwell provided a summary of the request before the Commission. He noted the request before the Commission this evening is very similar to the one heard by the commissioners last month regarding the property located at the northeast corner of McCullom Lake Road and Richmond Road. Both were proposals submitted by McDonalds USA requesting conditional use permits to allow the construction and operation of a restaurant with a drive-in facility. The variances requested for the subject property are lightly different than the previous site, however. The variations being requested this evening relate to the foundation-base landscaping and increasing the allowable driveway entry width. Mr. Stillwell noted the property is comprised of 1.18 acres and is zoned C-5. McDonald's intends to construct a new facility to replace the existing restaurant located at the northeast comer of the intersection of South Route 31 and Charles Miller Road. Upon completion of the new store the current one would be closed and the restaurant and its property which are owned by McDonalds would be offered for sale. Initially the property along Charles Miller Road was thought to be subject to a taking for the improvements to the Route 31 and Charles Miller Road intersection. However, that is no longer the case. Mr. Stillwell stated the new restaurant will face Park Place and have a single full-access entry onto Park Place. The site has a grade differential of 15' front to back. To that end there will be a retaining wall on the east, south and west boundaries of the premises. McDonalds will constrict a 3,900 square foot building with a dual, side-by-side drive-up system. The site will include 47 parking spaces of which two will be handicapped accessible. The lighting plan is the same as that proposed for the McCullom Lake Road site. Trash enclosure will be situated at the southeast corner of the property and will be enclosed with a structure which will augment the external components of the restaurant. Mr. Stillwell stated a variation is required to allow a reduction of the foundation base landscaping on the west side of the building. The requested driveway width expansion is required to accommodate the delivery and service trucks coming into the site. Mr. Stillwell noted the building constructed will be very similar to the new one proposed for McCullom Lake Road. However, there will not be a rear arcade with the McDonalds logo as it is not appropriate at this location due to the severe grade difference. There will not be a differential knee wall on the east side of the building as recently approved for the McCullom Lake site. Mr. Stillwell pointed out there would be a pathway/access to the Route 31 sidewalk as well as customer/pedestrian protected crossing on the site between parking spaces and the building entrances. He noted service and delivery trucks would circulate in a counter-clockwise pattern,which was part of the reasoning behind the request for the expanded driveway entry width. Mr. Stillwell pointed out the location of the freestanding sign on the site which will be situated at the extreme southwest corner of the property. Due to the sharp topographical change the height of the proposed sign is 25 feet. He noted the importance of attracting Bull Valley Road traffic to the site. The placement and height of the sign should assist in advertising the new location of the store. The results of McDonald's study for signage indicate the proposed location and height of the sign would provide maximum coverage and advertising for the store. Mr. Olsen addressed the Commission regarding the landscaping plan and proposed sign package. He noted the various landscape features and unique aspects of the landscape plan prepared by Watermark Engineering. He stated there would be a designated area for bicycle parking. He mentioned the retaining wall which would be required due to the topographical changes in the elevation of the site. The parking lot would be lower than the retaining wall. The wall would act as a landscape feature to prevent headlight overflow from the site. There would be landscape features around the base of the freestanding sign. Mr. Olsen then overviewed the entire sign package which is very similar to that proposed for the McCullom Lake Road site. Mr. Stillwell noted the approval criteria for conditional use permit and variances were addressed in depth in the McDonald's application. He stated the hours of operation are 5 a.m. until 1 a.m. for interior seating. The drive-thru would be open 24/7. There would be four employee shifts of twelve to fifteen members per shift. Deputy Administrator Martin provided the Commission with the Staff Report regarding this matter. He noted the applicant is seeking a conditional use permit to allow a restaurant with a drive-in facility and variances to the foundation base landscaping and driveway width. He concurred with the presentation proffered by McDonalds. Deputy Administrator Martin stated he mentioned to the applicant that an interconnection with the vacant property to the east would be desirable by the City. He urged McDonalds to investigate the possibility of an interconnection prior to the development of their site. He noted if there is no connection made at this time it would be highly unlikely in the future. Staff has reviewed the request and supports the proposal subject to the condition that an interconnection be investigated between McDonalds and the vacant parcels to the east and that the conditional use permit would become null and void if not established within one year. Chairman Schepler invited questions and/or comments from the Commission. Question was raised as to the possibility of a fence or some type of barrier being constructed on top of the retaining wall, especially as the top of the wall would be 8 to 10 feet above the grade of the parking lot. Concern was expressed regarding skateboarders and bicyclers making use of the drop upon their exit from Knox Park or the skate park. Mr. Stillwell responded that issue would be investigated and addressed. In response to a question regarding the composition of the retaining wall, Mr. Stillwell stated it would likely be comprised of landscape stone design. Issue was raised as to the requirement of sidewalk along Park Place. Deputy Administrator Martin noted the Municipal Code requires the installation of sidewalk as part of the site development. Mr. Stillwell responded if a sidewalk is required it will be installed. He noted there would be connectivity to the internal pedestrian system of the site. Commissioners inquired who owns the detention pond north of the subject property. Mr. Stillwell replied McHenry Savings Bank owns the pond. Question was raised as to where McDonald's would stack their plowed snow during the winter months. Mr. Stillwell responded that matter would have to be addressed and worked out with the property owner/developer of the subdivision. An inquiry was made as to the proposed bike path in the area. Deputy Administrator Martin noted the path is projected to be extended west along Dartmoor road and would eventually connect to the path which leads to Moraine Hills State Park. Brief discussion followed regarding means to safely access the trash corral on the site. Mr. Stillwell noted there would be a service door located at the southeast corner of the building with a striped pedestrian walkway to the corral at the southeast corner of the property. In response to a question regarding delivery and service trucks, Mr. Gott, operations manager for McDonalds, noted the deliveries would be made on the west side of the building . Trucks would be parked parallel to the building and would inhibit at most one of the drive-thru lanes during delivery. Discussion followed regarding the parking spaces located immediate south of the handicapped accessible spaces on the west side of the building. It was noted oftentimes patrons do not look before attempting to back out of these locations which could present a danger to pedestrians and motorists alike. It was suggested to mark those stalls as employee parking only. It was noted the transformer pad is located a the rear of the building and suggestion was made to move it next to the building so that it could be properly screened and would be less likely to be hit by a vehicle. Mr. Stillwell responded McDonalds would look at the site plan and determine if there would be a better location for the transformer. He also noted a concrete pad would be installed at the entry to the service door on the southeast corner of the building to assist with taking garbage to the trash corral. In attendance were McHenry Savings Bank officers Jim and Kathy Marinangel who expressed their excitement regarding the project and noted they have no objections to its implementation. In response to Chairman Schepler's inquiry, there were no further questions or comments from the audience. Responding to an inquiry, Ms. Stack noted McDonald's would begin work on the project as soon as approved by Council. She also noted the existing store would be vacated upon opening of the new restaurant. The old store would be de-arched—all logos, signs, and color would be removed- the building and site would then be marketed. Motion by Nadeau, seconded by Morck, to recommend to the City Council with regard to File No. Z-766 a request for conditional use permit and variances for McDonalds USA for the property located at the southeast corner of the intersection of Park Place and South Route 31 be granted as follows: 1. In staff s opinion the proposed wall signage is not overly excessive as it is proposed on three different facades of the proposed building and not overwhelming on any one side. A second menu board and 24 square feet of additional sign area for both menu boards are required due to McDonald's enhanced drive-thru configuration with two lanes to ensure fluid traffic movement throughout the site. The variance requested for height of the directional signs is minimal and staff does not have any concerns with the request. The proposed freestanding sign design is consistent with the Elm Street restaurant, as well as the future location on Richmond Road. Staff is of the opinion the variance would be appropriate for the following reasons: 1) the signage is identical in area with the Elm Street location and proposed sign area at Richmond Road and McCullom Lake Road and in compliance with the city's sign ordinance; and 3) the proposed sign is aesthetically-pleasing and will provide a visual benefit for the location. The proposed freestanding sign for the subject property will be located at the southwest corner of the site and is eight feet higher than the Elm Street and Richmond Road locations. The height difference is attributable to the drastic grade change of the property at Park Place and Illinois Route 31. In order to maintain a viable business at this location the freestanding sign will need to be recognizable from the intersection of Bull Valley Road and Illinois Route 31 because the majority of McDonald's sales are based on impulse traffic. Recommendation. Staff recommends approval of the proposed variances as presented.
