New Business Next Meeting: May 11, 2011 Agenda Item 2 McHenry Zone Skate Park Renovation Staff met with the Skate Park focus group on February 9t" to review the plans that were discussed with the Parks and Recreation Committee at the January 12, 2011 meeting. Two sets of plans (#4229 & #4237) were evaluated and discussed. Comments were generally positive with a few suggested changes. - Two of the large ramp areas for the BMX were reduced in size - One fun box was eliminated and two steel grind rails were added - One small BMX ramp was eliminated The configuration of the remaining fun box was changed to add a pyramid feature Plan #4278 (attached) is the result of the discussion and recommendations from the focus group meeting held in February. Estimated costs range from a high of $202,737 for the all steel system to a low of $198,301 for the wood frame/skatelite system. The cost estimates received with this plan included an installation fee that was not submitted with the past plants. These costs range from $19,229 to $28,563 depending on the type of system. We would anticipate costs would be slightly lower once a request for quotes is solicited on a competitive basis. The final cost for renovation of this wood ramp park could be in the $160-$180,000 range based on the design presented. The decision of the committee is whether to move ahead and solicit price quotations for the plan submitted or to further reduce the size of the project. One previous plan eliminated the BMX section (#4237) reducing project costs to $102,094-$71,448 depending on the system selected. WE LOOK FORWARD TO BUILDING YOU A GREAT SKATE PARK! y AGENDA ITEM 3 Dog Park Discussion In 2005, the City of McHenry developed site plans and cost estimates for development of a dog park at Riverside Hollow Park and Fox Ridge Park (West). Both sites were not developed due to neighborhood objections and high development costs. A third site was considered at the north end of the Petersen Park Farm with access from the Home Depot lot. Access and high development costs are the main obstacles on this particular site. Staff has continued to look for suitable locations for this type of facility in the community. Two potential sites have been identified: 1) IDOT FAP 420/North - This property located between Kohl's and Best Buy, East of Route 31, could be used with permission from IDOT. Access and parking may be granted by adjoining commercial properties. Approximately 20-22 acres could be available. 2) McHenry Municipal Center/Knox Park - This city owned property west of the Municipal Building and south of Knox Park could be utilized until a Recreation Center or other municipal use is needed. Parking and access could be designated from the Knox Barn/Skate Park lot. This site could be as small as few acres up to 10 acres in size. Both of these locations would be developed at less cost than our previous locations due to the use of ' existing parking lots and minimal site development costs. Water is available at both locations and electric is accessible at Knox Park. The Municipal Center site is the most visible and would be easier for staff to monitor and supervise. A dog park concept has been ranked high in our community needs assessment and we continue to receive requests or inquiries. The committee can discuss the feasibility of these two sites and decide whether to direct staff to move forward with preliminary plan and cost estimates. The City of McHenry currently doesn't have a populated Community Tree Inventory. McHenry has purchased the Davey Tree Keeper program and has applied for a technical grant to conduct the inventory. In 2008 a windshield survey was done of all parkway trees within in the city to gauge the ash tree population. Of the 4364 trees surveyed 806 were found to be ash trees, giving the city an approximately 18%ash tree component. RESTORATION GRANT STATEMENT OF NEED McHenry currently does not have a populated tree inventory, but that is not necessary to see the many vacant planting sites throughout our community. Even without the introduction of Emerald Ash Borer to the city, it will take the community many years to fill the vacant planting spaces.The opportunity to apply for this grant will help start the process of restoring McHenry's tree canopy and achieving many of the goals set forth in the grant program. When Emerald Ash Borer arrives in our community, almost one thousand additional trees will need to be removed and replaced,which is a daunting task for any.community.'lt is estimated that the cost of removal and replanting could reach over$500,000 over the next several years. This grant is a small step to begin mitigating the effect Emerald Ash Borer will have on our community. It is a welcome opportunity, and we look forward to working with the Metropolitan Mayors Caucus on the grant. WORK PLAN TASK ONE Removal:Twenty eight trees will be completely removed including stump removal from the selected neighborhood.This will be accomplished by in-house staff from the Public Works Department. TASK TWO Planting:Twenty eight two inch caliper trees will be planted according to the International Society of Arboriculture guide for planting ball and burlapped trees in all soil types.The trees will be supplied water at the rate of one inch equivalent of rainfall on a weekly basis for the first three years when soil moisture conditions warrant, until the trees are established.All trees will be mulched with a three foot diameter ring, to a depth of 2"-3"which shall be maintained until the tree is established.Trees shall be watered in at the time of planting. TASKTHREE Maintenance:The trees will be placed on the training pruning cycle after establishment and remain there for approximately twelve years.The trees will then be placed on the current pruning cycle of seven years. Maintenance recommendations are detailed in International Society of Arboriculture Tree Planting Best Management Practice http://secure.isa-arbor.com/webstore/BMPs- 059.aspx Sample Plan: Trees must be mulched and watered appropriately for three years to enable trees to become fully established and thrive. During the growing season.1" of water should be applied weekly to the root ball of newly planted trees unless adequate soil moisture is present. A 2"-Y layer of organic, wood chip mulch will be maintained in a circular area around the base of the tree that is at least 3' in diameter. All tags, rope and wire ties will be removed. Trunk wrap may remain in place for the first winter season if necessary for thin-barked trees. Stakes will only be used in windy locations and will be removed after one year. All trees will be monitored for pests or other signs of stress, and conditions will be remedied when appropriate and possible. Upon completion of the tree planting, a fist of trees planted under this project must be submitted quarterly through 2014. For each, list: date planted, species, diameter, location, cost of tree and labor, and condition (poor, fair, good; excellent).' A template has been enclosed in this application: A substitute format (i.e., planting blueprint, computerized inventory) may be used with approval of the Grant Supervisor. Failure to comply with this requirement may result'in cancellation of the current grant and disqualification from future grants.
