Background. Public Works received a request from Dale Johnson, representative of the
Riverside Hollow Homeowners Association, for the installation of stop signs within the
subdivision. The first location was on eastbound Arbor Drive at the intersection of Hemlock
Drive as a measure to control vehicular speed. The second location was on north and
southbound Kennedy Drive at the intersection of McCullom Lake Road to increase the safety
for the bus stop located on the southwest corner of the intersection.
Analysis. As the Committee is aware, the Manual of Urban Control Devices (MUTCD) is
the standard guideline used regarding traffic control devices on streets and highways. The
conditions outlined in the MUTCD support the installation of stop signs on northbound and
southbound Kennedy Drive at the intersection of McCullom Lake Road. Staff is supportive of
the request for this location.
However, with regard to the speeding issue, the MUTCD explains that the placement of stop
signs should not be used as a method of controlling vehicular speeds and should be placed in a
manner that minimizes the number of vehicles having to stop. After further discussions with
Mr. Johnson,he concurred with the logic and is satisfied with the possibility of increased
police patrol to deter speeding. Therefore, Staff does not support the placement of a stop sign
on Arbor Drive at the intersection of Hemlock Drive.
Recommendation. Staff requests Committee recommendation to the City Council for the
approval to amend Chapter 13 of the Motor Vehicle and Traffic Code for the installation of
stop signs on Kennedy Drive at the intersection of McCullom Lake Road.

Background. The city has been approached by Robert DiSilvestro of RDS Cycling in regards to
hosting a bicycle race in McHenry. Mr. DiSilvestro has nearly 20 years of experience organizing races
in communities such as: St.Charles, Melrose Park and Villa Park. These races are sanctioned by the
United States Cycling Federation(USCF)and all courses ultimately must be approved by their officials.
The race proposed in McHenry is a criterium style race in which a one to two mile course is defined and
participants complete a set number of laps. There are multiple categories for age and skill level and
each category races independent of the others for safety reasons. Each race lasts approximately an hour,
and with six to eight categories, the event lasts an entire day, usually 8:00 am to 4:00 pm. Events are
typically held on Sundays.
The proposed race course would affect a number of neighborhoods as shown on the attached map. The
start/finish line would be on Kane Avenue in front of Edgebrook Elementary School and Duker Middle
School. This area would also serve as the staging area for the race.
Analysis. This race would provide McHenry an opportunity to host a very unique event that could
potentially attract 1,000-2,000 spectators and hundreds of participants to our city and downtown area.
However, a race of this type is also an event that could have a significant impact upon the residents of
the area.
The police department has reviewed the race and, while feasible, significant manpower will be needed
to control the numerous intersections throughout the course. The organizers will be required to pay the
estimated$5,000 in overtime costs for police personnel.
While staff believes that this bike race would be an excellent opportunity to showcase the City of
McHenry, there are a number of impacts to consider. There is a church located near the route which
could affect travel routes. Resident access would be affected for approximately 68 homes.
Staff is bringing this to the Public Works Committee due to the impact on transportation and the
neighborhoods involved. Staff would like to have the committee consider the request to determine if it
is something the city would be interested in hosting. The applicant will be present at the meeting to
answer questions.
