Schmitt, Director of Public Works FOR: July 6, 2009 Public Works Committee Meeting RE: Stop Signs at Legend Lakes Neighborhood 1 ATTACHMENTS: Engineering Plans Legend Lakes Neighborhood 1 Background. Included in the approved engineering plans for Legend Lakes Neighborhood 1 are plans for the installation of stop signs. Analysis. The Manual of Uniform Traffic Control Devices (MUTCD) is the standard guideline used regarding traffic control devices on streets and highways. The MUTCD guidance for stop sign applications suggests that stop signs can be installed at an intersection of a less important road with a main road if the normal application of the right-of-way rule is not expected to provide reasonably safe operations in the judgment of the city engineer. Therefore, Public Works Staff is recommending installing stop signs as presented on the attached engineering plan. Recommendation. Staff seeks Committee's recommendation to the City Council to amend the City of McHenry Traffic Control Ordinance for the installation of stop signs as presented Legend Lakes Neighborhood 1 engineering plans. Included in the approved engineering plans for the Townhomes of Prairie Lakes are plans for the installation of stop signs and speed limit signs. Analysis. The approved engineering plans for the Townhomes of Prairie Lakes and Patriots Estates also include a 30 mph speed limit on Cunat Drive from Crystal Lake Road to Bull Valley Road. The City of McHenry Traffic Control Ordinance states "the speed limit on all streets and highways within the corporate limits of the City of McHenry is hereby established at 25 miles per hour". If the Public Works Committee agrees with the engineering plans, an ordinance needs to be established setting the 30 mph speed limit on Cunat Drive. Recommendation. Staff seeks Committee's recommendation to the City Council to amend the City of McHenry Traffic Control Ordinance for the installation of stop signs and speed limits as presented on the approved engineering plans. Staff has received numerous calls from residents in the area of Fox Ridge Park about vehicles parked on Dartmoor Drive. Residents are concerned that pedestrians crossing Dartmoor Drive at Huntington Drive are put at risk because of limited visibility between the parked vehicles. Street Division crews recently installed highly visible crosswalk markings and pedestrian crossing signs at this location. The City of McHenry Traffic Control Ordinance currently does not allow parking on the south side of Dartmoor Drive between Augusta Drive and Whitmore Drive, and at the driveway to the sanitary sewer lift station located on the north side of Dartmoor Drive,west of Fox Ridge Park. Analysis. Staff recommends creating a no parking zone on the north side of Dartmoor Drive to begin twenty (20) feet east and end sixty (60) feet west of the crosswalk at Huntington Drive. This suggested area of no parking also includes the driveway entrance to Fox Ridge Park. To alleviate congestion and the potential hazard to pedestrians utilizing the park, staff recommends expanding the no parking zone on Dartmoor Drive to include the north side of the roadway 20- feet east and 60-feet west of the crosswalk at Huntington Drive. Recommendation. Staff seeks the Public Works Committee's approval to amend the City of McHenry Traffic Control Ordinance to include no parking on the north side of Dartmoor Drive to begin twenty (20) feet east and end sixty(60) feet west of the crosswalk at Huntington Drive. Staff has received numerous calls regarding a sight distance problem when east bound vehicles on Main Street approach Front Street. Visibility becomes limited when vehicles are parked in the two parking spaces on the west side of Front Street, north of Main Street. The City of McHenry Traffic Control Ordinance permits two-hour parking in this area between 8:00 AM and 6:00 PM except on Sunday. Analysis. Options to eliminate or decrease the sight distance problem in this area may include: • permanently eliminate the parking spaces • more restrictive hours of parking • limit the type of vehicle parking i.e. compact cars only • create a time designated loading zone Recommendation. Staff recommends eliminating the two parking spaces on the west side of Front Street just north of Main Street.
