RE: Petersen Home Foundation Restoration Work
Recommendation: To approve a change order adding $5,748.25 to contract amount and
final payout to Carmichael Construction, Inc. not to exceed $14,200.25 for work associated
with the Historic Petersen Home Foundation Restoration.
On April 6, 2009, the City Council awarded the bid from Carmichael Construction, Inc. for work
associated with the restoration of the historic Petersen Home foundation for $28,726. The
project included installation of steel beams and support posts to relieve the load on the natural
stone foundation. The stone walls were tuckpointed and remain visible as an example of 1840's
architecture. A concrete floor was poured and utility systems were updated. The engineer's
estimated opinion of cost for the repairs is $47,150.
During construction, asbestos insulation was discovered wrapped around several pipes in the
basement. A licensed contractor was hired to safely remove the asbestos and reinsulate the pipes
for $3,892. Throughout the construction process the contractor kept Construction and
Neighborhood Services staff informed and recommended replacing the water heater with a high
efficiency boiler that also serves as a water heater($486), installation of a sump pump pit and
sump pump ($429.38), reframe staircase floor & wall ($440.87), and repairs to existing floor
joists that required approval from a structural engineer ($500). Changes to the project brought
the total from $28,726 to $34,474.25, still below the engineer's opinion of cost as well as the
next lowest bidder for the project. A small amount of masonry work will be performed in the
spring for$474,which will be withheld from the final payout until the work is completed.
A copy of the invoice detailing the changes as well as a letter from Mr. Carmichael and the
structural engineer are attached.
Staff recommends approving the changes to the project and the final pay request to Carmichael
Construction, Inc. for$14,200.25.

Bill,
Attached is the letter you requested from my structural engineer; he will be sending you the
original in the mail. Also, I have enclosed what is the newest and supposedly the best boiler
and hot water heater setup on the market. The existing boiler is a Burnham Unit and as I was in
the process of ordering a new replacement unit when the people at Burnham suggested I look
at this as an alternate. To me it makes perfect sense to have the boiler heat the hot water; I am
waiting on the exact figures,but for less than $500.00 more than the original bid you would be
getting a high efficiency boiler/water heater,which includes a new circulating pump. Please
refer to my scope of work comments under heating.
I want to get going again sometime next week. I think we filled out permit information at your
request;is there a permit#that we need to call for a footing inspection?Also, what other
inspections do they want us to call in for?

Dear Mr.Hobson
As requested by Mr.Jinn Carmichael,Carmichael Construction,this letter is to confirm my conversation
with Mr.Carmichael regarding the structural condition of the existing first floor wood framing and
proposed modifications at the above referenced property. The following is a summary of my findings:
1. It is my understanding that the building is a typical,older(historic)residential type structure. The
first floor framing consists of 2x8 douglas-fir joists that are supported by the exterior masonry
foundation and a heavy 9"x8"timber beam in the middle of the basement. The existing joists are
spaced 10"to 25"apart and span approximately 8'-0"to 13'-6"(reference sketches by Carmichael
Construction). It has been noted that they are notched and back cut into the timber beam which
was a typical older method of framing(see attached publication).
2. It is proposed to add 2 rows of W8 steel beams just inside the foundation walls thereby reducing
the spans to approximately 7ft and 12ft. The joists are also to be reinforced by addingl"sistering"
a new 2x8 to the existing and using metal joist hangers at the timber beam. In addition a steel post
is to be added below the center beam reducing its spans to approximately 8ft,
3. A structural analysis indicates that the original floor framing has a live load capacity of
approximately 40 psf to 50 psf,and that the proposed modified,reinforced framing would increase
this to approximately 100psf. For comparison it should be noted that the code for modern day
residential homes is 40 psf and that a typical office building floor is 50 psf. First floor lobbies,
and assembly type areas such as gyms,stores or similar is 100psf
In summary,the existing framing is representative of older construction methods and generally(unless
damaged)should not be disturbed to maintain the original integrity of the structure. It is appropriate to
reinforce the framing to increase its load capacity if there is a significant change is use,and the above
proposed modifications appear to provide that additional margin. If you have any questions,please let
me know.

RE: Final Letter of Credit Reduction and Acceptance of Public Improvements for
Morgan Hill Subdivision Phase II
STAFF RECOMMENDATION: To approve the final reduction in the letter of credit for
Morgan Hill Subdivision Phase II, in the amount of $298,357, pending the submittal of a
Maintenance Bond in the amount of$120,332.60 for a two-year period beginning on February
15, 2010 and ending on February 15, 2012 and accept the public improvements located in
Morgan Hill Subdivision Phase II.
Attached is a letter of recommendation from Baxter and Woodman to reduce the existing
letter of credit for Morgan Hill Subdivision Phase II to a balance of zero dollars. This is the
final reduction for this subdivision phase; therefore, a two-year maintenance guarantee bond
will be submitted in the amount of $120,332.60 in conjunction with the simultaneous
acceptance of the public improvements for phase II of this subdivision.

We have made regular inspections of the improvements made during the progress
of construction in Morgan Hills Subdivision Phase 2. To the best of our
knowledge,the completed improvements have been constructed and installed in
conformance with the approved plans and specifications and in accordance with
good engineering and construction practice.
We recommend that the City of McHenry approve release of the current surety,
for the Morgan Hill Subdivision Phase 2 and replace it with a two-year
Maintenance Bond of a value not less than$120,332.60. Based on the above
analysis, the following is a summary of our opinion of the amount of reduction
and our recommendation for a new Bond value.
The Maintenance Bond will serve as warranty for the materials and workmanship
of the completed work and this Warranty is to commence on the date of
acceptance of the Project and end two years after and upon the City's final
verification of the satisfactory condition of all improvements within the Project.

RECOMMENDATION: Staff recommends awarding the base bid for the printing of three
seasonal brochures for the Parks & Recreation Department and two seasonal newsletters for the
Clerk's Office to John Swift Company, Inc. in the amount of$12,682.00.
Background. Each year the Parks& Recreation Department solicits bids for the printing of
three seasonal program brochures and the seasonal City newsletters. Approximately 6,000
copies of each seasonal program brochure are printed with 3,000 directly mailed to program
users and others distributed throughout the community to key locations like the Parks and
Recreation office and the libraries. In addition, 15,000 copies of the city newsletter are printed
and directly mailed to city of McHenry residents in March and again in June.
Ten bids were received. In an unusual circumstance there was a tie for the lowest bid between
John Swift Company, Inc. of Buffalo Grove, Illinois and Creekside Printing of Elgin, Illinois
both with a bid $12,682.00 with additional costs for customer alterations.
Both firms have done this type of work for the city in the past; however John Swift has been
awarded the last five bids for this exact work. Creekside Printing was awarded the brochure bid
for the Parks and Recreation Department in 1999 but has never done a printing of the city
newsletter.
Staff has been very happy with John Swift Company's performance and quality of work over the
past five years. With this in mind staff is recommending the award of the printing services
contract to John Swift Company, Inc. in the amount of$12,682.

retain ownership of the property identified and described on Exhibit A attached hereto

McHenry to dispose of said non-functional inventory of property by the means prescribed
by law for the disposal of non-functioning electronic property.

RECOMMENDATION: Staff recommends approving the attached ordinance providing for the
disposal of surplus Parks and Recreation Property by public garage sale. (A vote of three-
quarters of the majority present is required for authorization to dispose of the property in
question.)
Backgfound: Staff has compiled a detailed listing of surplus Parks and Recreation Property on
hand as a result of the closing of the Munchkin Preschool. As the equipment is no longer needed,
Staff is suggesting it be sold at the upcoming Community Garage Sale in March.

RE: Purchase of Utility and Construction Easements from the McHenry
Country Club for the purpose of installing sanitary sewer conveyance
lines from the CWWTP to the SWWTP.
As the City Council is aware, plans are complete for the installation of a low pressure
force main to convey wastewater and solids from the Central Wastewater Treatment Plant
(CWWTP) to the South Wastewater Treatment Plant (SWWTP) in an effort to prolong
the life of the CWWTP, provide a backup system in place should equipment failure take
place at the CWWTP, and to prepare for the eventual abandonment of the CWWTP once
the capacity can be replaced at the SWWTP. The route of the conveyance line is
projected to proceed under the channel at the Riviera Marina, across the first fairway and
part of the parking area of the McHenry Country Club, along John Street to the corner of
Virginia Avenue and then south through the driving range and undeveloped area owned
by the Country Club.
On January 4, 2010, the City Council provided staff with negotiation parameters for
discussions with the Country Club for the necessary easements using the Harrison and
Associates appraisal as a guide. The appraisal determined the easements are valued at
$91,400. The City Council provided authority for staff to use up to 110% ($110,540) of
the appraised amount in the negotiations. An offer ($91,400) was made to
representatives of the Executive Board of the Country Club on January 7, 2010.
Jack Pepping, President of the McHenry Country Club for the current year, met with staff
on February 9`�. Mr. Pepping provided the attached written summary of the thoughts of
the Executive Board. In short, the Executive Board is looking for significantly more than
the appraised value of the easements.
Staff informed Mr. Pepping of our disappointment in their response and informed him of
the value of the sewer line to the Country Club (reduction/elimination of odor at the
CWWTP, repaving of John Street, availability of sewer line for future development of the
Country Club property). I also cautioned that, based on the information provided by the
Country Club, it may be in the best interests of the city to pursue eminent domain. Mr.
Pepping's response was that the Country Club would be looking to have the property
appraised at its "highest and best use" for eminent domain purposes rather than at the
current use.
Staff needs to discuss the situation with the City Council and to get authority for the next
steps in the negotiation process.
