AGENDA ITEM 2
McHenry Zone Skate Park/Wooden Ramp Renovation
Proposals were solicited to several manufacturers of modular skate park ramps and apparatus
for the renovation of the wooden ramp section of the Skate Park. Proposals were to be
separated by three different budgets of$50,000, $75,000 and $100,000.
Companies were instructed to submit proposals that would illustrate a creative design using a
modular pre-fabricated system that would feature ramps and a variety of urban street features.
Three companies submitted proposals for a variety of materials, designs and a list of
installations in the Chicago/Milwaukee area.
1) Ramparts Skate Park Systems—Canada, Rep.Team Reil, Union, IL
2) Spohn Ranch Skate Parks, Inc. —Industry, CA
3) American Ramp Company,Joplin, MO
Several designs were presented in the three budget options. Attached is a copy of the original
request for proposals and some sample designs. Additional large design drawings will be
presented at the committee meeting.
The committee can discuss the size, scope, and anticipated budget for this renovation project.
A committee recommendation on the project budget can be forwarded to the Finance
Committee for the FY 2011-12 Park Developer Donation funding.
Once the project budget has been established staff can proceed to work with potential vendors
on a final design and costs.
All vendors have submitted a list of references and nearby facilities for our review. We would
be interested in researching the following:
- Durability and quality of product
- Maintenance issues experienced by local communities
- Installation and customer service experience of the communities who have
purchased equipment
- Availability and follow up service on replacement parts.

We are very excited for the opportunity to present a proposal for the renovation of the McHenry IL skatepork.American
Ramp Company is the largest skatepark provider in the world,with over 100parks installed throughout 20 different countries.
ARC has grown,literally out of a garage,to become the premier skatepark provider and the only skatepork company to
Offer every build method.We are a skater awned and operated company whose only focus is building skateparks.
Because we offer every skatepark build method we can present several options for your project.Our proposal includes
three of our different product lines,Pro Series(all steel),X-Series(steel frame with skotelite surface)and our Solo Series
(pre-cast concrete).We have included separate designs and catalogs for each build option.We did not Include on option
for our Stealth Series,which is wood framed with a skotelite surface,as we understood the plan was to get away from the
maintenance associated with outdoor wood ramps.Having all build options available puts us In a unique unbiased position,
since we can present the positives and negatives regarding each build method,we are able to educate rather than sell our
customers.This means in the end our customers are informed and feel comfortable they are picking the right skatepark build
option for their project.
This proposal catalog contains three different designs in the specified budgets,technical Information and project references
for our Pro Series ramps.The Pro Series is a municipal favorite because it is virtually maintenance free and is backed by an
industry leading 20 year warranty.Because the Pro Series is constructed using 7 gouge galvanized steel and contains no
fasteners in the riding surface,and has no separate transition plate,there is really nothing to maintain.As you know bolts or
screws in the riding surface create the potential for a lot of maintenance since these fasteners must be tightened from time
to time.This smooth riding surface is also favored among skaters since they experience a smooth ride without having to deal
with rolling over fasteners throughout the romp.Every skatepark that we build comes backed by our industry leading war-
runty and all of our customers become additionally insured under our$1,000,000 in professional liability and$10,000,000
in product liability policies.These coverages have become the standard for professional skatepark developments and it is
imperative that your builder extends them to your city.
All of the designs we have included were created by skaters/professional skatepark designers,we feel these layouts would
j be great for your project but our proposal also includes us altering the design if requested.If the skaters/bikers want to see
things changed in any of the designs we are offering to do an onsite design meeting to come up with a layout that is devel-
oped by the local users.
As a skater owned and operated company we do all of our business factory direct,this approach allows our customers to
deal directly with the experts and cuts out the 20-30%commissions that are tacked on by a local playground rep.This fac-
tory direct relationship also means that you work directly with a skatepark specialist for all of your needs,before during and
after the project is complete.We know how exciting it is to open a new skatepark facility and we want to help make that
grand opening as big a success as possible.We want to offer McHenry a free Grand Opening Package,including give-
a-ways and prizes like t-shirts,stickers,skateboard decks and so on.American Ramp Company has built many parks in the
Chicago/Milwaukee metro area and we hope to add McHenry to that list.

RE: REQUEST FOR PROPOSALS—SKATEPARK RENOVATION

the wooden ramp section of the McHenry Zone Skatepark.
We were the first to create standards for skateparks when we designed and built the competition

Renovation of the Fort McHenry Playground was discussed at the June 9, 2010 Parks and
Recreation Committee. Staff was directed to contact Leathers & Associates to request
additional information on renovation costs and schematic plans for future improvements.
Attached are the proposed plans and cost estimates for this renovation project. Work can be
scheduled in the spring or fall of 2011. This renovation project would require the use of
community volunteers and possible fundraising efforts to be a success.
The preliminary cost estimates are:
Design, consultation, construction management $27 800
Construction materials cost $50,000
Total: $77,800
The committee can discuss the scope of this renovation project and the next step in this
process.

Hi Pete,
Here's an overview of the proposed scope of work. This covers general maintenance and some
additional items as described below. By replacing the majority of wood in high contact areas with
plastic composite you will reduce contact with the wood. The results will be a structure that's more
pleasing aesthetically,up to date with safety standards and over all lower maintenance.
The work would require a 5 day volunteer build supervised by Leathers &Associates consultants to
ensure the work is completed and in accordance with the safety standards. Part of our services is to
work with you to prepare for the build including things like materials,tools,PR. Etc.
I have included a materials list for the project and a proposal from our firm. I would estimate the
materials cost to be around$50,000. By sourcing the materials on the list and shopping for the best
price you can determine an exact cost.
Key items under the Scope of work include:
• Sand,seal with a pigmented sealer
• Replace all decking with a composite plastic(Trex)
• Replace or cap the majority of handrail with A composite plastic(Trex)
• Replace trim cap on balusters
• Replace the majority of vertical 2x4's a composite material(Trex) reducing the contact with
wood and reducing overall maintenance. (Optional pipe baluster can be use used in some
areas helping to increase visibility if desired).
• Top off the safety surfacing by adding an additional 8"
• Repair shaky stairs
• Keep swing beam and structure but replace all swing seats and hardware

• Replace slides with plastic slide:Spiral, Bumpy,Tunnel/tube, wide tot. Left turn tube slide is
okay
• Add additional sand
• Rebuild overhead equipment(Horizontal ladder, zigzag ladder, rings* and low ring*s and
ladder. (*Use existing ring handles)
• Replace steering wheels
• Re-build a few sections around some of the slides and where needed
• Isolate and label the tot area specifically for ages 2-5.

This proposal constitutes an estimate of the work our office will provide for your project
and the associated fees. The fees described in this proposal assume that we are providing
standard services based on the schematic provided after Design Day, as summarized in
both Section H of our "Playground Planning Guide" and this document. The fees outlined
here will vary only if additional work is requested or required. Examples of work that
may generate additional fees include details above and beyond those necessary for us to
build the project, perspective drawings, a major change in the projects scope or site.
The construction phase will not change except by mutual agreement between Leathers &
Associates and the community. Certain conditions may be encountered during construction
that significantly affects consultants' total number of hours. Variables such as weather and
low volunteer turnout are impossible to identify until the time of construction and may
affect the total hour's necessary for construction consultation. However, additional fees will
be charged only if construction continues beyond the final scheduled day.

BASIC SERVICES
The Basic Services consist of the three phases described below.
DESIGN DEVELOPMENT/CONSTRUCTION DOCUMENTS PHASE
Desian Development
Leathers & Associates shall review and consult with the committee on the schematic design
and shall incorporate the design feedback requested by the committee. Leathers &
Associates shall refine and change the schematic design to conform with the current safety
and accessibility guidelines (ASTM F1487, CPSC Pub. No. 325, and ADA Accessibility
Guidelines for Play Areas) and to fit site and utility requirements. Individual details, traffic
flow and budget constraints shall be considered.
Construction Documents
Leathers & Associates shall prepare from the developed design, for approval by the
committee, the working drawings and specifications setting forth the requirements for the
construction of the entire project. These documents typically consist of plan view
drawings, site drawing with stakeout and post information, materials list and
specifications.
Leathers & Associates shall assist the committee in filing the required documents for the
approval of governmental authorities having jurisdiction over the project. It is, however,
the committee's responsibility to identify any such requirements and authorities and to
follow through with any required filings.
The community will be assigned a project manager, who will serve as the community's
main contact from shortly after Design Day through the construction of the project. The
project manager is available from 8 a.m. to 5 p.m. Eastern Time and can be reached by
telephone, email or fax. All project management is included in the design development and
construction documents phase fee.
Final Materials Takeoff Phase
Along with working drawings and specifications setting forth the requirements for the
construction of the entire project, Leathers & Associates shall provide the community with
a Final Materials List, enabling the community to purchase or obtain donations for all
materials necessary for the completion of the project. A suppliers list and specifications for
materials are part of this list.
ORGANIZATION PHASE
Leathers & Associates shall provide organizing and coordinating assistance and support by
phone to the committee. A representative of Leathers & Associates shall also conduct
Organization Day meetings with the committee.
CONSTRUCTION PHASE
Leathers & Associates shall provide construction consultants who will be present at the site
during construction. The consultants shall work with the committee during construction to
provide observation of construction and interpretation of drawings.

The construction consultants shall familiarize themselves generally with the progress and
quality of the work and determine in general if the work is proceeding in accordance with
the construction drawings. The construction consultants shall be the interpreters of the
requirements of the construction documents and the impartial judges of the performance
thereunder by the volunteers.
The construction consultants shall have the authority to reject work that does not conform
to the construction documents. Whenever, in their reasonable opinion, they consider it
necessary or advisable to ensure the proper implementation of the intent of the
construction documents, they shall have authority to require replacement of any work at
any stage of construction. The construction consultants' decisions shall be final if
consistent with the intent of the construction documents.
The construction consultants shall conduct a final inspection upon substantial completion
of the work and shall prepare a punch list for the committee's use to accomplish full
completion of the project.
Leathers & Associates shall receive and review the punch list and shall issue a certificate of
substantial completion.
TRAVEL FEES
Travel charges for Organization Day are not included in this proposal and will be billed
separately. Both airfare and travel by car will be billed as a combination of expenses and
travel time.
Airfare or mileage fees for construction are not included in this proposal and will be billed
separately. Travel time is included.
PAYMENT OF FEES
All bills preceding construction are due three weeks from the invoice date. Construction
consultation fees are due on the final day of construction.

Petersen Park Ball Field Renovation Specifications
The sideline fencing and backstops at Fields 3 & 4 at Petersen Park are in need of renovation.
These two fields have not had any repairs or replacement of fencing in several years.
Field 3 was originally designed in 1978 for Men's and Women's slow pitch softball. The
McHenry Pigtail League uses the field for an extensive girls fast pitch league and tournaments.
In the past few years we have been talking with the pigtail league on a new design to provide
additional fencing for player and spectator safety. The height of the sideline and dugout
fencing needs to be raised and the backstop fencing needs to be replaced.
Field 4 needs to have the same fencing improvements. This field was originally designed for
younger age groups but is now being scheduled for a higher level of play with the addition of
the outfield fence and lighting.
The McHenry Pigtail League has contributed towards field improvements numerous times for
both city and school district (Duker School) facilities. The league has expressed an interest in
contributing toward this renovation project.
Attached is a set of bid specifications to complete these proposed renovations this fall. Funding
for this project would be from Park Developer Donations.
Staff would like to review this project with the committee and recommend a motion to send
the project to the City Council for approval to go out to bid for the work.

Scope of the Work
New fencing will be installed at Petersen Park on two softball fields. New sideline and
dugout fencing will be installed and fencing will be replaced on existing (2) backstops.
Contractor will be responsible for removing all existing fencing and providing all labor,
equipment and materials to install new fencing as specified.
Construction Schedule
Work will begin upon approval of bids by the McHenry City Council. It is anticipated that
work will be completed this fall in order to have the facility open for the 2011 spring
season.

BACKGROUND INFORMATION: MCCullom Lake is a 244 acre glacial lake located
in Northeast McHenry County,Illinois.The lake has an average depth of 4.4 feet,
maximum depth of 9.5 feet,storage capacity of 1,079 acre-feet,and average retention
time of 254 days. Clarke Aquatic Services is providing this proposal for the services
outlined in this document. The proposed treatment targeting Eurasian Watermilfoil for
control will begin in the spring of 2011 (April).

RECOMMENDED LAKE MANAGEMENT PROGRAM:
• Lakewide Eurasian Watermilfoil control program.

• Option 1:Fluridone treatment program targeting entire lake
for Eurasian Watermilfoil at a rate of 8 parts per billion.
■ Option 2:Survey and spot treat Eurasian Watermifoil with
systemic herbicide(2,4-D)through Clarke's LittLine®

Littoral Zone Treatment Technology that was developed to

A.PROGRAM OVERVIEW(APRIL-SEPTEMBER)
McCullom Lake's customized water management plan includes an inspection, assessment, recommendation,
implementation,and customized reports. Clarke Aquatic Services(CAS)will determine the proper treatment program at
the time of inspection based on the weather and environmental conditions of the water.
• Program will begin with early spring(April-May)monitoring of McCuilom Lake to identify plants,stage of
growth and proper tithing for initial treatment.
• Initial treatment will be scheduled based on findings during early spring survey.

1. Tarr And Terminapon_The term of the Aquatic Weed and Algae Service Agreement shall commence m the darn when both
parties have executed this Agreement and shall continue for a period ending on December 31,2011.If a party hereto fails to comply
with a provision of this Agreement,then the other party shall have the right to terminate this Agreement if it gives written notice of the
default to the defaulting party and the defaulting party fails to cure the default within sixty days of receipt of said notice.
2. Price Increase: The price for Aquatic Weed and Algae services rendered hereunder may be increased by Clarke Aquatic Services
on or after the first day of any Calendar year commencing on January 1,2012 and Aeration Service Agreement commencing on or
after October 1,2011(a"Price Increase Date')by a percentage which shall not exceed the greater of the percentage increase of the
consumer price index during the calendar year which immediately precedes the Price Increase Date or five percent(5%)(The"Price
Increase Percentage,). Clarke Aquatic Services may petition Customer at any time for an additional rate adjustment on the basis of
extraordinary and unusual changes in the cost of operations that could not be reasonably foreseen by a prudent operator.New areas to
be covered will be pro-rated to the program cost at the rates in effect at the time.
3. Property Damaae: Allegations of property damage resulting from scheduled Clarke Aquatic Services service must be submitted in
a written report,Eled directly with respective Control Consultant within five(5)business days. The Clarke Aquatic Services team
will review the report,determine a fair and equitable resolution,and respond within a timely manner.
4. Confidentiality:This contract,including any additional information provided,contains confidential information.It is intended
solely for the use of the individual or entity to whom it is addressed and others authorized to receive it.If you are not the intended
recipient,you are hereb)notified that any disclosure,copying,distribution or taking any action in reliance on the contents of this
