Maxeiner, City Administrator FOR: April 13, 2009 Regular City Council Meeting Karen Doran, representing the American Legion Auxiliary, will be present at the meeting to accept the attached Proclamation declaring May 9, 2009, as Poppy Day in the City of McHenry. Proclamation WHEREAS, America is the land of freedom, preserved and protected willingly and freely by citizen soldiers; and WHEREAS, millions who have answered the call to arms have died on the field of battle; and WHEREAS, our nation must be reminded of the price of war and the debt owed to those who have died in war; and WHEREAS, the red poppy has been designated as a symbol for lives sacrificed in all wars; and WHEREAS, the American Legion and American Legion Auxiliary have pledged to remind America annually of this debt through the distribution of the memorial flower. NOW THEREFORE, I, Susan E. Low, Mayor of McHenry do hereby proclaim this ninth day of May 2009 as POPPY DAY and ask that all citizens pay tribute to those who have made the ultimate sacrifice in the name of freedom by wearing the Memorial Poppy on this day. The ceremony will be p April 24, 2009 at the Municipal Center. held at 3:00 PM,Friday, Ap In 2008, the City of McHenry was recognized as a fifteen year participant in the Tree City USA program sponsored by the Illinois Department of Natural Resources and the National Arbor Day Foundation. Recommendation. To pass the attached Resolution recognizing Friday, April 24, 2009 as Arbor Day in the City of McHenry. R-09- RESOLUTION WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS,this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS,Arbor Day is now observed throughout the nation and the world; and WHEREAS, trees reduce erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat for wildlife; and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS,trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community; and WHEREAS,trees are a source of joy and spiritual renewal; and WHEREAS, the City of McHenry has been recognized as a Tree City USA by the National Arbor Day Foundation and desires to continue its tree-planting ways. NOW, THEREFORE, BE IT RESOLVED that the Mayor and McHenry City Council recognize the value of our city's natural resources ,specifically its trees and declare April 24, 2009, as Arbor Day in the City of McHenry. BE IT FURTHER RESOLVED,that a copy of this Resolution be incorporated into the minutes of this meeting, and that all citizens be encouraged to plant trees to gladden the hearts and promote the well-being of present and future generations. Signed: Mayor Attest: City Clerk AGENDA SUPPLEMENT TO: Mayor and City Council FROM: Bill Hobson,Assistant City Administrator FOR: April 13,2009 Regular City Council Meeting RE: Conlon and Thompson Orthodontics Patient Appreciation Night Background. Last year, the City Council approved a request from Conlon and Thompson Orthodontics to utilize a portion of Whispering Oaks Park located adjacent to their business on Crystal Lake Road to host a Patient Appreciation Night. The event was limited to patrons of Conlon and Thompson Orthodontics and their families. A movie was shown on an inflatable movie screen and a dunk-tank and inflatable slide were also utilized. Approximately 200 people were in attendance. The city has received a request from Conlon and Thompson Orthodontics to host another "Patient Appreciation Night"on July 31,2009. The event remains unchanged from last year. A movie would begin at 8:00 PM and conclude at 9:30 PM. Drs. Conlon and Thompson have requested use of the park until 11:00 PM to allow time for their office staff to clean and exit the park. They have also requested a waiver of the $200 park usage fee. Analysis. Last year,the city received no complaints from surrounding residents and the park was left in satisfactory condition. However,staff recommends that Conlon and Thompson be required to provide portable toilets for the event. Last year, there was a problem with the restrooms at Fort McHenry due to the demand this type of event generates. Regarding the request to waive the$200 park usage fee,this is a private event that will create some impact on the park and Parks Maintenance personnel and therefore,staff does not support the request to waive the fee. Recommendation. To approve the request from Conlon and Thompson Orthodontics to use a portion of Whispering Oaks Park for "Patient Appreciation Night" with an outdoor movie, inflatable slide, and dunk-tank on Friday, July 31, 2009 from 4:00 PM to 11:00 PM and maintain the $200 park usage fee. Staff also recommends that the applicant be required to provide portable toilets for the event. Our plans are to show a family friendly movie, serve popcorn, Snocones, Kool Aid, lemonade & water. The Dunk Tank (Dunk the Does) was a huge success last year that we plan to continue. We will also have an inflatable slide and different games. We do not charge for this event. Again, we plan to invite our patients for our 2nd "Patient Appreciation Night". Last year's event was very successful. Out patients enjoyed a fun, free and family oriented evening. We received numerous compliments. Actually, the evening was so successful, we would like to invite the Park District to take a peek and consider offering an event like this in the parks during the summer months for the entire community.
