HomeMy WebLinkAboutMinutes - 04/28/2008 - City Council ANNUAL MEETING APRIL 28, 2008 The Annual Meeting of the McHenry City Council was called to order by Mayor Low at 7:30 P.M. on Monday, April 28, 2008 in the Council Chambers of the Municipal Center. _ At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, City Clerk Jones, City Attorney McArdle, Deputy City Administrator Martin, Assistant City Administrator Hobson, Director of Finance Black, Director of Public Works Schmitt, Chief of Police O'Meara, Director of Parks and Recreation Merkel. Absent: None. Mayor Low invited members of Girl Scout Troop 408 to lead the assembly in the Pledge of Allegiance. Mayor Low noted the scouts are working on their Citizenship Badge. PUBLIC INPUT SESSION - 10 MINUTE LIMITATION There was no one who signed in to speak during the Ten Minute Public Input Session. City Council Minutes: April 14, 2008 regularly scheduled meeting; Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. FISCAL YEAR 2008/2009 ANNUAL BUDGET Director of Finance Black stated Staff, in conjunction with Council's Finance and Personnel Committee, has prepared the 2008/2009 Fiscal Year annual budget. Director _ Black thanked Staff for their cooperation and diligence and expressed gratitude to the Finance and Personnel Committee in establishing this year's budget. Director Black summarized the proposed budget noting the spending plan recommended by the Finance and Personnel Committee totals $40,703,865 for all funds April 28, 2008 Page 3 and $17,027,296 for the General Fund, compared to $44,573,425 and $17,080,373, respectively, for the prior year. However, after discounting interfund transfers, the net budget totals $32,788,789 for all funds and $15,502,616 for the General Fund. Director Black stated the proposed budget maintains existing services with a decrease in property tax rate. Overall, there is a net decrease of 0.9 full-time equivalents in the General Fund. Several budget reduction measures were made during deliberations by the Finance and Personnel Committee to address a deficit in the proposed budget. Budgeted revenues within the General Fund are $17,059,833 which represents a decrease of 0.8% over the prior year. Total General Fund expenditure budget is $17,027,296 which represents a decrease of 0.3% over the prior year. Director Black noted revenues in the Water and Sewer Fund are anticipated to be $4.49 million with expenditures being $5.9 million. Projected revenues are based on a rate increase of 2.5% that occurred in February 2008. Alderman Murgatroyd noted the poor state of the economy which resulted in the Committee's decision to be conservative in reviewing budget revenue estimates and expenditure costs. Alderman Murgatroyd complimented Director Black for his efforts. Alderman Condon stated the budget preparation was a challenge this year. She complimented the Finance and Personnel Committee and Staff for their difficult work in preparing this year's budget. Aldermen Santi and Schaefer concurred with Aldermen Murgatroyd and Condon. Motion by Murgatroyd, seconded by Wimmer, to accept the Finance and Personnel Committee's recommendation to approve the Fiscal Year 2008/2009 Annual Budget as presented. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. YEAR 2008/2009 ANNUAL LIQUOR LICENSE RENEWALS City Administrator Maxeiner stated annually all owners of establishments in the City limits serving and/or selling alcoholic beverages must renew their liquor licenses by the end of the fiscal year. City Administrator noted Staff is recommending the elimination of the Class "G" license and moving all previous Class G licenses to the G1 classification. An ordinance has been prepared providing for these modifications. She opined a great deal has been accomplished during that time through the efforts of all. Mayor Low stated she is honored to serve with Council and complimented Staff for their hard work. Mayor Low stated Landmark Commission Chairman Wirtz notified her that Sandie Schwarz has resigned due to time constraints.
