HomeMy WebLinkAboutMinutes - 06/30/2008 - City Council REGULAR MEETING JUNE 30, 2008 A Regular Meeting of the McHenry City Council was called to order by Mayor Low at 7:30 P.M. on Monday, June 30, 2008 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, and Peterson. Absent: Condon. City Staff in attendance were: City Administrator Maxeiner, City Clerk Jones, City Attorney McArdle, Assistant City Administrator Hobson, Director of Finance Black, Director of Public Works Schmitt. PUBLIC HEARING: 2008/2009 APPROPRIATION ORDINANCE Director of Finance Black stated the City annually prepares and passes an appropriation ordinance which provides the legal authority under state statute to allocate funds for specific spending activities. The appropriation ordinance must be adopted no later than the end of the first quarter of the fiscal year (July 31s). The ordinance establishes the City's legal spending limit for the fiscal year. Director Black stated notice of the Public Hearing was published in the Northwest Herald on June 9, 2008. Within thirty days of its adoption, a certified copy of the appropriation ordinance must be filed with the County Clerk. Mayor Low opened the Public Hearing for consideration of the 2008/2009 Appropriation Ordinance. Alderman Murgatroyd stated the consideration and adoption of the appropriation ordinance is a yearly requirement to provide limits for the City's annual budget. Alderman Murgatroyd stated he was happy with the 2008/2009 budget which was approved by Council at its Annual Meeting in April. In response to Mayor Loves inquiry there were no comments from the audience with regard to the matter. City Clerk Jones noted no written or verbal comments regarding the ordinance had been received by the City Clerk's Office. Motion by Murgatroyd, seconded by Santi, to close the Public Hearing regarding the 2008/2009 Appropriation Ordinance. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson. Voting Nay: None. Absent: Condon. Motion carried. Motion by Schaefer, seconded by Santi, to approve the 2008/2009 Appropriation Ordinance as presented. June 30, 2008 Page 2 PUBLIC INPUT SESSION — 10 MINUTE LIMITATION Steve Davidson, a representative of the Local 150 Union, addressed Council. Mr. Davidson stated the Union represents more than 90 different groups. Local 150 is asking the City's cooperation, noting Union membership generally reports the following: 1) 25% achieve excellent relationship with their employers; 2) 70% lodge a grievance every 4-5 years; 3) 5-6% consistently lodge grievances with their employers — the City of McHenry falls into this category. Mr. Davidson stated the Union represents 22,000 members. It is the Union's position the City is making things difficult by causing retaliation for grievances lodged by the Union. It is also the Union's position the City should work with Local 150 to improve morale and productivity of its members. MAYOR— STATEMENT AND REPORT Mayor Low reported the Landmark Commission's "A Day at Petersen Farm" held this past Sunday was an outstanding presentation. She congratulated the Commission on their efforts. COMMITTEE REPORTS Chairman Alderman Murgatroyd reported a Finance and Personnel Committee Meeting was held this evening prior to the Council meeting. Minutes would be forthcoming. June 30, 2008 Page 5 STAFF REPORTS Assistant City Administrator Hobson announced the City's annual fireworks display is scheduled for Saturday, July 5t" at Petersen Park Beach Area. The event is co- sponsored by the McHenry Area Jaycees. The parking lot will open at 4 p.m. Assistant City Administrator Hobson noted a D.J. will be playing music prior to the fireworks which are scheduled for dusk. FUTURE AGENDA ITEMS No Future Agenda Items were discussed. EXECUTIVE SESSION: LITIGATION y Motion by Santi, seconded by Schaefer, to go into Executive Session to discuss Litigation at 7:47 p.m. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson. Voting Nay: None. Absent: Condon. Motion carried. Council went into Executive Session at 7:50 p.m. Motion by Glab, seconded by Wimmer, to go back into Open Session at 7:52 p.m. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson. Voting Nay: None. Absent: Condon. Motion carried. OPEN SESSION REGARDING MATTERS DISCUSSED IN EXECUTIVE SESSION No action was taken in Open Session regarding matters discussed in Executive Session.
