NOVEMBER 17, 2008
A Regular Meeting of the McHenry City Council was called to order by Mayor Low at
7:30 P.M. on Monday, November 17, 2008 in the Council Chambers of the Municipal
Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd
(arrived at 7:37 p.m.), Wimmer, and Peterson. Absent: Condon. City Staff in attendance
were: City Administrator Maxeiner, City Clerk Jones, City Attorney McArdle, Deputy City
Administrator Martin, Assistant City Administrator Hobson.
PROCLAMATION HONORING MARK J. FRIES
Interim Police Chief Bill Brogan introduced City of McHenry citizen Mark J. Fries.
Interim Chief Brogan summarized Mr. Fries' heroic actions of November 1, 2008, noting Mr.
Fries observed smoke emanating from the home located at 710 Lillian Street and alerted
the residents. Interim Chief Brogan stated without the quick action of Mr. Fries, the matter
could have progressed far worse than just damage to the structure.
Mayor Low read into the record of the meeting a proclamation recognizing the
heroism of Mark J. Fries. Mayor Low, on behalf of the City, presented Mr. Fries with the
proclamation. Mr. Fries introduced his wife, son, daughter-in-law and two grandchildren
who were all in attendance.
PUBLIC INPUT SESSION: 10 MINUTE LIMITATION
There was no one who signed in to speak during the Ten Minute Public Input
Session.

Mayor Low reported the holiday parade held on Sunday, November 16, 2008 was

Personnel at 7:37 p.m.

Alderman Murgatroyd arrived at 7:37 p.m.
Council went into Executive Session at 7:38 p.m.
Motion by Wimmer, seconded by Schaefer, to go back into Open Session at 7:45
p.m.

OPEN SESSION REGARDING MATTERS DISCUSSED IN EXECUTIVE SESSION
Motion by Santi, seconded by Glab, to accept Mayor Low's recommendation to 'Z
appoint Bill Brogan to the position of Chief of Police effective immediately at Grade 28,
Step 7, $107,274.
Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson.
Voting Nay: None.
Absent: Condon.
Motion carried.
Motion by Schaefer, seconded by Wimmer, to approve an employment agreement
between the City of McHenry and the City Administrator with a term of May 1, 2008 until
April 30, 2009.
Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson.
Voting Nay: None.
Absent: Condon.
Motion carried.
