6. Public Comment: Any person wishing to address the City Council will be required to step forward
to podium and identify themselves for the record and will be asked but are not required to provide
their address. Public comment may be restricted to three-minutes for each individual speaker.
Order and decorum shall be maintained at public meetings.
7. Consent Agenda:
A. Approve an Intergovernmental Agreement between the County of McHenry, City of
Crystal Lake, City of Harvard, City of Marengo, City of McHenry, City of Woodstock,
Village of Huntley, Village of Johnsburg, Village of Ringwood, and Village of Lakewood
for General Public Dial-a-Ride Transit Service in 2015;
B. Approve request to publicly bid for the construction of Knox Drive Extension;
C. Approve Mayor's execution of Plat of Dedication transferring ownership of a small
amount of additional right-of-way(approx. 50'x60'x35') location at the northeast corner of
Green Street & Charles J. Miller Road to McHenry County to facilitate the construction &
roadway improvements project on Charles J. Miller Road;
D. Approve request from Nicor Gas Company and authorize the Mayor's execution of a Grant
of Easement for a strip of land 10-ft. wide along the east side of Knox Drive between Bank
Drive&Municipal Drive;
E. Approval to correct a scrivener error in the City Council minutes of December 15, 2014
located on page 3, paragraph 1, sentence 2;
F. Approval of November 17, 2014 City Council meeting minutes;
G. Approval of December 1, 2014 City Council meeting minutes;
H. Approval of January 5, 2015 City Council meeting minutes;
I. Approval of As Needed Checks;
J. Approve List of Bills.

8. Public Works Committee Recommendation: Approval of Resolution dedicating the intersection of
Freund Avenue&West Elm Street at"Honorary John J. Shay Way"
9. Approval of the following Planning & Zoning Commission Recommendations related to the
construction and operation of CVS/Pharmacy McHenry, 3900 West Elm Street(northwest corner of
Front Street&Elm Street)
1) Ordinance granting a variance from the Subdivision Control & Development
Ordinance to exceed the maximum driveway slope and Preliminary & Final Plat
of Subdivision for CVS/Pharmacy McHenry
2) Conditional use Permit to allow a drive-in establishment on the subject property with
variances
10. Conditioned upon approval of Agenda Item #9: Approval of an Ordinance authorizing the Mayor's
execution of an Economic Development Incentive Agreement between the City of McHenry &
CVS/Pharmacy
11. Conditioned upon approval of Agenda Item #9: Approval of variances from the Sign Ordinance for
CVS/Pharmacy, 3900 West Elm Street to allow nine wall signs with a total area of 228.26 sq. ft. &
allow a directional sign exceeding the maximum permitted height by .33-ft.
12. Approval of Planning & Zoning Commission Recommendation to approve an ordinance granting a
Conditional Use Permit for an assembly use to allow the construction of a 17,000 sq. ft. Recreation
Center with Variances to be located at 3636 Municipal Drive
13. Conditioned upon approval of Agenda Item #12: approval to advertise for bids for construction of
the City of McHenry Recreation Center to be located at 3636 Municipal Drive
