HomeMy WebLinkAboutMinutes - 01/15/2007 - City Council REGULAR MEETING JANUARY 15, 2007 A Regular Meeting of the McHenry City Council was called to order by Mayor Low at 7:30 P.M. on Monday, January 15, 2007 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson and Condon. Absent: None. City Staff in attendance were: City Administrator Maxeiner, City Attorney McArdle, Deputy City Clerk Kunzer, Deputy Administrator Martin, Chief of Police O'Meara, Director of Community Development Napolitano, Director of Finance Black, Assistant Administrator Hobson. Absent: City Clerk Jones, Director of Public Works Marcinko, Director of Parks and Recreation Merkel. PUBLIC INPUT SESSION — 10 MINUTE LIMITATION There was no one who signed in to speak during the Ten Minutes Public Input Session. APPROVE RECOMMENDATION TO WAIVE BID REQUIREMENTS AND ACCEPT A QUOTE FOR DISMANTLING AND RELOCATION OF A SECTION OF HISTORIC PEARL STREET BRIDGE FROM TC INDUSTRIES TO CITY OF MCHENRY—V.J. MATTSON, IN AMOUNT NOT-TO-EXCEED $33,288 Assistant Administrator Hobson reminded Council the relocation of a portion of the Historic Pearl Street Bridge was reviewed and discussed at its January 8, 2007 regularly scheduled meeting. Staff is requesting authorization to waive the bid requirements for this project. Quotations were sought and quotes were received from two qualified steel fabricators. The lowest quote was received from V. J. Mattson of Mokena, Illinois in the amount of $33,288, which includes cost of trucking the bridge to the new site. It is Staffs recommendation to accept the quote submitted by V. J. Mattson. Responding to Alderman Santi's inquiry, Assistant Administrator Hobson stated TC Industries would like the bridge removed from their property within the next two to three weeks. Alderman Schaefer inquired if only one section of the bridge would be utilized for the pedestrian access on the Riverwalk. Assistant Administrator Hobson responded that was correct. L January 15, 2007 Page 4 Responding to an inquiry from Alderman Peterson, Assistant Administrator Hobson assured Council there should not be cost overruns with the project. The quote would be all-inclusive. Alderman Condon inquired if the City would need to move the remaining section of the bridge at a later date. Assistant Administrator Hobson stated that would not be necessary. The single section of the bridge would be adequate for crossing the creek. Assistant Administrator Hobson informed Council the Riverwalk Foundation recently voted to reimburse the City for its cost in moving the bridge to the City. Motion by Santi, seconded by Murgatroyd, to accept Staff s recommendation to: 1. Waive bid requirements to accommodate TC Industries' timeframe for the removal of the bridge section; 2. Accept the quote from V.J. Mattson of Mokena, Illinois in an amount not-to- exceed $33,288, to dismantle and relocate a section of the historic Pearl Street Bridge from TC Industries to the City of McHenry. Voting Aye: Santi, Glab, Schaefer, Murgatroyd, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. MAYOR—STATEMENT AND REPORT Mayor Low welcomed Colin Condon who was in attendance for the meeting. COMMITTEE REPORTS Chairman Alderman Peterson announced the Parks and Recreation Committee meeting originally scheduled for January 17, 2007 has been re-scheduled to Wednesday, January 24, 2007 at 6 p.m. in the Aldermen's Conference Room. Chairman Alderman Condon reported the minutes of the November Community Development Committee meeting will be forthcoming. STAFF REPORTS There were no Department Head Reports.
