Public Comment: Any person wishing to address the City Council will be required to step forward to the podium and identify themselves for the record and will be asked but are not required to provide their address. Public Comment may be restricted to three- minutes for each individual speaker. Order and decorum shall be maintained at public meetings. 7. Motion to approve the following Consent Agenda items: A. Proposal to repair Well #8 from Water Well Solutions not to exceed $22,605; B. Beer/Wine Permit associated with Community Room Rental; C. September 19, 2016 City Council meeting minutes; D. Payment of Bills in the amount of$190,095.34; and E. Issuance of As Needed Checks in the amount of$22,591.34. 8. Motion authorizing city staff to advertise for Requests for Proposals for exclusive City of McHenry residential refuse collection services. 9. Mayor's Statement and Reports. 10.
